Performance-Based Work Statement for
Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) USAF LANTIRN Sustaining Engineering Services

1.0 Description of Services: This Performance-based Work Statement (PWS) describes the services required to support the Precision Attack System Program Office (PASPO) engineering efforts pertaining to the AN/AAQ-13 Navigation Pod. These services include: Class I Engineering Change Proposals (ECP), Prime Mission Equipment (PME) Line Replaceable Unit (LRU) sustainment analysis and reporting, maintenance analysis and support of repair process, and technical services to support future LANTIRN analyses and planning by Air Force Materiel Command (AFMC) and the Precision Attack System Program Office (PASPO).
1.1 Objective(s): The purpose of these tasks is to provide technical services for the USAF post production sustainment of the LANTIRN system. Services may include those required for the AN/AAQ-13, Navigation Pod.
1.2 Benefit to United States Air Force (USAF): These services will benefit the USAF by assessing and evaluating reported LANTIRN problems during maintenance and providing analyses to identify the scope of the problems and possible corrective actions to assure the weapon systems meets or exceeds the USAF’s 85% Mission Capability Rate.
1.3 Background: The LANTIRN system requires continuous monitoring, system hardware and software tests, evaluation, maintenance, and repair in order to be responsive to the real world war fighter needs.

System Level Technical Studies and ECPs

Contractor support shall be timely and accurate.

Monthly Status and Financial Status Reports

Contractor support shall be timely and accurate.
The Contractor shall provide monthly status and financial reports by the 20th calendar day of the following month.
3.0 Government Property and Services
3.1 Government Property to be Provided: Government property will not be provided. The Government will not provide any Government-Furnished Equipment (GFE) for this contract;
however, the Government will provide access to depot test stations on a non-interference basis.
3.2 Government System(s): Access to Government systems will not be required to perform tasks under the contract/order.
4.0 Technical Requirements
4.0.1 The Contractor shall provide system performance support to focus on the identification, analysis and evaluation of reported deficiencies that affect the LANTIRN system configuration baseline and system maintainability at the LANTIRN depot facilities.
Contractor support shall be timely and accurate. Initial response shall be provided within five business days of the request. Final response shall be provided within 30 calendar days of the request. There shall be no more than one rework per document each contract year. Rework shall be completed within 30 calendar days of Government notification.
Currently, the USAF LANTIRN Navigation Pod service life is scheduled until 2040 for the Air Combat Command.
4.0.2 Replacement parts for LANTIRN obsolete parts shall be reported to USAF PASPO.
Obsolete part replacement mitigation tasks will be limited to parts identified by the procuring activity. (This does not include obsolescence studies or obsolescence management efforts.) As the LANTIRN system has aged, there have been problems that have required investigation and minor changes to materials, test, sub-assemblies, and manufacturing processes. (Technical Report-Study/Services (CDRL A001, Data Item Description, DI-MISC-80508B/T) These tasks shall focus on post-production sustainment services requirements for:

