1.0 Introduction

1.1 Purpose

The purpose of this effort is to manufacture/procure, and deliver in the form of a kit (as defined in Atch A) all parts, pieces and components for up to eleven (11 each) Falcon Up kits (as defined in Atch B). All components must be acquired from/manufactured by Lockheed Martin Aeronautics qualified vendors in support of USN F-16A aircraft.

1.2 Scope

To ensure proper and complete kit assembly, the Contractor shall utilize the Lockheed Martin structures modification data (approved Engineering Change Proposals (ECPs), Time Compliance Technical Orders (TCTOs) and technical data packages. This is a Lowest Price, Technically Acceptable (LPTA) solicitation and contractors will be evaluated on technical acceptability.

2.0 Program Management

2.1 The Government System Program Office will be responsible for the F-16A System Sustainment for all non-recurring engineering data.

2.2The Government Program Manager will coordinate with other organizations as required.
2.3Responsibility for contracting activities rests solely with the Government Contracting Officer. No conversation, recommendations, or direction, whether given directly by, or implied by

Government personnel, that will affect the scope, schedule, or price of the program covered by this SOW, shall be acted upon by the contractor unless specifically approved by the Government Contracting Officer (CO).

3.0 Contractor Tasking/Requirements

3.1 The Contractor shall manufacture/procure and deliver up to eleven (11) fully qualified aircraft kits utilizing the list of parts, pieces and components in Attachment A, B, and D. The contractor shall utilize Lockheed Martin qualified manufacturing sources for the components.

3.2 The Contractor shall provide all monthly reports and a final report IAW CDRL A001. Reports will include/address:

a. Current budget status

b. Current kit procurement status; real time status of all parts and pieces

c. Schedule(s); production and delivery schedule(s) through completion

d. IUID marking plan

e. Corrective action plan(s) as applicable

f. DCMA approval confirmation for all CSI

3.3 The Government Program Manager will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the Contractor will be notified in writing by the Government Contracting Officer of the specific reasons why the deliverable(s) were rejected. Unless otherwise specified, the Contractor shall have five (5) workdays to correct the rejected deliverable and resubmit to the Government Program Manager for re-inspection.

3.4 The Contractor shall have a thorough understanding of Item Unique Identification (IUID) marking requirements, marking equipment, databases and their interfaces, engineering evaluation requirements, verification, and data and configuration management relating to IUID marking. The Contractor shall maintain the IUID tags (markings) on all kits and spare parts for all delivered kits, CSI/Fracture critical items and all individual parts with a value of $5,000 or more. The contractor will produce and report an IUID Marking Plan via https://www.bpn.gov/iuid (CDRL A002) IAW MIL-STD-130N, dated 16 November 2012, contract clauses, DFARS (252.211-7003, 252.211-7007).

3.5 The Contractor shall manage Critical Safety Items (CSI) (Attachment C) as defined below. (Critical Safety Item Management Handbook, Chapter 7 and AFI 20-106, Management of Aviation Critical Safety Items were used as a guide in establishing the requirements.)

3.5.1 The Contractor shall identify items as Fracture Critical and identify Critical features and processes per existing procedures as identified in 16PP159 and attachment C in order to satisfy CSI requirements.

3.5.2 The Contractor shall create and revise internal command media to establish procedures relative to CSI.

3.5.3 The Contractor shall develop and implement a notification process for delivered non-conforming CSI per DFAR 252.246-7003.

3.5.4 The Contractor shall maintain records documenting manufacture of CSI hardware for 10 years. This requirement must be flowed down to subcontractors

3.5.5 Configuration management of CSIs shall be accomplished per existing procedures established by 16PP153.

4.0 Packaging and Shipping

4.1 The Falcon Up kits shall be packaged utilizing MIL-STD-2073-1e, dated 7 Jan 11 and MIL- STD-129R, dated 18 Feb 14, and in accordance with Atch A. Delivery of all kits will be IAW CDRL A003.

4.2 The contractor shall clearly label each package to include but not limited to contract number, government provided kit number, shipping address, Point of Contact (POC), phone number, etc.

4.3 Kits will be inspected and accepted by the Government via DD Form 250 (Material Inspection and Receiving Report) via Wide Area Work Flow.

5.0 First Article Testing/Kit Delivery

Initial kit delivery is required at the OO-ALC depot for Non-Destructive First Article Testing, Not Later Than 1 September 2015 IAW CDRL A004. All kit components must be acquired from/manufactured by Lockheed Martin-qualified vendors. Upon satisfactory completion of First Article testing, the first set of three (3) production kits will be delivered within 180 days. All subsequent option kits will be delivered on or before 270 days After Receipt of Contract Mod Executing the Option Contract Line Item.

6.0 Procedures and Controls

Contractor shall establish and maintain procedures and controls, which ensure products obtained from qualified vendors and subcontractors meet Lockheed Martin Aeronautical structural data requirements. The Contractor shall establish, implement and maintain documented procedures, which detect and preclude the use of substandard or counterfeit parts in the production process and impose similar requirements on subcontractors, delivered under CDRL A005.

7.0 Kick-Off Meeting

The contractor will conduct a kick-off meeting at their location within 30 days of contract award. The government will provide the agenda and requirements prior to the meeting.

8.0 Services – No services are required.

9.0 Security Clearance – Unclassified.

10 Safety and Health

10.1 While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the CO, within eight (8) hours of any damage to government property where the dollar value exceeds $500,000.00 and within two workdays, for any damage to government property less than $500,000.00 during the execution of the contract.

10.2 Mishap notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

10.3 If requested by the designated CO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO. In case of an accident a report shall be filed IAW the attached CDRL A006.

11 Contract Authorization

Responsibility for contracting activities rests solely with the Government CO. The contractor shall take no direction that will affect cost, schedule, or scope of this effort unless specifically approved in writing by the Government CO. In addition, only the Government CO can provide direction that affects the cost, schedule, and scope of contracts existing between the Government and other contractors.

14 Mission Essential Services

Specific to DoDI 3020.37, Continuation of Essential DoD Contractor Services During Crises. AFI 63-124, Performance-Based Services Acquisition, (9 Feb 2004), paragraph 1.2.7.2, continued contractor services will not be required during crises situations.
