Statement of Work
PART 1 – GENERAL
1.01 STATEMENT OF WORK: This is a general overview of the Design-Build project. Also see
Section 01020, Construction Design and Performance Requirements, and 01030, Design after Award.
A. Location: Accomplish work at Robins AFB, Georgia
B. Price: The original contracted price includes special work times for utility outages and repair of damages.
C. Contract Documents: Follow details shown by the specifications and drawings.
D. Liquidated Damages will be applicable for this task order. If applicable complete the liquidated damages calculation sheet:
If the contractor fails to complete the work within the time specified in the contract, the
Contractor shall pay Liquidated Damages to the Government in the amount of $325.92 for the first day of delay, and $263.32 per day for each subsequent calendar day of delay until the work is completed or accepted.
E. Project Scope, Objectives and Criteria: This is a Design-Build contract for both Design and
Construction. The work includes the following:
1. Scope:
a. Existing Conditions:
Building 651 is an existing storage facility on Robins Air Force Base. The work under this contract includes an addition to the east of the existing facility as illustrated on the RFP drawings.
b. Demolition:
Demolish and dispose of all building components, modify site utilities, grading and paving necessary to construct the new work. Refer to the drawings and other sections of this RFP for general scope of demolition. The Contractor will visit the site to observe existing conditions, review the existing conditions drawings as compared to the RFP new work drawings in order to develop a full demolition scope of work.
Waste disposal shall comply with Division 1 specifications included in this RFP.
c. New Work:
New work will consist of an approximate 3,950 square foot addition for the storage of electronics equipment used. The addition will be adjacent to the existing facility along the entire east wall with a new overhead coiling door and a personnel door providing access between the two areas. The addition will include an exterior overhead coiling door, new paved forklift access, and an exterior personnel door to provide exterior access to and from the addition. The facility will be constructed to accommodate forklift traffic.

The construction type will be in accordance with IBC - Type II B fully sprinkled building. Primary occupancy group will be IBC – Moderate Hazard Storage S-1, same as the existing facility. The combined new and existing areas do not exceed the allowable, thus no fire separation is required.
The facility will contain rack storage. Rack storage will be below 12’ high and therefore will not require a rack sprinkler system. Racks will be Government
Furnished / Government Installed (GFGI). Stored items will be non-flammable. The forklift is an electric type (not gas or diesel).
The addition will be vented only (no HVAC system) matching existing.
F. Project Requirements:
1. The contractor shall provide the technical knowledge and skill necessary to perform services to meet standards set forth in this Statement of Work for base facilities, equipment and systems and at a minimum meet manufacturer’s requirements.
2. All stored equipment shall be stored and protected in accordance with manufacturer’s printed instructions.
3. This project will require daily reports to be filled out daily and submitted to the project manager on a weekly basis. Daily reports at a minimum shall contain the following information, Amount and type of work accomplished
Materials delivered to the site
Weather conditions and impact to work and schedule
Labor workforces on site
Construction equipment on site
Safety inspection performed and violations noted
Any outstanding issues, i.e. delays, RFIs, etc.
4. All items shall be installed in accordance with the manufacturer’s printed installation instructions unless the Base Facility Standards, specifications, drawings, contract clauses, schedule, attachments, manufacturer’s requirements, and other contract documents are more stringent. The most stringent requirement shall be met at no additional cost to the Government.
If meeting the more stringent requirement will void the manufacturer’s warranty the contractor shall notify the Contracting Officer and the inspector prior to voiding the warranty.
5. Coordination shall be required between different disciplines.
G. Evacuation: Before fencing off the construction area, notify the Contracting Officer’s
Representative (COR) in writing 30 days before ready to start so that the COR and Project
Manager can notify appropriate personnel.
H. Physical Security:

1. The contractor shall be responsible for safeguarding all government personnel and property being modified or adjacent to the new work. The contractor shall identify any existing problems in writing prior to start work.
2. At the close of each work day, all government facilities, equipment, and materials shall be secured and back in operation unless agreed on prior to the work starting. The contractor shall be responsible for controlling access into an area that has been turn over to them for construction.
