CLARIFICATIONS

QUESTIONS AND PCO RESPONSES PERTAINING TO THE SOLICITATION

I’m not at liberty to tell you how to respond to the solicitation as it will give you an advantage over the other competitors. Nevertheless, I have determined that it is appropriate to post the below questions on FBO (for clarification only), along with my responses I order to give all competitors equal access to the information that I have disclosed. Below are my responses to 3 bulleted questions.

How shall we assume the cost for materials required for repairs; will it be Government Furnished and not in our proposal, or, are there material costs we shall assume ….and if so, what substantiates Material Cost Assumptions?

PCO Response: Materials required for repairs should be a cost that the contractor would assume and consider in the overall price and is not furnished by the government. All material cost assumptions are determined by the contractor.

How should we assume Repair Volume by Category Major / Minor and does the historic MTBR / MTBF substantiate this?

PCO Response: Major and Minor Repair volume is determined by your company; however, minor and major repairs were not solicited or addressed in the PWS. I don’t know how you would measure the volume of work. It is not the government’s position to determine how you accomplish the repair. You will need to propose minor repair CLINs if you wish to have them included along with proposed costs; however only include all major repairs in the total cost. As stated in the PWS 1.0, “The extent of repair work required shall be determined by the initial inspection/ functional checkout and the disassembly/assembly required to return the EFQI to a serviceable end item that shall efficiently serve their intended purpose. The EFQI shall be repaired and returned to the Government in serviceable condition.” Also, please confirm Acronyms MTBR and MTBF to make sure I’ve properly addressed your question.

There is not a CLIN that covers the setup of a repair line. How should we plan to recover our NRE costs?

PCO Response: The government cannot tell you how to setup or repair the item. We can only let you know what we need (the requirement). You will need to provide all justified costs involved in order to provide the repaired asset to the government.
