Program Summary This Performance Work Statement (PWS) describes Contractor Logistics Support (CLS) for the F-16 Helmet Mounted Integrated Targeting (HMIT). Included under the general heading of contractor logistics support are three tasks: (1) F-16 HMIT Repairs, (2) F-16 HMIT Obsolescence and Configuration Management, and (3) F-16 HMIT Engineering Support.
1.0 F-16 HMIT System Repairs
1.1 Purpose
The Government requires a repair program for the F-16 HMIT system in order to meet operational mission requirements. Based on program requirements, a repair program is required that expedites repair actions from flight line discovery through return to supply. The repair program must address security, timeliness, cost limitations and process improvement. Specifically, the contractor must develop, implement and manage a program that quickly and economically processes and repairs F-16-HMIT system components under secure conditions while providing F-16 HMIT failure data to identify failure trends. In addition to repairs, the contractor shall also install updated components in the F-16 HMIT system as program requirements dictate. This shall include components required to resolve obsolescence issues.
1.2 Scope
The contractor shall develop, implement and manage the F-16 HMIT repair program under the supervision of the Government F-16 HMIT Program Manager.
1.3 F-16 HMIT System Repair Program Plan Overview
The contractor shall develop a customized Repair Program Plan for the F-16 HMIT system using existing internal F-16 HMIT expertise and expertise from the Government F-16 HMIT Program Team. Following completion of the program plan, the contractor, once again in cooperation with the Government Program Manager, shall implement the repair program. Once the repair program is implemented, the contractor shall facilitate and manage the F-16 HMIT system repairs. The Government shall be responsible for the secure delivery of the F-16 HMIT system to the contractor’s repair station. Once delivered, the contractor shall handle and store the F-16 HMIT system.
The contractor shall perform F-16 HMIT initial testing and evaluation. A complete identification of the F-16 HMIT system unit shall be made to create a permanent repair record for the specific unit and its components. Based on the results of initial testing and evaluation, the F-16 HMIT unit will take one of two repair paths. The first path is used when testing results in a “No Fault Found.” In this case, the F-16 HMIT system unit is sent back to the USAF for reintroduction into the supply system. The “No Fault Found” is documented for trend program use.
If a fault is found during initial testing, the second path is followed. Once the F-16 HMIT system component associated with the failure mode is identified, the contractor shall contact the Government Program Manager to authorize the repair. A fixed value for repair versus condemnation may be established at the discretion of the Government Program Manager. If the Government Program Manager condemns the
F-16 HMIT or the price of repairs exceeds the established maximum repair value, the contractor shall remove all serviceable components and dispose of the F-16 HMIT system component in a manner consistent with current security procedures.
Once repairs are approved, the contractor shall complete all repairs within 30 calendar days. When all repairs are complete, the contractor shall test and then ship the repaired F-16 HMIT system component to the USAF at a location determined by the Government Program Manager. The contractor shall use secure or standard shipping as appropriate when returning F-16 HMIT system components to the USAF.
If the contractor deems replacement of a specific part outlined in the CLIN structure to be more cost effective they may do so at their own discretion opposed to repairing the item. The CLIN structure will address the part needing repair or replacement and the contractor will execute to the most cost effective option.
At an interval determined by the Repair Program Plan, the contractor shall provide a Trend Analysis Report as part of CDRL A005 for F-16 HMIT system failures to include a recommended corrective action should a specific failure rate exceed 5% of the total failures. For example, if a given circuit card within the F-16 HMIT system fails at a rate greater than 5%, the contractor shall recommend a solution to remedy the identified failure. If “No Fault Found” rates exceed 5%, the contractor shall attempt to determine the cause of this high rate and recommend a solution to the Government Program Manager.
On a monthly basis the contractor shall provide a status report that details the failure modes, finances and program concerns which have surfaced since the last reporting period.
The contractor shall monitor the status of spare components used to repair the F-16 HMIT system. The contractor shall locate new vendors and submit them for government approval should it become apparent that a component shortage shall occur or that an unsatisfactory failure rate is experienced using a particular vendor.
Changes in vendors or the addition of vendors is at the discretion of the Government Program Manager.