I. Contractor Operations: Comply with Occupational Safety and Health Administration
(OSHA), Corps of Engineers Safety Manual (EM 385-1-1), the contract safety provisions will be listed in the Appendix ‘C’, Air Force Occupational Safety and Health (AFOSH) Standards, and
National Fire Protection Association (NFPA) standards.
1. Contractor Employees:
a. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is the obligation of the contractor.
b. The contractor shall furnish to each of his/her employees a place of employment that is free from recognized hazards.
c. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks.
d. This contract shall in no way require persons to work in surroundings or under working conditions that are unsafe or dangerous to their health.
e. The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property.
f. This requires providing personnel with protective equipment and associated safety equipment as may be necessary.
g. The contractor must also protect government personnel from hazards generated by the work.
2. Contractor Badges: All employees to enter Robins AFB shall have government provided badges. Contact the Project Manager/Badging Agent for the current badge application form. Badge request shall be submitted a minimum of 10 days prior to the employee’s arrival.
All badges shall be returned to the Project Manager/Badging Agent at the end of the contract or pay a $50.00 fine.
3. Fire Reporting:
a. Brief all workers and subcontractors as to the location of telephone and fire alarm pull stations.
b. Report all fires as soon as discovered. The fire reporting number for on Base phones is 911. The fire reporting number for off Base phones is 478-222-2900. The caller should give his or her name and location of what is on fire. Also, give any other information that may be requested by the Fire Department dispatcher. Stay on the telephone until the dispatcher has obtained all necessary information.

4. Work shall be performed to, but not be limited to, the requirements set forth by the following:
a. Robins AFB – Base Facility Standards (last edition)
b. Occupational Safety and Health Administration (OSHA)
c. All other applicable federal, state and local codes to ensure the system(s) are installed in accordance with manufacturer’s specifications.
d. Air Force Occupational Safety and Health (AFOSH)
e. National Fire Protection Association
f. UFC 3-600-01 – Fire Protection Engineering for Facilities
g. The contractor shall perform all work to conform to the standards of the government listed in paragraph above and per manufacturer specifications/ requirements.
h. Equipment and materials provided by the contractor shall match/meet or exceed the specified equipment and material.
i. The contractor shall correct work not meeting these specifications at no additional expense to the government.
j. The contractor shall coordinate work between the different disciplines.
5. Permits & Utility Outages:
a. It shall be the contractor’s responsibility to attend permit and outage request meetings.
b. Before any “hot work” is performed on the job, an AF Form 592, USAF
Welding, Cutting, or Brazing Permit, must be obtained and displayed at the work site for the duration of the permit.
c. Permits can be obtained by contacting the Civil Engineer Construction
Inspector assigned to the job. The Fire Alarm Dispatch Center can be reached at 478-926-3487 or 478-926-3488.
d. Permits will be returned to the fire department, Bldg. 377 Fire Station Number
1, on the day they expire.
e. Adequate number and type of portable fire extinguishers, supplied by the contractor, will be as close to the work as possible. At least a 10 lb ABC type fire extinguisher shall be located at close proximity to the work being performed. In certain circumstances, one or two 20 lb ABC type fire extinguishers will be required for hazardous locations. The fire inspector issuing the welding/burning permit will determine the required level of protection at the time of permit issuance.
f. A digging permit will be required before any digging, driving of stakes or post starts.
g. Digging Permits are obtained on Monday at 0800 hours of each week at building 1555 break area. If Monday falls on a holiday, the permits will be issued on Tuesday following that Monday.
h. Utility Outages will be signed off on during the weekly outage meeting held on Wednesdays at 1000 hours in building 1555. Request utility outages in writing to the Base
Civil Engineer, with a copy to the Contracting Officer a minimum of 21 days before the proposed outage.

i. Reconfiguration of the existing utilities will require temporary outages.
Outages shall be scheduled at the Government’s convenience at times other than normal working hours. Outages shall be scheduled on weekends or during the second and third shifts (including holidays, holiday weekends, and work curtailment days), at no additional cost to the
Government.
j. These hours are subject to change.
