QUESTIONS AND ANSWERS #1, FA8501-11-R-0017, 10 May 2011

1. Is there an incumbent and if yes is the incumbent eligible to bid.

Answer: Yes – but they are no longer eligible for 8(a) program.

1. What is the name of the incumbent?

Answer: DP Technical Services Inc

1. When is the work likely to be awarded to the successful bidder?

Answer: We anticipate award in Jul-Aug 2011 timeframe. The work will be awarded as task orders against the basic contract. The minimum order of $2500 will be awarded at time of award of the basic contract. We cannot guarantee when additional orders will be placed.

1. Does the Government require any resumes of key personnel as a part of the Offerors response.

Answer: Resumes are not required for key personnel. Refer to clause L-900 to review the information required in your proposal.

Note: Awardee will be required prior to performance of work at the task order level to provide proof of training for employees whose positions requires training IAW with the Required Training Chart found in 5.1 of the PWS.

1. Is the Government looking forward to an incumbent hire plan. If yes, will the Government provide details of the personnel so that they can be contacted.

Answer: No

1. Does the Government not require a technical and a management approach?

Answer: Review clause L-900 for Proposal Requirements and clause M-900 pertaining to Evaluation Basis for Award.

1. Will the Government accept commercial past performances?

Answer: Yes

9. Attachment 6 – Present/Past Performance Facts Sheet. Section F on the sheet provides a spot for the client of the Offeror to complete information in a table. Does the Offeror need to provide this document to the client to complete and submit directly to the government? Or, does the Offeror just leave the column labeled, “Fill-in for the Proposal Effort (Govt IPT completes)” blank and submit this fact sheet in our proposal response?

ANSWER: The offeror completes the column entitled “Fill-in for the Effort Identified in para. B above (Offeror completes)” and submits directly to the government with their Volume II proposal.

10. RFP page 43, Section (4). The government requests that the Offeror provide a spreadsheet of allits current and past contracts awarded or completed within the last three years – whetherrelevant or not relevant to this RFP. It continues to ask the Offeror to, “include in the FACTSSheet a description of programs or actions take to resolve those causes.” Does the governmentwant the Offeror to submit a fact sheet on each and every contract listed in the spreadsheet –whether relevant or not relevant to this effort? Please clarify, because it seems to contradictthe request for “up to three contracts” on the previous page, item (1).
ANSWER: The FACTS sheet is only completed for the three efforts being submitted forpast/present performance evaluation that the offeror/joint venture partner considers relevantin demonstrating its ability to perform the proposed effort. You do not fill out FACTS sheets onthe remaining efforts provided on the spreadsheet.
11.RFP page 42, Section D(1). Will the government consider allowing an Offeror to submitpresent/past performance information on a subcontractor being used in the performance of theeffort?
ANSWER: No. The government will not be evaluating past performance of subcontractors.

12. What OSHA training is required for each employee to obtain prior to working on the contract and annually? Is the cost of this training billable to the government?

ANSWER: The "Required Training Chart" in para 5.1 of the PWS list the training per skill to fulfill the NASP and OSHA training requirements. NO – the cost of this training is not billable to the government.
