Q&A Building 350 roof project UHHZ080038A FA8501-15-R-0012

1. The SOW calls for the removal of the existing roof system down to the deck, which usually means down to the structural deck since the lightweight insulating concrete fill would be considered the insulating layer of the existing roof system. Clarification is required as to what the Base actually wants. If it is to be installed into the structural deck, there will also be a problem with insulation fastener lengths since the depth of the insulation changes because a tapered system is being installed. Please clarify.

Response: D 3 of the SOW

2. Assuming the weight per square foot of new insulation or even a new poured lightweight insulating concrete fill is nominal ¾ lbs./per square foot. There will be an increase in the weight per square foot in the vicinity of the expansion joint by approximately 12lbs., and that is after the weight of the BUR and lightweight insulating concrete fill is eliminated during tear off. With the installation of additional drains, it is possible to provide the desired drainage result without encroaching on the dead load of the structure? Will this pose a problem or issue with installing such drains? Additionally, if this is done, will it be allowed to discharge this water onto the ground instead of installing an underground drainage system? Will the Base allow the installation of such drains and leaders to resolve this issue?

Response: The design criteria is in the SOW. The contractor and engineer are responsible for the design and loads. Please read D5 of the SOW. Nothing in the SOW eludes to tying into the underground drainage system. Discharge on the ground.

3. The design requires all of the water to flow to the eaves, has it been considered that the likelihood that the existing underground drainage system’s drainage capacity will be exceeded because of the change in the flow characteristics due to the installation of the tapered system? Additionally, what happens if the weight of the tapered system results in exceeding the structural capacity of the building? What then?

Response: Do not ask 2 different questions within the same #. That is not an issue for you to address if the system cannot handle the water. It is the responsibility of the contractor and the engineer to design the roof system with positive drainage.

4. Is a ground ring required for this contract? A ground ring is not required for the UL Master Label Certification. Installation of the ground ring would require cutting and patching of paving in multiple locations.

5. What is the resistivity of the soil? If a ground ring is not required, how many ground rods should we install at each down conductor cable?

Response: D 9 & 10 of the SOW

6. Can the new down conductor cables be installed exposed on the exterior of the building with the bottom 6’ protected by PVC conduits?

Response: D 9 & 10 of the SOW

7. Does the existing surge protection meet the requirements of the third edition of UL-1449?

Response: This is lightning protection on the roof only not the entire building. Nothing in the SOW requires surge protection.

Provide the July 9th, 2015 site visit attendees. POSTED ON FBO What price did building 351 and 368 get awarded for? This is a DLA and COE Project not Civil Engineering. I do not have this information with out a contract number or project number Bid Bond 20% of bid price? Posted on FBO as an ammendment What options are available for dumpster location(s)? Laydown area to be determined between Civil Engineering and the contractor who receives the award.

What is the maximum thickness of the existing coal tar pitch roof and lightweight concrete? There were 2 site visits held. It is upon the contractor to do a thorough site visit investigation.

Will Copper or Stainless Steel be required for any of the metal items? Please read the SOW. for all information.

May we fully-adhere the roof membrane? Please read the first line of D 6 in the SOW.

Will the fire alarm equipment need to be removed and reinstalled? If required to do the project.

Approximately how many feet of chain link fence covered w/vinyl fence fabric will be required? As required to cover the work area.

Will 75% diverted from landfill be strictly enforced? Yes Will the roof deck support a 1,500 lb. machine moving across it? Engineer to determine load capacities. Contractor is liable for any damage they cause.