6. Superintendent: A full time Superintendent is required for this delivery order.
a. The Superintendent shall be a non-working superintendent. The superintendent shall be on site at all times when any contractor or subcontractor personnel are on site. The superintendent must be on site at all times and available to the Government and be totally aware all aspects of the project.
b. The contractor shall provide the Contracting Officer a letter designating a competent person as site superintendent. The letter shall state that the superintendent has full authority to act for the Contractor and will be the primary Point of Contact for the Government.
The Government reserves the right to disapprove the proposed superintendent.
c. The Government through the Contracting Officer or Technical Representative of the Contracting Officer (CE Project Manager) reserves the right to shut down all Contractor site activities if the superintendent is not on site at such times. Site work shall not resume until the superintendent has returned to the site. Several violations of this requirement are cause for termination for default.
7. Site, Maintenance, Clean-up and Restoration:
a. Maintain the work site in a neat, orderly and safe manner.
b. Remove scrap, waste and excess materials promptly. Provide signs, barricades and lights as required to protect base personnel.
c. Do not allow trash and debris to accumulate and become unsightly. Sweep up and collect in contractor-maintained disposal containers daily. Dispose of collected debris weekly as a minimum.
d. Restore the project site to its final condition as required by the contract as soon as possible.
e. After Beneficial Occupancy acceptance, cut all grassed areas a minimum of
(1) one time.
8. Rejected Work: If work performed by the contractor or a subcontractor does not meet the plans, specifications, national standards, Base Standards, applicable codes, industry standards, or acceptable workmanship the contractor shall accomplish the rework at no additional cost to the government. Rework will be rescheduled for the next normal workday.
9. Equipment Damaged by Contractor: The contractor shall take before and after photographs of the work site. Prior to starting work the contractor shall photograph, annotate, and bring to the attention of the inspector any noticeable damage to equipment, ceilings, walls, UHHZ120179 STATEMENT OF WORK - 01005 doors and frames, furniture, floors etc. The location of the annotated and photographs shall be well defined. If the damage is not documented then the contractor shall be responsible for the repairs. The contractor shall jointly verify the status of the fire alarm panel with the inspector prior to work starting. The contractor shall be responsible for the repair of any of the above damaged in the process of performing their work. The repairs shall utilize original manufacturer’s approved parts and comply with manufacturer’s printed instructions/specifications. When the contractor finishes the repair, the equipment shall function within acceptable manufacturer’s printed instructions/specifications. This shall be accomplished at no cost to the Government.
10. Contract Qualifications: The contractor shall ensure that all employees performing work under this contract have all applicable licenses and certification to work on the item(s) in question. At a minimum, the contractor shall hold all applicable license(s) required by the state for the type of work being accomplished. Supporting documentations shall be provided if requested. At any time, work performed by a non-qualified person(s) may be rejected as noncompliance and may not be acceptable.
1.02 CONTINUED OCCUPANCY:
A. Access: The Adjacent buildings in the avionics complex shall remain in full operation during the entire duration of the project. The contractor will be given full access to the project area.
B. The work area is not in a restricted area. The contractor can expect the requirement for special badges for base access. Up to 30 minutes of delays at the beginning and end of the work day should be expected.
C. Beneficial Occupancy: The Government reserves the right to take beneficial occupancy of parts of the project area before the total project completion date. This is not final acceptance, and identified deficiencies must still be corrected.
1.03 HOURS OF OPERATION:
A. Standard Work Hours: The contractor shall perform the services required under this contract during the following hours: MON – FRI, 0700 –1630, except federal holidays and as noted herein. The contractor may be allowed to work, with prior approval of the contracting officer representative, extended hours to ensure timely completion of work at no additional cost to the government. Permission to work extended/alternate hours shall be requested in writing a minimum of 5 days prior to when the alternate work hours are desired. The Government reserves the right to deny the contractor’s request.
B. Holidays: The contractor is not required to work on the following days without written approval: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence
Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
Permission to work on holidays shall be requested in writing a minimum of 5 days prior to when the alternate work hours are desired. The Government reserves the right to deny the contractor’s request.

C. All references to days mean consecutive calendar days unless otherwise noted.
1.04 SUBMITTALS:
A. General: Provide the following submittals in accordance with instructions found in Section
01300, Submittals and Contractor Furnished Items. The contractor may submit manufacturer’s data in lieu of the required certificate of compliance if he desires. The government requires manufacturer’s data if an “X” appears under the “Mfg. Data Required” column.
