PURCHASE OF PAINT IDIQ
SOURCES SOUGHT SYNOPSIS:
Solicitation Number: Notice Type:
FA8224-17-R-0028 Sources Sought
Synopsis:
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small
Business Set-Aside. The proposed North American Industry Classification Systems (NAICS)
Code is 325510 which has a corresponding Size standard of no more than 1,000 employees. The
Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-
Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Program Details: The purpose of this acquisition is to acquire all of the materials on the attached list; in the form of an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for
Aircraft Paint.
Technical Questions:
1. Is your company a certified/authorized dealer of the following manufactures: DEFT, Hentzen, Caap Co, PPG, Pantheon, AKZO Nobel, 3M, Flame Control and other?
2. What is your relationship with these suppliers?
3. Are you registered with NAICS code 325510 – Aircraft Coating Manufacturing?
4. Is your company a small business for this NAICS code? If your company is a small business, is it also a woman owned business, small disadvantaged business, 8a business, HUB Zone business, and service disabled veteran owned business?
5. Do you currently have or could you have a presence near HAFB to store bulk hazardous material, monitor the inventory and perform just in time delivery upon request?
6. Can you provide service to maintain freshness and rotate stock upon delivery of new product at various shop locations on HAFB?
7. Can you provide at least 75% on shelf life required material?
8. Describe past performance of the same or similar requirements. Include quantities, customer, contract value and date of delivery and period of performance.
9. What is your company’s experience with EPA and OSHA requirements? Do you have any past performance working with the Hill Air Force Base EESOH-MIS program for environmental compliance requirements?
10. Can you provide manufacture authorized technical support for Hill Air Force Base process engineering to update new material, workload requirements and or process implementation?
11. Are you able to provide variety of pour down sizes to prevent waste of product?
12. Is your company certified to blend manufacture paints to meet our T.O. or MIL-SPEC requirements? Such as MIL 85285 type IV, 85285 type I
13. Can you provide upon request, manufacture technical support for issues related to paint application? Can you also provide support for off shifts (swings, graveyard)?
14. Are you willing to attend monthly forecasting/planning/scheduling meetings to accommodate workload requirements?
Acquisition Strategy Questions:
1) We intend on using a firm fixed price pricing-arrangement. Do you have any rationale for alternate pricing arrangements?
2) Identify (with rationale) if the Service Contracting Act would (or would not) be applicable based on the “service employee” Part 541 of Title 29, Code of Federal regulations. If you identify that the Services Contracting Act would not be applicable, provide rationale to support that enough of the employees are expected to be “professional employees” instead of “service employees” (as defined by the Services Contracting Act and part 541 of tile 29, Code of Federal
Regulations) for the Services Contracting Act to not be applicable.
3) List name of contract, contract number, DCMA, and Administrative Contracting Officer for similar services that your company has provided to the Government and/or commercial industry.
Responses must be submitted by 4:00 pm MDT on February 22, 2017, to the individual who this posting identified as the buyer (Dena Bournakis). This buyer is the primary point of contact for this sources sought synopsis, and the Procuring Contracting Officer/PCO (Rick Porter) is the alternate point of contact. Email responses may be submitted in PDF or Microsoft Word Format.
Questions will be accepted electronically directly from the buyer. The Government will post responses to industry questions within the Federal Business Opportunities (FBO) website.
When responding please include:
1. Company Name and Cage code
2. Who is your POC please provide email address and phone number.
3. Suggested NAICS Code
4. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e.
8(a), HUB Zone, SDVOSB, etc.)
5. Would you be a prime or subcontractor or plan on any partnering agreements?