PME LRU sustainment analysis and reporting Depot-level repair problem analysis and support Technical services to support future LANTIRN analyses and planning by AFMC and PASPO The identification of obsolete parts applies only to Terrain Following Radar
(TFR) LANTIRN Navigation Pods, and does not apply to TFR Infared (IR) or Forward Looking Infrared Radar (FLIR). It also does not apply to LANTIRN Special Test Equipment at Lockheed Martin (LM) of Government Depot facilities.
4.0.3 Diminishing Manufacturing Resource Support: This tasking focuses on Contractor assistance with LANTIRN Navigation Pod obsolescent issues and recommended solutions along with associated costs. The Contractor shall provide the data used in support of the resource activities in electronic format. Also, the Contractor shall provide the USAF PASPO, as tasked, pod and pod related obsolete parts investigation/support for alternative sources of supply and technical assistance for obsolete parts replacement and repair. 4.0.4 Class I Design Changes: The Contractor shall support requests for ECP development and implementation (as tasked) for the USAF PASPO. Class I ECPs shall be approved and funded separately by the Government. The Contractor shall review design and testing documentation and verify that proposed design/manufacturing changes do not adversely affect the navigation pod’s system performance capabilities, interfaces, mechanical integrity, supportability, reliability, maintainability, and safety. The Contractor shall also provide to the PASPO draft USAF ECPs, with a Rough Order of Magnitude (ROM) costs for all common changes that are required to maintain configuration compatibility between the USAF and Foreign Military Sales (FMS) equipment. After reviewing the draft ECP, Government direction via Procuring Contracting Officer (PCO) letter shall authorize the Contractor to formally submit a USAF Class I Engineer Change Proposal (CDRL A002, Data Item Description, DI-CMAN-80639C/T).
4.0.5 Class II Design Changes: The Government, other sources, and the Contractor shall routinely propose Class II design changes to correct supportability problems affecting replenishment spares procurement. Class II Design Changes shall be approved and funded separately by the Government. Upon receipt of approved contract modification, the Contractor shall review the proposed changes for the Government and sources other than the Contractor’s for possible conflict with other in-process change activity on the same affected document(s).
4.0.6 The Contractor shall coordinate conflicts or problems with the originating Government office or sources other than the Contractor. Also, the Government maintains a high interest in those proposed Class II changes that may be beneficial for depot-level maintenance activities.
The Contractor shall use the liaison call process to notify the Government of Class II changes that may be beneficial for depot-level maintenance activities. The Government will review the Class II change, and if needed for maintenance, the Government will take action to incorporate the Class II changes into LANTIRN maintenance data. 4.0.7 Prime Mission Equipment Sustainment Analysis and Reporting: The Contractor shall perform analysis per tasking of any LANTIRN pod assembly or component identified by the Government as an anomaly. Status of these studies shall be made at the Technical Interchange Meeting (TIM) held five months after contract award via teleconferencing. No formal presentations will be required; however, any status reports and responses will be limited to the specified tasking. 4.0.8 Depot-Level Repair Problem Analysis and Support: The Contractor shall provide technical services to resolve reported repair problems upon request from the HQ ACC and /or the AFLCMC/WNYBA, Air Force Life Cycle Management Center. In general, these services will address, but not be limited to, interpretation of technical data, assessment of impacts from Class II data changes, submittal of LANTIRN liaison calls to identify potential impacts to repair processes, procedures and/or materials, review of LANTIRN historical data to assist in evaluating proposed repair changes, and first article evaluations. 4.0.9 Technical Services to Support HQ ACC and AFLCMC/WNYBA, Air Force Life Cycle Management Center: The Contractor shall provide technical services to HQ ACC and the AFLCMC/WNYBA, Air Force Life Cycle Management Center in support of a variety of technical issues related to reported LANTIRN PME repair support problems, LANTIRN parts supply, and LANTIRN logistics support matters in support of LANTIRN warfighter deployment activities. As required, the Contractor shall assist HQ ACC and AFLCMC/WNYBA, Air Force Life Cycle Management Center analysis and planning for changes to LANTIRN operational and maintenance support activities. Assessment of trade-offs to LANTIRN support of possible LANTIRN changes (performance, logistics, and maintenance improvements) shall be reviewed upon Government request. The Contractor shall evaluate and provide technical analysis, where applicable, regarding LANTIRN supportability problems and issues reported at and in support of LANTIRN Product Improvement Working Group, LANTIRN Program Management Reviews, LANTIRN Improvement Working Group meetings and TIMs on proposed/draft ECP review meetings. The Contractor shall participate via teleconferencing and provide technical assistance and advice at these meetings, as required. No formal presentations will be required; however, any status reports and responses will be limited to the specified tasking. 4.0.10 Monthly Activity and Financial Status Reports: The Contractor shall provide a monthly activity and financial status report documenting activities that support this PWS by the 20th calendar day of the following month. Status reports shall document the activities, and the results of all tasks associated with section 4 of this document. 4.1 Period and Place of Performance:

