709 Maintenance Support Squadron (MXSS) has a need for the purchase/replacement of a Spellman/Lorad model #3-000-0727 Lorad 160kV air cooled system, to meet the needs of their NDI X-Ray workload requirements in support of 309 Maintenance Support Group (MXSG) and Ogden Air Logistic Complex (OO-ALC). Item is specified in Air Force technical order (AFTO) 33B-1-1 paragraphs 6.3.5 and 6.3.5.1.

Desc: Design Type - Portable, Tube Cooling Method - Air.

Section C: Justification for Soliciting from a Single Source or Brand Name
Due to Air Force technical order (AFTO) 33B-1-1 paragraphs 6.3.5 and 6.3.5.1 it states the name and brand of the Spellman/Lorad 160kV Air Cooled X-Ray System to be used in the Standard Industrial X-Ray equipment in the DoD. Due to this Air Force technical order, this will be a sole source purchase to Spellman/Lorad. Spellman/Lorad is the sole source provider for this equipment and does not sell via third parties. Spellman/Lorad is the only capable vendor for this procurement.
Section D: Efforts to Obtain Competition
Market research identified one (1) authorized distributor to sell the Spellman/Lorad 160kV Air Cooled X-Ray System due to Air Force technical order (AFTO) 33B-1-1 paragraphs 6.3.5 and 6.3.5.1. Spellman/Lorad is the only authorized seller due to the Air Force technical order. No potential existing contract vehicles were identified. There is not a reasonable expectation of obtaining offers from two or more responsible contractors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future market research attempts will be conducted to locate additional sources of procurement, however at this time Spellman/Lorad is the only authorized seller due to the Air Force technical order. Until the time arrives when another system is purchased, these pieces of equipment will continue to be proprietary.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