Materials Submittals: Omitted
1.05 GOVERNMENT FURNISHED PROPERTY: Will not be provided in this project.
1.06 GOVERNMENT REPRESENTATIVES:
A. The contractor shall not make any changes to or deviate from the requirements listed in the
SOW unless approved in writing by the Contracting Officer.
B. The government project manager and inspector for the contract is David Trescott, 78
CEG/CENMP, 478-926-8838.
C. The government project inspector is TBD.
PART 2 - PRODUCTS - OMITTED
PART 3 – EXECUTION
3.01 COMMENCEMENT OF WORK
A. Project Schedule: See the schedule requirements detailed in Section 01300 and Section
01030. No design or construction shall commence until the Government has approved the schedule at the Kickoff meeting after award.
B. Construction Prohibition: Do not order any materials or start any construction until Issued
For Construction (IFC) drawings and specifications are signed and sealed by the D/B Contractors, Designer of Record (DOR) and Subsequently signed by Robins AFB personnel listed in Section 01030 paragraph 7.
C. Noncompliance Impacts: Any contractor costs resulting from noncompliance with these requirements are the sole expense of the contractor. Noncompliance shall not be cause for contract extensions or other considerations, but they may be cause for the Government to charge the contractor for liquidated damages for all negative impacts upon the Government.
3.02 COORDINATION: The superintendent (or contractor on-site project manager) shall coordinate work between different disciplines.

A. Avoid conflicts between new mechanical, electrical, architectural, and civil systems. Also, avoid conflicts between new work and existing structural or physical aspects or features of the facility.
Request guidance from the Contracting Officer, and then perform such work at no additional cost to the

1. GENERAL
1.1 Commencement of Work
Immediately after notification of contract award, contact the Contracting Officer to set up the Pre-performance (Kickoff) Meeting at Robins AFB. The Contracting Officer or Project Manager normally will schedule to meet within 14 days after contract award. See Section 01030.
1.2. Regulatory, Reference Requirements, Technical Criteria and Standards: See Robins Air Force Base Facility Standards, latest version. Use latest versions of all referenced UFC’s, codes and other applicable criteria.
2. PROJECT DESCRIPTION
2.1. See Section 01005, Paragraph 1.01.
2.2. If additional land survey data is required beyond what the Government has provided, it will be the responsibility of the Contractor to obtain that survey data.
3. DESIGN REQUIREMENTS
3.1 General
Design submittals will be as indicated in SECTION 01030, DESIGN SUBMITTAL REQUIREMENTS.
Initial submittals establish the design and construction schedule.
The Design Build Contractor (DBC) shall prepare complete construction documents for all work to be constructed in conformance with this Request for Proposal (RFP). Materials and equipment shall be limited to those specified except that where no specific material and equipment is specified or no basis of design is identified, the Contractor shall use materials and equipment in accordance with Robins Air Force Base Facility Standards and as identified in the standard unedited Unified Facilities Guide Specifications (UFGS). If specific materials are not identified in the Base Facility Standards or UFGS, then the Contractor will use materials accepted within the construction industry and in compliance with Design Criteria.

3.2 Design
The projects shall be designed in accordance with the RFP. The designs of the buildings and the materials selected shall be high quality, durable and easily maintained. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy, and coordination of all designs, drawings, specifications, and other documents or publications upon which the designs and construction are based. All construction drawings, specifications and calculations shall be prepared and stamped by a Registered Architect or Professional Engineer in the State of GA.
3.3 Life Safety
The D/B Contractor’s Designer of Record (DOR) is responsible for conducting a complete analysis of the design using all applicable life safety and building codes, UFCs and other applicable requirements referenced in this RFP in order to provide a fully code and regulation compliant final design. The D/B Contractor’s DOR shall be solely responsible for interpreting the applicable requirements and providing a code compliant final design.
In addition to the construction indicated in this RFP, additional smoke/fire rated construction may be required depending on the final design proposed by the DOR. Material changes to the design require Government approval prior to acceptance and inclusion into the design.
