1 DESCRIPTION OF SERVICES
This Performance of Work Statement (PWS) sets forth the requirements for personnel, supplies, equipment, tools and labor necessary to calibrate and provide preventative maintenance on the AIRS MkV Radar system. The Contractor shall provide two annual system evaluations, calibrations and preventative maintenance inspections.
2 BASIC SERVICES
The Contractor shall provide two annual system evaluations, calibrations and preventative maintenance inspections in conjunction with each other. The Contractor shall perform the following tasks during semi-annual MkV maintenance/calibration visit.
The Contractor shall provide technical support, repair as needed on the AIRS MkV Radar
System, located and used in Building 1424 at Hill Air Force Base, Utah. The Contractor shall ensure the AIRS MkV is fully operational prior to departing the building.
2.1 PREVENTATIVE MAINTENANCE
2.1.1 Clean Air Filters in the Computers and Radio Frequency (RF) Converters. Clean filters in the Intermediate Frequency (IF) Chassis and the Digital Chassis.
2.1.2 Run IF Loop Mode test.
2.1.3 Run Transmit Drive Loop Mode where possible.
2.1.4 Set up and run an external High Power Amplifier (HPA) Loop Test for each band.
2.2 CALIBRATION
2.2.1 Check and record the signal levels at the following points. Compare these readings to the last readings taken. If significant changes have occurred, find and correct the problem and rebalance the system to obtain proper levels.
2.2.1.1 Intermediate Frequency (IF) Pulse out of IF Unit.
2.2.1.2 Local Oscillator (LO) Sample out of IF Unit.
2.2.1.3 IF Pulse into Radio Frequency (RF) Converter.
2.2.1.4 LO into RF Converter.
2.2.1.5 All Transmission (Tx) Drives out of RF Converter.
2.2.1.6 Output of all Transmitters.
2.2.1.7 Receiver Sensitivity in all bands.
2.2.1.8 System Linearity in each converter.
2.2.1.9 Intelligence Quotient (IQ) circularity measurement.
2.2.2 Calibration Target Response. Mount the calibration target at a selected pit.
Peak the calibration target for its best response. Remove the calibration number from the system. Set up the real time display for frequency versus Radar Cross
Section (RCS) and verify the frequency response of the calibration target for each Band.
2.3 FAILURES
If failures occur during the course of preventative maintenance and/or calibration the contractor shall perform troubleshooting and repair to correct the identified deficiencies.
Following corrective action, the contractor shall perform steps 3.1.1 – 3.1.4 of
Preventative maintenance, 3.2.1.1 – 3.2.1.9 of Calibration, and the Calibration Target
Response and ensure they are all passing/at proper levels/at best response.
2.4 COMPLETION
Upon successful completion of the preventative maintenance and calibration the contractor shall provide a System Evaluation Report. The System Evaluation Report shall summarize the results from any actions performed in support of the preventative maintenance and calibration and shall also provide a Calibration Certification to the user
(CDRL 0001). Where possible, hardcopy printouts of test results shall be included in the report. Contractor format is acceptable.

5 ADDITIONAL REQUIREMENTS
5.1 SECURITY REQUIREMENTS
5.1.1 The selected contractor must possess a Secret level security clearance to be cleared access to B-2 data and to be eligible to be considered for this procurement action. Clearance and a non-disclosure letter must be processed thru the USAF AFMC 309 CMXG/MXDSM Security office prior to contract award.
5.1.2 The Contractor will be allowed escorted access to Building 1424, Radar Range as needed to meet the requirement of this PWS and as agreed to by the Government, during normal shop working hours (0600 to 1430). Access to these facilities is not unlimited: therefore, the Contractor shall coordinate times and dates at least 1 work day prior to each need date. Control of the facilities will remain with the government.
5.1.3 The Contractor understands that any Contractor employee may be summarily and immediately removed from or denied access to any Government property, facility, and installation at the sole discretion of competent Government authority if that authority determines such action is necessary to protect or preserve
Government property, safety and security, or to maintain good order and discipline.
5.2 TOOL CONTROL
5.2.1 The Contractor shall be responsible for controlling tools IAW AFI 21-101, AFI
21-101 AFMCSUP (including Hill AFB supplements) and any applicable AFMC or local Operating Instructions (OIs). This shall include use of AFMC Form 310
(Lost/Found Item Report) to report lost or found tools, AFMC Form 309 (AFMC
Tool Control Inventory Record) to report results of regular inventories. These forms shall be used to meet the requirements of the Air Force Instructions.
5.3 HOURS OF OPERATION
5.3.1 Regular Schedule. The current work schedule is Monday through Thursday, 0600-1430, except Federal Holidays. Work is typically a 5/4/9 work schedule.
Contractor employees are susceptible to shift changes and the Contractor Site
Supervisor will be provided notification by the Government Supervisor or delegated Government authority of the effective date of the shift change. The contractor shall adjust work schedule in cooperation with the Government, during times of furlough of Government employees, for access to Government
Facilities and escort availability.
5.4 SAFETY REQUIREMENT
5.4.1 The Contractor shall comply with all safety regulatory guidance including those as detailed in appropriate Occupational Safety and Health Administration
(OSHA) Standards, Title 29 CFR 1910 and Environmental Protection Agency
(EPA) instructions. Contractor shall be responsible for the safety and accountability of all its employees. Contractor shall provide common personnel protective equipment (PPE) for team members. Contractor shall adhere to established Air Force Office of Safety and Health (AFOSH) and 309 MMXG
Confined Space Standards and internal programs (Master Entry Plans). When performing work under this contract on a Government installation, except
Government owned plants under the sole control of the Contractor, accomplish the following:
a. Ensure that all personnel engaged in the support the PWS are fully trained and qualified in the specific tasks being performed.
b. Comply with Federal Occupational Safety and Health
Administration (OSHA) Standards, Title 29 CFR 1910.
5.5 MISHAP/INCIDENT REPORTING AND INVESTIGATION
5.5.1 The contractor shall notify OO-ALC/SE (801-777-3333), or the Hill AFB
Command Post (801-777-3007) after normal duty hours, and the designated
Government Representative (GR), i.e. the Contracting Officer (CO), Procuring
Contracting Officer (PCO) or Contracting Officer Representative (COR) within one hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to Department of Defense (DoD) property entrusted by this contract.
This notification requirement shall also include physiological mishaps/incidents.
A written or email copy of this mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to OO-ALC/SE. For information not available at the time of initial notification, the Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the CO. If requested by Government personnel or designated GR, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance, and training records, until released by safety investigators. Mishap notifications shall contain, as a minimum, the following information:
a. Contract, contract number, name and title of person(s) reporting
b. Date, time, and exact location of accident/incident
c. Brief narrative of accident (events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
