MB-2 Tow Tractors Class I and II

Request For Proposal (RFP) Questions and Answers

April 26, 2012

Question: In reviewing the solicitation documents, it is noted that that the original CID is attached as a reference document, however, the engineering supplement to the CID states that the MB-2 CID continuation sheet replaces the CID in its entirety. Can you please verify that CID A-A-58045B is not germane to the technical requirements for this solicitation, and that all technical requirements are contained exclusively in the MB-2 CID Continuation Sheet?

Answer: The Commercial Item Description (CID) A-A-58045B is attached as a reference document, essentially to establish the specification document number is that of the MB-2 CID, and then subsequently the CID Continuation Sheet amends CID A-A-58045B in its entirety.

Question: Testing for unit mobility contained in the MB-2 Continuation sheet, paragraph 5.3.7 states that government assistance will be provided for the 500,000 lb towing up a 1% grade. This paragraph further states that the contractor is responsible for all freight costs associated with transporting this MB-2, to and from the test location. Request identification of the test location for proposal cost development purposes.

Unless a test location is formally identified, we cannot accurately gauge expected costs.

Answer: Paragraph 5.3.7 Mobility, states “If government assistance is needed in providing a test location (a USAF base) and test load for the requirement of towing a 500,000 pound load on a 1% grade at a minimum of 2.5 MPH on an asphalt or concrete surface, a location will be determined.” The location of the USAF base that is able to test that requirement is Minot AFB in North Dakota.