It is the intent of the RFP to allow the D/B Contractor optional approaches to achieving conformance with the requirements of the various life safety related codes and regulations. By submission of an offer to the Government, the D/B Contractor acknowledges compliance with the conditions above and that all costs associated with compliance are reflected in the offered proposal.
3.4 LEED / SUSTAINABILITY
LEED Certification and USGBC registration are not required for this project. The D/B Contractor will not be required to provide completed LEED credit templates to the Government. However, the D/B Contractor is required to incorporate the sustainable principles into the design and construction of Building 651 addition as identified in the LEED checklist included as an appendix to this specification section. The D/B Contractor shall document compliance with these principles in each submittal of the design analysis and other applicable design submittals to the Government.
4. SPACE REQUIREMENTS
4.1 Functional Requirements
The functional requirements of the project are indicated in the drawings and this RFP. Unless otherwise noted, the floor plans included have been approved by the Government and should not be changed without prior discussion with and approval by the Government. Deviations to the orientation, square footage areas, and/or functional adjacencies must be submitted to Government for approval.
4.2. The facility will have zero full time occupants. Therefore, Anti-Terrorism Force Protection Standards of UFC 04-010-01 do not apply.

5. CIVIL DESIGN
Civil works required for this project include ALL aspects that support development of a new BLDG 651 ADDITION. Civil design and construction shall include removal of existing trees (three) on site in the vicinity of New BLDG 651 Addition foundation; removal of water main in the location of New BLDG 651 Addition foundation to the extent required to facilitate new foundation construction; removal of a section of existing concrete sidewalk; removal of existing concrete headwall on the south inlet of the existing stormdrain pipe under the north (or rear) entry drive of existing BLDG 651; removal of existing underground electric line to the extent required to facilitate new foundation construction; removal of existing communication line to the extent required to facilitate new foundation construction; and excavation required to construct new building foundation.
New design and construction shall include grading for building site and drainage; new (re-located) exterior utilities (electrical, water, communication and storm runoff), roof drainage system, and landscaping (seeding/sodding). New rigid (Portland Cement Concrete) pavement shall be placed, on compacted aggregate base course to provide a new drive entry for new BLDG 651 Addition in the approximate location and configuration as shown in the criteria drawings. New concrete sidewalk is required where concrete sidewalk is to be removed for new drive construction. Grading adjacent to New BLDG 651Addition shall be a minimum of 8” below New BLDG 651 Addition finished floor elevation immediately adjacent to new building addition perimeter and shall be sloped away from new building addition at a minimum slope of 5% for the first ten (10) feet and then at a 4:1 (MAX) slope afterwards and tie cleanly to existing grade. New BLDG 651 Addition perimeter shall be solid sodded for the first five (5) feet from the building perimeter and seeded and mulched on all other disturbed areas.
As the project site will require disturbance of over 5,000 square feet, a new stormwater storage/treatment facility shall be designed and constructed by the Contractor’s Engineer. New stormwater storage/treatment facility shall meet the requirements of EISA 438 and shall be designed, permitted and constructed in accordance with the requirements in the Georgia Stormwater Management Manual. Compliance with analysis requirements of EISA 438 shall be the responsibility of the Contractor. Stormwater storage/treatment facility side slopes shall be solid sodded and the bottom (invert) of the stormwater storage/treatment facility shall be seeded. A new stormdrain control structure shall be constructed in the stormwater storage/treatment facility and shall provide control, storage and release of stormwater in accordance with requirements of the Georgia Stormwater Management Manual and all associated civil work to provide a complete and functional site upon completion of all construction.

5.1.1. All referenced material under this title in Paragraph 1.
5.2. Site Development
5.2.1. Site Survey
A topographic survey of the existing facility and site is included in this package. The Contractor shall verify all topographic information prior to design. This will include completing a topographic and location survey and verification of all underground and aboveground utilities, all surface features, horizontal and vertical control datum and points of connection with existing features such as building, stormdrain, and electrical.