In the case of an obsolescence driven component upgrade, a similar process shall be followed. Once the need to upgrade the F-16 HMIT system is identified, the contractor shall contact the Government Program Manager to authorize the upgrade.
All obsolescence-driven upgrades will be performed at no additional cost to the government over and above the established cost for that particular repair.
If the upgrade is approved, the contractor shall complete the upgrade in 45 calendar days. When the upgrade is complete, the contractor shall conduct necessary acceptance testing, as agreed upon with the government, and ship the upgraded F-16 HMIT system component to the USAF at a location determined by the F-16 HMIT Government Program Manager. The contractor shall use secure or standard shipping as appropriate when returning repaired F-16 HMIT system components to the USAF.
Contractor is authorized to cannibalize or “rob-back” subassemblies or parts from a reparable or condemned asset for installation on another end-item in order to meet delivery requirements once approved by the Government Program Manager under a non-standard repair CLIN.
1.4 Contractor General Requirements
1.4.1 The contractor shall provide support at their facilities for meetings at request of the F-
16 HMIT Government Program Manager to support Technical Interchange Meetings (TIM), Repair Program planning meetings, Repair Program status meetings, and process improvement meetings.

The contractor shall make their own travel arrangements.
2.0 F-16 HMIT Obsolescence and Configuration Management
2.1 Purpose
The Government requires a program to prevent F-16 HMIT system component obsolescence and configuration changes from impacting the F-16 mission. The Government needs to be alerted 120 days in advance of possible component obsolescence and configuration changes in order to mitigate any impacts these shortages and configuration changes shall have on aircraft availability. In cases where a supplier no longer can provide the necessary support for a given component, the Government shall be provided with alternative sources including different vendors and engineering solutions.
The contractor shall develop, implement and manage the F-16 HMIT system Obsolescence and Configuration Management (CM) Program. The contractor shall manage the system and report shortages, obsolescence, and CM issues to the F-16 HMIT Government Program Manager.

2.2 Specific Contractor Services and Capabilities
2.1.1 Material Obsolescence and Item Configuration Management
The contractor shall provide obsolescence prediction roadmaps as part of CDRL A005 to include solutions for any F-16 HMIT component, CCA or CCA component replacement. All configuration and source changes shall be documented, tracked and controlled.
When there are no typical solutions identified for an obsolete part, the contractor Component Engineering Group shall evaluate potential alternative parts based on component parameters (parametric search). When a potential candidate is being considered for a component solution, the contractor shall perform Item Configuration (IC) parameter characterization on sample parts to validate the performance to requirements in the specification. The contractor engineering group shall define both emulation and redesign candidate solutions at the component level.
Once all the potential solution options have been identified the contractor shall evaluate, prioritize and recommend the solution option that best meets the Government’s needs. Items for consideration include; estimated mission impact, reliability, maintainability, schedule and technical risk. The F-16 HMIT Government Program Manger determines the solution used to overcome a DMSMS or CM issue.
2.1.2 The contractor will store, handle, and track all equipment provided by the Government as GFE (Government Furnished Equipment). Should a replacement part be needed, the contractor’s acceptance criteria for the replacement part will be a certificate of conformance. At the time when the replacement part is accepted, the part being replaced remains property of the government. The contractor may salvage any parts from the condemned equipment for use in future repairs. A complete list of condemned parts must be listed in the monthly status report, and may be disposed of only when and as directed by the Government Program Office. Upon receipt, the replacement part also becomes Government Property, specifically “Contractor Acquired Material” (CAM) IAW FAR 52.245-1. The contractor must obtain a certificate of compliance from each supplier confirming the appropriate tests and inspections were performed. This data will be maintained by the contractor and must be available electronically upon request from the Government for the duration of the contract. Following contract termination, the data may be disposed at the discretion of the contractor. The F-16 HMIT GFE spares pool already in possession of the contractor at the start of this contract, is authorized to be used in order to shorten lead times. However, a part will be replenished by supplier upon consumption. The GFE levels upon the expiration of the contract PoP must match the levels present at contract award in addition to any GFE provided over the duration of the contract.
