Blocks 10 through 13 were prepared in accordance with the OSD Deputy Director, Cost Assessment (DDCA)-approved Cost and Software Data Reporting (CSDR) Plan provisions, the WBS Data Dictionary, and the CSDR Manual (DoDM 5000.04-M-1). The CSDR Plan is included as contract attachment 1. The CSDR Manual is available from the Defense Cost and Resource Center (DCARC) Web site at http://dcarc.cape.osd.mil.

Contractors shall be required to submit CCD reports at frequencies specified in the OSD DDCA-approved CSDR plan and in the contract. All CCD reports shall be submitted electronically using the CSDR Submit-Review System. The required file format for each CCD report is specified in its Data Item Description (DID). The CWBS Index and Dictionary must be submitted in Microsoft Word-compatible files. Data submitters must register through the DCARC website and possess a DoD-issued CAC or DoD-approved ECA digital certificate to obtain a DCARC Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the DCARC Portal and requesting a CSDR submitter user role. After the registration information has been verified, the DCARC shall authorize the user account and requested roles. DCARC Portal users with a DoD-issued CAC shall be able to register their CAC with their DCARC Portal account, enabling CAC login. All DCARC Portal accounts need to be renewed at least annually.. Prime contractors are responsible for flowing down CCDR requirements contained in their prime contracts to all subcontractors who meet the reporting thresholds. This includes requiring subcontractors to electronically report directly to the DCARC.

Subcontractor Reporting. The prime contractor shall be required to flow-down CSDR requirements to all subcontractors at all tiers that meet reporting thresholds. Depending upon the specific contractual relationship, prime contracts and subcontracts may have similar requirements regarding report type, frequency, and method of transmission. The prime contractor shall be required to work with the CWIPT and all appropriate subcontractors to prepare separate subcontract CSDR plans for submission to the DCARC for DDCA approval using the CSDR Submit-Review System.

CSDR Plan is attached at the end of this document.

Air Force Technical Manual Contract Requirements (TMCR) for Contractor Logistics Support (CY16) Contract No: FX2399-16-00102 Date 27 Aug 2014 Technical Manual/Technical Order requirements contained herein have been cleared for use by OMB Paperwork Reduction Project No. 0704-0188.

SECTION 1. TECHNICAL ORDER (TO) PROGRAM REQUIREMENTS

1. TMCR Tailoring. This document including the associated tables, matrices and Specification/Standard Interface Requirements (SIRs) has been tailored by the AFLCMC/WIID Predator/Reaper Sustainment Program Office to support the sustaining maintenance of technical orders for the MQ-1B Predator, MQ-9A Reaper and all associated equipment (CLS) CY16 Program. This tailored TMCR is attached to the CDRL A016. Air Force TO Acquisition procedures are found in TO 00-5-3, located on the World Wide Web (WWW) at http://www.tinker.af.mil/shared/media/document/AFD-110505-045.pdf under the link to “Digital Technical Orders.” Any terms or procedures found in this document may be researched there.

2. TO Program Scope. As part of this effort the contractor shall provide support to sustain and update all MQ-1B, MQ-9A and all associated equipment technical orders, to include related Commercial-Off-The-Shelf (COTS) data and other operational and technical data submitted by contractors supporting the program. Affected TOs are listed in Section 2, Table 2 of this document. Support shall include preparing technical order changes, to include providing hard copy and electronic copy revisions and supplements as required and/or as requested by AFLCMC/WIILR Predator/Reaper Sustainment Program Office and AFLCMC/WIIL.

2.1 Management and Authorization. The Government Program Manager is AFLCMC/WIILR, the Technical Order Manager Agency (TOMA) is AFLCMC/WIIL. The Government Program Manager at AFLCMC/WIID is the office authorized to prepare and coordinate changes to the TO requirements and distribution specified by this contract.

2.2 Order of Precedence. In the event of a conflict between the text of this document and the references herein, the text of this document shall take precedence, except that the detail specification(s) as tailored in Section 3 of this document shall govern for TO preparation.

3. Commercial Manuals. The contractor may propose the use of existing commercial manuals to the maximum extent possible without impairing program support objectives for the modification kits effort, if commercial manuals are available. Recommendations for use of commercial manuals if applicable will be submitted to the government for review and approval.