Should the Contractor encounter site conditions and/or underground utilities different from the survey provided with this RFP, the Contractor shall provide written notice to the Contracting Officer’s Representative fully describing differences encountered. Project Design shall not proceed until the Contracting Officer’s Representative issues written instructions to the Contractor outlining how site differences are to be resolved.
5.2.2. Demolition
5.2.2.1. Prior to any construction activity on the new BLDG 651 Addition project site, the Contractor shall prepare and submit to the Contracting Officer’s Representative for approval, a Work Plan for construction in and around existing underground utility lines. Construction activities of any kind shall not commence until the Contracting Officer’s Representative issues approval of Contractor’s Work Plan.
5.2.2.2. Demolish and remove from site existing building elements as required to achieve design intent.
These shall include but are not limited to, existing sidewalk; existing underground electric line; existing underground communication line (coordinate with Robins AFB Communications); existing concrete headwall; existing water main; and excess excavations.
5.2.3. Erosion Control
The design shall include an Erosion Control Plan in accordance with the Manual for Erosion and Sediment Control in Georgia, latest revision at time of contract award. Prior to construction, the Contractor shall provide an Erosion Control Package, which meets all state and local requirements. In addition, all necessary permits shall be obtained by the Contractor and complied with throughout all phases of construction. Any violation to such permits will result in the immediate shutdown of work until corrective measures have been taken at the Contractor's expense.
5.2.4. EISA 2007 – SECTION 438
The concept design presented in the RFP anticipates Post-Development Stormwater Runoff volumes to exceed Pre-Development runoff volumes. The Contractor shall be responsible for compliance with the
01020 - 5 of 31 requirements of EISA 438 in final engineering design, including responsibility for documenting compliance, analysis and all costs associated with compliance. Compliance with Section 438 requires that stormwater management measures are implemented to the maximum extent technically feasible (METF) to maintain or restore the pre-development hydrology conditions specifically with respect to temperature, rate, volume, and duration of flow. The Contractor’s Design Engineer shall provide analysis, as outlined in EISA 438, to determine if stormwater management measures are feasible or are technically infeasible. Technically feasible stormwater management measures shall be implemented in the project in accordance with the analysis. If analysis has a defensible showing of technical infeasibility, the Contractor’s Engineer shall provide certification that management measures cannot be implemented.
5.2.5. Concrete Sidewalk
Concrete sidewalk, a minimum of 4” thick concrete having a 28-Day compressive strength of 3000 PSI, shall be installed to replace sidewalk removed to facilitate utility construction, as indicated in the criteria drawings.
5.3. Pavement Design
No new roads are required for this project. Rigid (Portland Cement Concrete) pavement shall be utilized to provide a new entry drive for new BLDG 651 Addition as indicated on the criteria drawings. Existing paved roads and parking areas to be utilized for this project shall be repaired and/or replaced at the Contractor’s expense, if damaged during construction.
5.4. Removal and Disposal
There are no approved waste areas within the limits of Robins Air Force Base. All waste shall be disposed of off-base at the Contractor’s expense.
5.4.1. Disposal Sites
Off-base disposal of dry debris (nonhazardous waste) may be at any approved local site. Hazardous waste must be disposed of through the base environmental office, 78 CEG/CEIER.
5.5. Borrow Area
Borrow material shall be obtained from off-base sources and non-Government controlled areas.
Approved materials shall be those classified in ASTM D 2487 as GC, GM, SW, SP, SM, SC, ML, and CL and shall be free of trash, debris, roots or other organic matter or stones larger than 3" in any dimension.
Fill soils for shallow foundation/ground floor slab system support and general site grading support should consist of material classified as “structural fill.” “Structural fill” shall be a locally available pit material herein defined as sandy material free of organics, debris, and otherwise deleterious materials and containing between 12 and 25 percent passing the No. 200 sieve and 92 percent or less passing the No. 40 sieve, by weight. Fill soils should be placed with maximum 6-inch loose lift thicknesses to assure proper in-place compaction to the finished grades. Each lift should be compacted to 92 percent Modified

Proctor Density as per ASTM D-1557. Walk-behind, vibratory plate compactor equipment should be considered for the compaction effort. The moisture content of the fill soils should be maintained within 3% of the optimum moisture content based on ASTM D-1557 to facilitate in-place compaction.
