Purchase Specification for Front Surface Mirrors

For A Rear Projected Spherical Dome Simulator

U.S. Air Force

OO-ALC

MASHC

April 11, 2016

1.0 Background

The Human Engineering Development System (HEDS) is part of the Software Engineering

Division (MAS) located at the Ogden Air Logistics Complex (OO-ALC), Hill Air Force Base, Utah. Among other responsibilities, MAS supports all Operational Flight Program (OFP) modifications to the F-16 C/D aircraft. HEDS is responsible for prototyping the OFP changes and then showing these prototypes in flight simulators to pilots and others that make decisions about the OFP upgrades.

2.0 Objective

New rear projection dome simulators are being constructed for use by the HEDS group. They require front surface mirrors for the projection of the display images onto the dome surface because of the limited space available.

3.0 Scope

The scope of this mirror contract involves delivery of various sizes and shapes of mirrors for use in the rear projection dome. Acceptance testing shall be performed onsite to validate optical parameters.

4.0 Contractor Qualifications

Contractor shall provide evidence of delivery of similar quality mirrors to other projects.

5.0 Specific Tasks

The contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of all tasks assigned under this contract. Specifically, the contractor shall perform all tasks described in this section.

5.1 Build or cause to be built all materials listed in section 6.0.

5.2 Shipping. Vendor shall cause all parts and supplies to be shipped from factory location(s) to 6137 Wardleigh Rd., Hill AFB, UT 84056-5840. Vendor shall be responsible to pay the freight charges, and they shall maintain ownership of the subassemblies until final acceptance testing has been approved by the COTR.

5.3 Acceptance Testing. Acceptance testing will be performed onsite by HEDS personnel to validate size, optical clarity and lack of visible flaws in the mirrors.

6.0 Deliverables/Delivery Schedule

6.1 Deliverable items. All of the following deliverables shall be delivered on or before the delivery date as follows:

6.1.1 Thirty days after receipt of order - two mirrors as specified in Attachment

1 (Band 1 – 1st Mirror, 63.364” x 43”) with the following characteristics:

6.1.1.1 1/4 inch (6 mm) thick glass

6.1.1.2 Front surface aluminum coating

6.1.1.3 Black back exterior (to prevent light reflections off the back of mirror)

6.1.1.4 No visible distortions, flaws, blemishes or additional tinting

6.1.1.5 Inspection and acceptance will be performed within 1 week after delivery as specified in section 7 below.

6.1.2 Thirty days after acceptance of the first two mirrors - the remaining forty two mirrors of various sizes and shapes as specified in Attachment 1 with the following characteristics:

6.1.2.1 1/4 inch (6 mm) thick glass

6.1.2.2 Front surface aluminum coating

6.1.2.3 Black back exterior (to prevent light reflections off the back of mirror)

6.1.2.4 No visible distortions, flaws, blemishes or additional tinting

6.1.2.5 Inspection and acceptance will be performed within four weeks after delivery as described in section 7 below.

6.1.3 Warranty. Standard Commercial Warranty

7.0 Inspection and Acceptance Criteria

Final inspection and acceptance of all deliverables will be performed at the place of delivery by the COTR.

7.1 The angle of reflection of the projectors onto mirrors for this dome simulator will be as shallow as 17.2°. This shallow angle can show diffuse striations in the reflected image on the dome surface from linear mirror surface flaws that run perpendicular to the light rays from the projector. Having the flaws run parallel to the light rays from the projector will minimize striations in the reflected image.

Identifying the flaws and having them run as shown in image 1 below will minimize these reflections. The acceptance test will include placing an HD projector with an ultrawide angle lens about 21” from the closest edge of the mirror at an angle of 17° to the mirror surface (77° from perpendicular to the mirror surface) and projecting a uniform white image across the mirror with a wide angle lens with a throw ratio of 0.95, bouncing onto a flat white screen perpendicular to the mirror surface about 3 feet from the mirror. Flaws in the reflected image visible with the eyepoint at the projector will not allowed.
