. Blocks 10 through 13 and the CWBS is prepared in accordance with DI-MGMT-81334D (most recently approved version), the CSDR Manual (DoDM 5000.04-M-1), and the OSD Deputy Director, Cost Assessment-approved contract CSDR Plan. The CSDR Manual is available from the Defense Cost and Resource Center (DCARC) website at http://dcarc.cape.osd.mil.

C Contractors shall be required to submit CCD reports at frequencies specified in the OSD DDCA-approved CSDR plan and in the contract. All CCD reports shall be submitted electronically using the CSDR Submit-Review System. The required file format for each CCD report is specified in its Data Item Description (DID). The CWBS Index and Dictionary must be submitted in Microsoft Word-compatible files. Data submitters must register through the DCARC website and possess a DoD-issued CAC or DoD-approved ECA digital certificate to obtain a DCARC Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the DCARC Portal and requesting a CSDR submitter user role. After the registration information has been verified, the DCARC shall authorize the user account and requested roles. DCARC Portal users with a DoD-issued CAC shall be able to register their CAC with their DCARC Portal account, enabling CAC login. All DCARC Portal accounts need to be renewed at least annually.

Air Force Technical Manual Contract Requirements (TMCR) for Raytheon Support and Services (CY13 - 15)

Section 1. Technical Order (TO) Program Requirements

1. TMCR Tailoring. This document including the associated tables, matrices and Specification / Standard Interface Requirements (SIRs) has been tailored by the ROBINS AFLCMC/WIILR Predator/Reaper Sustainment Office to support the sustaining maintenance of technical orders for the MQ-1B Predator and MQ-9A Reaper Multi-spectral Targeting System (MTS-A and MTS-B) sensors. This tailored TMCR is attached to the CDRL A016. Subsequent sensor requirements will require a specifically tailored TMCR.

2. TO Program Scope. As part of this effort the contractor shall provide support by developing and maintaining TO source data or TCTOs for the MQ-1B and MQ-9A MTS-A and MTS-B. Affected TOs are listed in Section 2, Table 2 of this document.

2.1 Management and Authorization. The Government Program Manager / Technical Order Management Agency (TOMA) are ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3. The Government Program Manager is the office authorized to prepare and coordinate changes to the TO requirements and distribution specified by this contract.

2.2 Order of Precedence. In the event of a conflict between the text of this document and the references herein, the text of this document shall take precedence, except that the detail specification(s) as tailored in Section 3 of this document shall govern for TO preparation.

3. Technical Manual Specifications and Standards (TMSS) Tailoring. Source data developed to support the MTS-A and MTS-B TO sustainment effort shall match the existing style, format, depth and level of coverage of the current MQ-1 and MQ-9 TO data sets.

3.1 Specification/Standard Interface Records (SIRS). The Contractor shall review the SIRs and prepare TOs to the requirements as tailored.

3.2 TM Specification/Standard (TMSS) Deviation and Waiver Procedures. If changes to the requirements of invoked MIL-SPECs, MIL-STDs, or SIRs are necessary or desirable, the contractor shall submit a request for deviation or waiver to the ROBINS AFLCMC/WIILR, through the PCO. Each request for deviation or waiver must be accompanied by an objective justification. Requests for deviation or waiver without justification and evaluation comments will not be approved. Approved requests shall be added to the appropriate SIR by contract modification, if required.

4. TO and Source Data Maintenance. Technical order source data and TCTOs developed as part of this effort shall match the same style, format, depth and level of coverage of the current MTS-A or MTS-B TOs and as defined by ROBINS AFLCMC/WIILR or applicable military standards. Support shall include providing source date updates to reflect changes against existing operations and maintenance manuals. Examples of source data are: Interface Control Documents, software version descriptions, theory of operation, fault isolation and troubleshooting, parts breakdowns, removal and replacement procedures, wiring and schematic diagrams, artwork, etc. This technical manual sustainment support shall include periodic updates, quarterly block cycle update and rapid action changes for safety related problems. The contractor shall provide updates in both editable electronic media for all text updates as well as editable supporting illustrations in .cgm format. In addition, source data developed shall be written to a scope and depth of coverage sufficient to support the operations and maintenance concepts, and to the Reading Grade Level (RGL) specified in MIL-STD-38784, Standard Practice for Manuals, Technical: General Style and Format Requirements as required.

4.1 Change Requests. The contractor shall comply with direction established in TO 00-5-1 concerning the TO system. For Routine AFTO 22s/AFMC 252s/AF Form 847s (hereafter called “change requests”) the contractor shall provide evaluation results and recommend corrective actions to ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3, NLT 45 calendar days after receipt of the request. Recommendations resulting from Emergency and Urgent Action change requests for corrections/changes to technical orders that involve safety of flight, personnel safety, and/or damage to equipment shall be processed on a priority basis. Emergency change request recommendations shall be provided within 24 hours of receipt. Closure for emergency requests, consisting of a Rapid Action Change or Safety/Operational Supplement, as directed by ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3, shall be provided within 48 hours of initial receipt. Urgent change request recommendations shall be provided within 15 days of receipt. Closure for Urgent requests, consisting of a Rapid Action Change or Safety/Operational Supplement, as directed by ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3, shall be provided within 40 days of initial receipt. Routine changes approved by ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3 shall be incorporated into the next scheduled change or revision cycle.