These requirements shall be addressed in the specifications developed by the Contractor.
5.6. Contractor's Storage Yard
If approved by the Contracting Officer’s Representative, the Contractor will be allowed limited space to put an office and/or storage trailer for this contract. The location will be as identified by the Technical Representative within 5 miles of project site. Items for this contract stored for the project on Base are the responsibility of the Contractor. Replace all such items stolen, vandalized, damaged, or otherwise unusable at no additional cost to the Government. Site shall be kept clean and orderly.
5.7. Haul Route
See Criteria Drawings.
5.8. Grading
A digging permit from the Base is required prior to any excavation operations. Finished floor elevation for New BLDG 651 Addition shall match existing BLDG 651. Finished floor elevation shall be 8 inches above the highest point of the adjacent outside finished grade on all other exterior limits. Drainage shall be diverted away from New BLDG 651 Addition 5 percent slope for the first 10'-0" away from the building then a maximum slope of 4:1 and tie to existing grade. Collection swales shall be as far away as practical from the new addition. Ponding anywhere on the site will not be permitted. A topographic survey of the area is provided and shall be used as part of the original proposal submittal. Any additional survey, testing or mapping required for the design or construction of the project shall be the responsibility of the Contractor.
5.9. Storm Runoff and Drainage System
The design shall include a Storm Runoff and Drainage System Plan in accordance with Section 438 of the Energy Independence and Security Act (EISA 438) which states “The sponsor of any development or redevelopment project involving a Federal facility with a footprint that exceeds 5,000 square feet shall use site planning, design, construction, and maintenance strategies for the property to maintain or restore, to the maximum extent technically feasible, the predevelopment hydrology of the property with regard to temperature, rate, volume and duration of flow.”
As the project site will require disturbance of over 5,000 square feet, a new stormwater storage/treatment facility shall be designed, permitted and constructed for this project in the approximate area indicated on the criteria drawings. New stormwater storage/treatment facility shall be designed, permitted and constructed in accordance with the requirements in the Georgia Stormwater Management Manual. Stormwater storage/treatment facility side slopes shall not exceed slopes of 2:1 and shall be solid sodded. Stormwater storage/treatment facility bottom (invert) shall be seeded. A new stormdrain control structure shall be constructed in the stormwater storage/treatment facility and shall provide
01020 - 7 of 31 control, storage and release of stormwater in accordance with requirements of the Georgia Stormwater Management Manual.
Site design shall also comply with the requirements of General NPDES Stormwater Permit No.
GA480000, a copy of which is included in the appendices.
Reference Section 01560 for Environmental permitting requirements.
5.10. Utilities
Show all existing utilities (size and approximate location) on the submittal drawings. Surveying required for this project is the responsibility of the Contractor. The Contractor shall obtain a digging permit, including utility verification, from the Base Civil Engineer’s office.
A utilities survey has been provided with this RFP for the D/B Contractor’s use. Prior to commencement of Design, the D/B Contractor’s Designer of Record shall schedule and meet with the Civil Engineering utility shop personnel at the project site to verify locations of underground utility lines and buried structures that might be affected by any digging/excavation on the site plans during the design phase.
The Contractor shall prepare and submit to the Contracting Officer’s Representative for approval, a work plan for work near existing utility lines.
5.10.1. Water Distribution System
Do not leave/place any existing water line or new water mains underneath new buildings. The Contractor shall provide a copper tracer wire no more than 18" below grade directly above all nonmetallic utility lines with plastic marking tape to provide means of determining alignment of pipe by metal detecting equipment. See ROBINS AIR FORCE BASE FACILITY STANDARD for further requirements.
5.10.1.1. General
Make connection to the existing water distribution system at or near the location indicated on the criteria drawings. See survey drawings and Base master plan drawings for locations of exiting utility lines. No water lines, new or abandoned shall run under buildings or structures. The possible tie-in points are shown on Sheet C-102 of the criteria drawings.. Connection shall be made with tapping saddles and valves on the existing water main. Robins AFB Civil Engineering personnel shall be present when contractor is to install tapping saddles and valves.
