Questions and Answers

FA8533-13-R-01021

7 June 2013

Question: Paragraph 3.3, the National Electric Code does not make provision for an area within a room from the floor to a height of 18 inches above the floor to be a hazardous area with the balance of the room non-hazardous. The Code provides only for a room to be hazardous or non-hazardous in its entirety. Does the Government expect the Hydraulic Pumping Unit to be entirely hazardous area rated? Or does the Government want it designed such that anything below 18 inches from the floor must be rated for hazardous area and items above 18 inches can be rated for non-hazardous area?

Answer: The first two statements above are incorrect. See NFPA 70 Article 513 Aircraft Hangars, specifically 513.3 Classification of Locations, paragraph B.

Question: Paragraph 3.11.5, we are not aware that the National Electric Code will permit any cord connected device to be rated for a hazardous area. And the three phase plug referenced in MS27265 is most definitely not rated for use in hazardous areas. Please clarify.

Answer: The referenced plug is the same plug used on current equipment and is compatible with the existing hangar outlets. This plug incorporates two control pins that energize the plug and outlet conductors only after engagement of the conductors and de-energizes the conductors prior to disengagement such that arcing does not occur.

Question: Would it be possible to grant a two week extension on the due date?

Answer: Subject solicitation was issued on 6 May 2013 with a closing date of 5 June 2013. The Government has already extended the due date for proposals Therefore, the request for extension is denied. Proposals are due 11 June 2013, 12:00 p.m. EST.