4.2 Status Reporting. The contractor shall maintain the current status of all submitted AFTO 22s, AFMC Form 252s and AF Form 847s to MTS-A and MTS-B maintenance and operational technical manuals to support the approved Technical Order Status and Schedule (TOSS).

5. TO Numbering. The contractor shall notify the government of any new manuals/TCTOs required to be developed as part of this effort which require TO numbers. AF procedures for numbering TOs are described in TO 00-5-3 and TO 00-5-18.

6. Data Rights. Government rights in data are specified in the Defense Federal Acquisition Regulation Supplement (DFARS), paragraphs 227-7102 through 227-7104. The contractor shall propose Unlimited Rights for all source data and TOs prepared specifically for the contract.

6.1. If some source data is copyrighted or contain proprietary data or procedures, the contractor may propose Limited Rights or Government Purpose License Rights (GPLR) only. Proposed commercial manuals should be provided with at least GPLR or Limited Rights. Copyrights shall be according to DFARS paragraphs 227-7103, 7105 or 7106.

7. Classification, Distribution, Destruction, Disclosure, and Export Control Notices. The contractor shall determine the correct markings and controls for classified and restricted distribution data and TOs IAW the program’s Security Classification Guide (SCG) and DOD 5200.1-R, DODD 5230.24, AFIs 21-303, 31-401 and 61-204, and MIL-STD-38784.

8. TO Quality. As part of this effort the contractor shall maintain a Technical Manual Quality Assurance Program (TMQAP) covering the development and maintenance of source data and for the creation and maintenance of TCTOs.

8.1 Technical Reviews. The contractor shall host and co-chair Technical Reviews of the source data developed for this effort. Technical reviews may be requested by the TOMA or by the contractor to ensure that data being developed as part of this effort is adequate and accurate. During the reviews the contractor will be responsible to maintain a master markup of the documents being reviewed. Technical reviews are expected to occur twice per year for the MQ-1 and twice per year for the MQ-9. The level of support should be anticipated to be about the same for both MQ-1 and MQ-9.

8.1.1 Minutes. The contractor shall prepare minutes for all T.O. related meetings. The TOMA or designated representative will review and approve the minutes prior to distribution. Deliveries of copies of the meeting minutes will be as specified in Part B of this document.

8.2 TO Certification. The contractor shall certify source data or TCTO data developed and shall submit a letter to ROBINS AFLCMC/WIILR and to ASC-WII Det 3stating that the procedures are accurate, adequate, current, and usable for their intended purpose. TO Certification may be accomplished by table-top analysis if required. Technical order 00-5-1 and 00-5-3 shall be referenced for additional information on TO Certification requirements.

9. TO/TCTO Source Data Delivery. TO file delivery formats shall be according to applicable CDRLs and the tailored TM Delivery Requirements Matrices included in Section 2 of this document.

10. Time Compliance Technical Orders (TCTOs). The contractor shall prepare TCTO source data or TCTOs when a Class 1 ECP is approved in coordination with ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3 or when another condition exists which would require a TCTO to include all permanent modifications and update changes to the MTS-A and MTS-B systems. USAF Technical Order 00-5-15 will be used as guidance in the preparation of all TCTO or TCTO source data. TCTO kits shall be developed and assembled IAW AFMAN 23-110, USAF Supply Manual, Volume III, Part 1, Chapter 11 and TO 00-5-15 unless a waiver to the complete kit concept has been approved. The contractor shall support all TCTO changes with concurrent changes to operational logistic support elements related to the change to include changes to support equipment, technical orders, and spares. The contractor shall ensure all logistics support elements and costs are identified and addressed, to include release of applicable technical order changes and TCTO documenting the modification, prior to executing any modification. The contractor shall update IMDS, REMIS, CEMS, and MMIS as appropriate.

10.1 The contractor shall complete the initial draft of the AFMC Form 873, Time Compliance Technical Order Requirements, IAW AFMC Manual 21-1. These AFMC Form 873s shall be submitted to ROBINS AFLCMC/WIILR and AFLCMC-WII Det 3for all sustainment engineering changes and field alert bulletins which drive the requirement for TCTOs.

10.2 The contractor shall deliver engineering certified drafts of Immediate Action TCTOs within 24 hours of receipt of an approved AFMC Form 873. The contractor shall deliver drafts with comments incorporated within 24 hours of receipt of comments.

10.3 The contractor shall deliver initial engineering certified drafts of Urgent Action TCTOs within 72 hours of receipt of an approved AFMC Form 873. The contractor shall deliver final drafts with “final” customer comments incorporated, within 96 hours of receipt of comments.

10.4 The contractor shall deliver initial engineering certified drafts of routine safety TCTOs within 10 business days of receipt of an approved AFMC Form 873. The contractor shall deliver final drafts with “final” customer comments incorporated, within 5 business days of receipt of comments.

10.5 The contractor shall deliver engineering certified drafts of routine TCTOs within 20 business days of receipt of an approved AFMC Form 873. The contractor shall deliver final drafts with “final” customer comments incorporated, within 10 business days of receipt of comments).

10.6 After receipt of an approved AFMC Form 873, the contractor shall deliver engineering certified drafts of TCTO supplements within 1) Immediate Action – 24 hours; 2) Urgent Action – 48 hours; 3) Routine Safety – 5 business days; 4) Routine – 10 business days.