5.10.1.2. Service Lines
No water for new BLDG 651 Addition is required in this project. Water service scope is limited to relocation of the existing water main as indicated in the criteria drawings.
5.10.1.3. Flow Requirements

New (re-located) water main shall be of sufficient size and flow capacity to meet or exceed flow requirements of the existing water line to be relocated.
5.10.1.4. Trenches
Minimum cover above water lines shall be 2'-6" in grassed areas and 3'-0" in paved areas. Lines laid higher than the minimums stated shall be concrete encased with a minimum concrete thickness of 6 inches. Bedding material for all underground piping shall be as recommended by pipe manufacturer.
5.10.1.5. Materials
Ductile iron pipe is required for water main relocation.
5.10.2. Sanitary Sewer System
No sanitary sewer is required in this project.
5.11. Fencing
5.11.1. Contractor Yard
A temporary security fence shall be provided around the Contractor's yard. Fencing shall be 6 feet high chain link with tan canvas screening.
5.12. Landscaping
No landscaping is required in this project. After construction is complete, all disturbed areas shall be seeded with either Centipede or Bermuda grass if planted between April and August. Use Penntine or Falcon fescue if planted between September and March. Areas surrounding the perimeter, for a minimum width of five feet of the new facility shall be solid sodded. Side slopes of the new stormwater storage/treatment facility shall be solid sodded.
5.13. Calculations

6. GEOTECHNICAL DESIGN
A Site-Specific Geotechnical Report has been prepared for this project and is included in the Appendices. This report shall be used as the basis for the D/B Contractor’s RFP response and applicable pre-award design. If the D/B Contractor choses to utilize the provided geotechnical report as a design basis in post-award design, the D/B Contractor shall provide a project Geotechnical Engineer, as Engineer of Record in regards to interpretation and application of the RFP Geotechnical Report. It shall be the D/B contractor’s responsibility for determination of actual soil conditions present at each site, and design to suit those conditions. The contractor shall be responsible for obtaining all required drilling permits.
A summary of Geotechnical Report Recommendations is provided below.
The project site may incur some fluctuations of the shallow groundwater levels seasonally, depending upon local rainfall, immediate area construction and others factors. Due to the potential for perched groundwater conditions at this project site, temporary dewatering may be required, particularly for the installation/construction of underground utility structures, foundation systems and below grade structures.
The contractor shall establish and maintain positive drainage measures on the project site during construction. Permanent positive drainage measures shall be implemented to maintain positive drainage on the project parcel throughout the life of the project. Roof and adjacent area runoff shall be directed away from the foundation areas, or onto pavement areas graded away from foundation areas.
The contractor shall remove existing surfacing materials within the footprint limits of the new BLDG 651 Addition building at approximate limits shown on the criteria drawings. Removal should include existing surfacing materials within the footprint limits of the new BLDG 651 Addition and extending 3 feet laterally in all directions. The contractor should confirm that the new foundation excavations extend below the bearing level of any adjacent building foundations. The type and condition of the exposed subgrade soils at shallow foundations and floor slab bearing elevations should be observed and documented by the geotechnical engineer of record. If firm and stable bearing soils are observed at the design subgrade elevations, no additional undercut will be required.
Foundation subgrade compaction operations should then be started until an in-place soil density of 90 percent Modified Proctor is achieved to a depth of 12 inches below the exposed surfaces. If necessary to achieve the recommend in-place density, the project areas may be over-excavated and replaced.
Replacement soils should be placed and compacted, using 6-inch lifts, to meet 90% Modified Proctor.
Avoid the use of heavy vibratory surface compaction equipment in close proximity of existing structures and mat/shallow/slab foundations.
If necessary to achieve the recommend in-place density, the project areas may be over-excavated and replaced. Backfilling to the foundation subgrade level should be performed using “Structural Fill”. See Paragraph 5.5 for the definition of structural fill. Avoid the use of heavy vibratory surface compaction equipment in close proximity of existing structures and mat/slab foundations.

7. ARCHITECTURAL DESIGN
7.1. Scope and Objectives
Design and construct a new approximately 3,950 gross square foot pre-engineered addition to existing Building 651 in accordance with the American Institute of Steel Construction and standard industry practices.