4.1.1 Contract/Order Period of Performance: The period of performance for the contract/order will extend 12 months from date of award with one 12 month option period. .
4.1.2 Place of Performance: These services will be performed primarily at Lockheed Martin (LM) Missile Fire Control Division in Orlando, FL, but under certain circumstances, may be performed at the LM WORLDWIDE LANTIRN DEPOT (WWLD) co-located with the USAF depot in Building 640 at Robins Air Force Base (AFB). The only exception is travel duties, which will be performed at designated locations.
4.2 Item Unique Identification (IUID): As defined in DFARS 252-211.7003, Item Identification and Valuation, unique item identification is a method of marking items with unique item identifiers which have machine-readable data elements. Unique item identification is required for all items to be delivered to the DoD that meet the criteria established by DFARS 211.274-2, Policy for item unique identification.
The Contractor shall mark items in accordance with DFARS 211.274-2, DFARS 252-211.7003, and Military Standard (MIL-STD)-130N, Department of Defense Standard Practice / Identification Marking of U.S. Military Property.
In accordance with DoDI 4161.02 and the Department of Defense Guide to Uniquely Identifying Items Assuring Valuation, Accountability and Control of Government Property, transmission of Government property must be recorded in the DoD IUID Registry. The Government is required to record the transfer of GFP to the Contractor. The Contractor is required to record the receipt of GFP from the Government. The Contractor is required to record the return of GFP to the Government.
In accordance with the Department of Defense Guide to Uniquely Identifying Items Assuring Valuation, Accountability and Control of Government Property, the Government or Contractor personnel responsible for causing a “life cycle event” (i.e., abandoned, consumed, destroyed by accident, destroyed by combat, donated, exchanged – repair, exchanged – sold, exchanged – warranty, expended – experimental/target, expended – normal use, leased, loaned, lost, reintroduced, retired, scrapped, sold – foreign government, sold – historic, sold – nongovernment, sold – other federal, sold – state/local, and stolen) will update the item record in the IUID Registry.
No Contractor’s IUID Marking Plan is required for this engineering service contract.
4.3 Travel: The Contractor shall support a maximum of two (2) travel requirements as deemed necessary by the Government. Outside the Continental United States (OCONUS) travel shall be approved and funded separately by the Government. Conditions may require normal business travel as well as extended Contractor representation at operational bases, repair depots and Contractor and vendor facilities. Duties while on these travels may include, but are not limited to, normal business operations, meetings and briefings, observing equipment performance, collecting failure data, providing on-the-spot assistance and performing liaison duties for the Government in conjunction with specific task assignments. The Contractor may be required to travel as integral parts of problem resolution task assignments or as separate task assignments.
Actual expenses are limited by the Government Joint Travel Regulations. All travel requests

require prior written coordination of the PASPO Functional Director or program manager/Contracting Officer's Representative (COR), and approval by the assigned PCO or alternate PCO with ten business days’ notice.
5.0 General Information
5.1 Continuation of Mission-Essential Services During a Crisis: In accordance with DFARS 237.7602(a), Continuation of Essential Contractor Services, DFARS 252.237-7023(a)(2), Continuation of Essential Contractor Services, and Air Force Instruction (AFI) 10-403, Deployment Planning and Execution, paragraph 1.9.1.33.2, the Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.
5.2 Security Requirements
5.2.1 Actual knowledge and/or generation of classified information and/or Controlled Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations. If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements.
5.2.2 Security Regulations: The Contractor shall ensure personnel, information, systems, property, facility and international security requirements are met. The Contractor shall comply with all applicable security regulations and clauses listed in the contract.
5.2.3 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall ensure compliance with DoDD 5205.02E, DoD Directive for Operations Security (OPSEC) and DoD Manual 5205.02-M, DoD Operations Security (OPSEC) Program Manual to protect United States (U.S.) Government interests. The Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.
5.2.4 Security Clearance: It is not expected that Contractor personnel will require security clearances for proper accomplishment of contract/order requirements. Contractor personnel shall not be authorized access to classified information and/or CUI and classified items or be permitted to work on classified projects and/or programs without an appropriate security clearance and a need-to-know. If security clearances become necessary after contract/order award, the Contractor shall ensure applicable Contractor personnel obtain security clearances appropriate to the access required for proper accomplishment of contract/order requirements.
5.2.5 Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation including potential or actual unauthorized disclosure or compromise of classified information and/or CUI.

5.2.6 Security of Contractor System(s): The Contractor shall ensure the security of Automated Information System(s) (AIS) at the Contractor’s facility to preclude potential security incidents or violations including potential unauthorized disclosure or compromise of classified information and/or CUI.
5.2.7 Access to Government Facility or Military Installation: The Contractor shall ensure Contractor personnel who require access to a Government facility comply with the security requirements of the facility.
5.2.8 Access to Robins Air Force Base (AFB): In accordance with RAFB IDP 31-101, paragraph 3.18.1.3, a Contractor awarded a contract/order that requires services to be performed on Robins AFB shall provide the applicable Badging Agent a list of all contractor/subcontractor personnel requiring access to Robins AFB, the contract/order number and the period of performance. The Contractor shall also provide, if possible, the location of the work site and the days/hours during which the contractor/subcontractor personnel will require access to Robins
AFB.
5.3 Environmental Management System (EMS): These services shall be performed primarily at the Contractor’s facility; therefore, the EMS requirement should not apply.
5.4 Affirmative Procurement: In accordance with FAR 23.404, Agency Affirmative Procurement Programs, 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [http://www.epa.gov/cpg/products.htm] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio-based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price. The prime Contractor shall ensure subcontractor(s) comply with the affirmative procurement requirement.
5.5 Safety Requirements:
5.5.1 Contractor Compliance: The Contractor shall comply with Government Safety and Health regulations including, but not limited to, Public Law 91-596, Occupational Safety and Health Act (OSHA), and DoDD 4715.1E, Environmental, Safety, and Occupational Health (ESOH). OSHA and ESOH requirements shall be incorporated into the Contractor’s safety program.
5.5.2 Voluntary Protection Program (VPP): Contractor personnel performing work on a USAF installation shall participate in the local VPP. Additional information regarding VPP is available at the site below.

5.5.3 Mishap Notification/Investigation: In accordance with AFI 91-204, Safety Investigations and Reports, paragraph 2.4.6.1.1, the Contractor shall report mishaps involving damage or injury to USAF interests. In accordance with AFI 91-204, paragraph 1.3.1.1, damage or injury

includes: damage to DoD property; occupational illness to DoD military or civilian personnel;
injury to on- or off-duty DoD military personnel; injury to on-duty DoD civilian personnel; and damage to public or private property or injury or illness to non-DoD personnel caused by USAF operations.
In accordance with AFI 91-204, paragraph 2.4.6.1.1, the Contractor shall ensure the USAF [Safety Office] and the applicable contract management authority are notified of mishaps. The Contractor shall contact the MFT [Contracting Officer’s Representative (COR), if available, or another MFT member] by telephone within three (3) business days. The MFT will notify the Safety Office and the PCO.
In accordance with AFI 91-204, paragraph 2.4.6.1.2, the Contractor shall cooperate with USAF safety investigations.
5.5.4 Safety and Health Plan: The Contractor has submitted a Safety and Health Plan under the basic contract, FA8530-08-D-0012-0013. In accordance with Air Force Pamphlet (AFPAM) 91- 210, Contract Safety, paragraph 6.4, the Safety and Health Plan has been reviewed by the Safety Office. The Contractor has established and shall maintain a safety program in accordance with OSHA, ESOH, the basic contract Appendix C (Industrial Safety Requirements), and the Safety and Health Plan.
5.6 Inspection of Services: Inspection of Services will be accomplished in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The Government reserves the right to inspect Contractor performance.
5.7 Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons. 5.8 Contractor Manpower Reporting
5.8.1 In accordance with the Secretary of the Air Force for Acquisition (SAF/AQ) Memorandum, Implementation of FY11 NDAA [National Defense Authorization Act] Section 8108 [of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Act, 2011], Contractor Inventory, dated Nov 13 2012, the Contractor shall provide an annual count of contractor/subcontractor personnel performing work if the DoD is the requiring activity, if the acquisition is using U.S. Government appropriated funds, and if the acquisition is equal to or greater than the Simplified Acquisition Threshold (SAT) [currently $150,000.00].
5.8.2 In accordance with the Office of the Secretary of Defense (OSD) Memorandum, Enterprise-wide Contractor Manpower Reporting Application, dated Nov 28 2012, the Contractor shall report all Contractor labor hours, including subcontractor labor hours, required

for performance of the services provided under the contract at the Enterprise-wide Contractor Manpower Reporting Application (eCMRA) site below. Reporting shall be conducted for each fiscal year (FY), which extends October 1 through September 30. While inputs may be made any time during the FY, all data shall be reported no later than October 31 of the following FY.

5.9 Invoicing/Payment and Receipt/Acceptance: The Contractor shall submit/process payment requests and receipt/acceptance documents via Wide Area WorkFlow e-Business Suite / Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) in accordance with all applicable clauses located in the basic contract.
