Appendix B for Contract # FA8505-16-R-0017 The government will provide the following to XXX to aid them in completing the referenced contract above:
1. AFLCMC/WWQE will provide guidance on the layout and format of the work specifications and the use of the Aircraft Missiles Requirements (AMR) database. The government will provide access to the AMR database for use on this task.
2. AFLCMC/WWQE will provide information on engineering analysis which may impact the work specification requirements necessary to update the work specification and the AMRD requirements.
3. AFLCMC/WWQE shall provide adequate office space, including desk, chairs and necessary utilities in building 300 to work with the necessary AFLCMC/WWQE personnel.
4. AFLCMC/WWQE shall provide access to existing computer systems and data (to include design documentation and source code) required to support the analysis of the technical assistance systems.
5. AFLCMC/WWQE shall provide guidance and participation in Technical Interchange Meetings (TIM) to facilitate mapping and support of the necessary business rules that will lead to the functionality of the TADS.
6. AFLCMC/WWQE will provide required information from existing programs and procedures which are needed to implement the objectives.
7. The point of contact referenced in paragraph 4.5 shall resolve problems of an exclusively technical nature.
8. All government furnished material shall be available throughout the period of performance as described in the contract. The contractor shall be responsible for safe guarding all Government property. The contractor is responsible for returning the Government furnished equipment in the same condition as received, less normal wear and tear. All records, files, documents, and work papers provided by the Government or generated in support of this work effort are Government property and shall be marked, maintained, and disposed of per FAR 3.104 and the DoD Freedom Of Information Act Program.
9. AFLCMC/WWQEB shall provide Flying Hour Data and Supply Data (Standard Base Supply System (SBSS), Contractor Operated and Maintained Base Supply (COMBS), Reliability and Maintenance Information System (REMIS), Centralized Asset management System (CAMS), and other applicable systems in order to allow contractor to do work required as stated in this PWS.
10. Government will supply on-site contractor personnel with IATP/ASIP data to be manipulated. This will be provided through the mail, over the local area network (LAN), via the WWW, and by the ASIP Manager. Government will provide access to necessary related software and operating manuals. Government will supply access to all necessary Government peculiar software programs. Government will supply adequate working space for all on-site contractor personnel. (Comparable to that given an equivalent skill level government employee.) Government will furnish all required office furniture, including desks, chair, file cabinets, and lights. Government will perform all necessary maintenance on all government owned equipment. Government will provide access to any other software necessary to perform tasks described in this PWS and Standard Operating Procedures (SOPs). Government will also provide on-site contractor personnel with required access to the necessary IATP computer systems. Government will provide computer systems with required software and network access to perform the duties described herein.
11. Federal Acquisition Regulation (FAR) 45.101, [Government Property] Definitions
11.1 “ ‘Government property’ means all property owned or leased to the Government or acquired by the Government under the terms of the contract. It includes both Government-furnished property and contractor-acquired property….”
11.2 “ ‘Contractor-acquired property’ … means property acquired or otherwise provided by the contractor for performing a contract and to which the Government has title.”
12. Contractor Responsibility: The Contractor shall be responsible for Government property in their possession in accordance with the FAR and Defense Federal Acquisition Regulation Supplement (DFARS) including, but not limited to, FAR Part 45, Government Property, FAR 52.245, and DFARS, Part 245, Government Property.
13. DFARS 252.245-7002, Reporting Loss of Government Property
13.1 Definitions.
13.1.1 “Loss of Government property” means unintended, unforeseen, or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of Government property includes, but is not limited to -
(1) Items that cannot be found after a reasonable search;
(2) Theft;
(3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
(4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.
13.1.2 “Unit acquisition cost” means -
(1) For Government-furnished property, the dollar value assigned by the Government and identified in the contract; and
(2) For Contractor-acquired property, the cost derived from the Contractor’s records that reflect consistently applied, generally acceptable accounting principles.
13.2 Reporting loss of Government property.
(1) The Contractor shall use the Defense Contract Management Agency (DCMA) eTools software application for reporting loss of Government property. Reporting value shall be at unit acquisition cost. The eTools “LTDD of Government Property” toolset can be accessed from the DCMA home page External Web Access Management application at http://www.dcma.mil/aboutetools.cfm.
(2) Unless otherwise provided for in this contract, the requirements of paragraph (b)(1) of this clause do not apply to normal and reasonable inventory adjustments, i.e., losses of low-risk consumable material such as common hardware, as agreed to by the Contractor and the Government Property Administrator. Such losses are typically a product of normal process variation. The Contractor shall ensure that its property management system provides adequate management control measures, e.g., statistical process controls, as a means of managing such variation.
(3) The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to -
| (i) Theft; |
| (ii) Inadequate storage; |
| (iii) Lack of physical security; or |
| (iv) “Acts of God”. |
(4) This reporting requirement does not change any liability provisions or other reporting requirements that may exist under this contract.
14. Return/Retention of Government Property: All Government-Furnished Property (GFP) remains the property of the Government and shall be returned to the Government upon completion of the contract/order or as directed by Warner Robins-Air Logistics Center (WR-ALC)/GRME. All GFP shall be returned to the Government in the condition provided unless approved in advance by the Procuring Contracting Officer (PCO). All property acquired by the Contractor for accomplishment of contract/order requirements becomes the property of the Government and shall be returned to the Government upon completion of the contract/order or as directed by AFLCMC/WWQE. All material generated under the contract/order becomes the property of the Government and shall be returned to the Government upon completion of the contract/order or as directed by AFLCMC/WWQE. Department of Defense (DD) Form 1423-1, Contract Data Requirements List (CDRL), deliverables become the property of the Government upon receipt.
15. Government Systems: The Government will provide Contractor personnel access to systems necessary to perform the requirements of the contract/order. The Contractor shall ensure Contractor personnel who require access to a Government Automated Information System (AIS) have a Department of Defense (DoD) National Agency Check Plus Written Inquiries (DNACI) conducted in accordance with DoD 5200.2-R, Personnel Security Program. The Government will provide system access subject to approval of the DD Form 2875, System Authorization Access Request (SAAR). Upon completion/termination of the contract/order or transfer/termination of Contractor personnel, the system account will be closed.
16. Two laptops will be provided after contract award to assist with the Aircraft Repair Data Collection sub-task.
17. Microsoft SQL Server 2008 Standard Edition with 10 CALs, an Intel Rack-mountable Server with: Dual 650 Watt power supplies, Intel S5000 motherboard, Dual Intel Xeon Quad Core processors at 2.33GHz, 16GB DDR2 memory, Three 300GB, 15K RPM SAS hard drives in a RAID 5 configuration (600GB of storage), DVD-RW drive, Dual on-board GBE LAN adapters, and Windows Server Standard edition with 5 CALs will be provided.
18. In addition, except for the server 2008 software mentioned above, there is the following list and photos received from XXXX documenting the GFE accumulated over the years:
