REF ITEM 8a: Contract performance will occur at various locations as detailed in the MQ-1 Predator/MQ-9 Reaper Security Classification/Declassification Guide (U) dated 1 August 2009. Site Listing is managed by the US Government Program Office and can be obtained by calling DSN 468-8410 or (478) 926-8410.

REF ITEM 10a & 11h: The contractor is governed by NSA/CSS Policy Manual 3-16, dated August 2005, in the control and protection of COMSEC Material/Information. Access to COMSEC material by personnel is restricted to U.S. citizens holding final U.S. Government clearances. Such information is not releasable to personnel holding only reciprocal clearances.

REF ITEM10b & d: Access to Restricted Data and Formally Restricted Data is required and requires a final U.S. Government clearance at the appropriate level.

REF ITEM 10e(1): Cleared personnel are required to perform this service because access to classified information inside a SCIF cannot be precluded by escorting personnel. Contact is for maintenance serviced equipment which process classified information. Knowledge of and generation/handling of intelligence information is not required in the performance of this contract.

REF ITEM 10e(2): Contractor will require access to and comply with AFI 14-303 and AFMC Supplement 1. Release of intelligence information does not create an unfair competitive advantage for the contractor nor a conflict of interest with the contractor’s obligation to protect the information.

REF ITEM 10j: FOUO information provided under this contract shall be safeguarded as specified in DoDM 5200.01-v4, DoD Information Security Program: Controlled Unclassified Information.

REF ITEM 11c: The contractor requires access to classified source date up to and including TOP SECRET SCI in support of this work effort at various operational sites (reference accompanying Site List). Any extracts or use of such date requires the contractor to apply derivative classification and markings consistent with the source documents. The use of “Multiple Sources” in identifying the source of derivative information necessitates compliance with the MISPOM, paragraph 4-208 a., and the use of a bibliography. Additional contractor performance will occur at locations designated by the Program Office. The following security classification guide applies to this effort:

MQ-1 Predator/MQ-9 Reaper Security Classification/Declassification Guide (U) dated 1 August 2009.

REF ITEM 11d: The contractor will provide adequate and approved storage for classified collateral material to the level of SECRET that exceeds two cubic feet.

REF ITEM 11f: Contractor personnel deployed to overseas locations may have access to classified information under the control of U.S. Military, Host nation Military, or Embassy personnel. Partial performance will occur at various sites around the world. DSS is relieved of all security oversight for performance on Air Force installations and at overseas performance locations. For performance in the following overseas theaters, security will be under the cognizance of HQ USAFE/A7SXI, HQ PACAF/A7SO and /or HQ ACC/A7SFI.

REF ITEM 11i: The contractor will ensure that compromising emanation (EMSEC) conditions related to this contract are minimized.

REF ITEM 11j: Contractor requires access to AFPD 10-11, Operations Security, AFI 10-1101, Operations Security, and DoD 5205.2, DoD Operations Security Program. The contractor will be provided critical information under separate cover. Contractor personnel will participate in the OPSEC program locally administered by the AF activity when operating on an AF installation.

REF ITEM 11k: This contract requires the use of the Defense Courier Service (DCS). Request DCS services from:
