MBFI C-17 Serial Interface Box (SIB)

1 INTRODUCTION

1.1 PURPOSE

This program is to purchase a quantity of MBFI test equipment to satisfy the needs of the C-17 maintainers throughout the world. The C-17 MBFI SIB is used to read input and output of power voltages from an external bus. SIB is central interface between a computer and the adapter cables and aircraft bus.

1.2 SCOPE

This purchase description defines the contractor tasks and requirements for fabrication, production management and delivery of MBFI equipment, SIB’s.

1.3 SPECIAL CONSIDERATIONS

1.3.1 Program and Engineering Management

Overall program and engineering management responsibility and approval resides with the 309th Software Maintenance Group (SMXG). All contractor tasks and requirements covered by this Document shall be coordinated through the MBFI Project Directors (PD) (see cover page). All design, quality, and first article decisions must be approved through MBFI Project Directors.

1.3.2 Contract Management

Overall contract management responsibility and approval resides with the AFSC OL: Hill PZIMC. No conversation, recommendation, or direction, whether given directly or implied by Government personnel or representatives, that will affect the scope, schedule, or price of the program covered by this SOW, shall be acted upon by the contractor unless specifically directed in writing by the Contracting Officer (CO).

3 CONTRACTOR TASKING AND REQUIREMENTS

The contractor shall accomplish the following tasks and requirements during the manufacture, validation and verification, and delivery of the SIB’s. All SIB designs and manufacturing must be certified attachment B.

3.1 CONTRACTOR MANAGEMENT

The contractor shall plan, direct, coordinate, monitor, evaluate, and control contractor tasks specified in this SOW. The contractor shall notify Government management, by email, of management problems requiring Government action.

3.2 DESIGN DRAWINGS

The contractor shall provide detailed component drawings and specifications for all components of the SIB.

3.3 PERFORMANCE REQUIREMENTS

The MBFI SIB(s) shall meet all requirements specified in the following:

Attachment A, Performance Specifications for SIB(s).

Attachment B, SIB Testing Required. (Only required if you haven’t supplied the Government with SIB’s in the past)

3.4 SERVICE AGREEMENT (PRICED OPTION)

The government requires (3) options.

Option 1: SIB Unit 25-35

Option 2: SIB Unit 1-5

Option 3: SIB Unit 1-5

This option is for different quantities of complete SIB units. When/if the government executes options the contractor will provide a specified amount of SIB’s to the government for a period beginning (6) months after the contract is awarded and ending period is not less than two (2) years. All current and future SIB’s must conform to all specific’s in this document, referenced documents, also with the same warranty. SIB’s shall be completed within (90) working days from the time of execution of option by the government.

3.5 DELIVERY AND INSTALLATION

The contractor shall deliver complete SIB(s) as a unit. Deliveries shall be made in accordance with

(IAW) the following delivery schedule:

7 SIB(s) within 45 days of Receipt of Order (ARO).

4. COMPLIANCE

4.1 SAFETY

4.1.1 General Safety Requirements. When performing work under this contract on a Government installation, except Government owned plants under the sole control of the contractor, accomplish the following:

a. Include a clause in all subcontracts to require all subcontractors to comply with the safety provisions of this contract.

b. Ensure that all personnel engaged in the support of this SOW are fully trained and qualified in the specific tasks being performed.

c. Comply with all applicable State and Federal and Air Force safety regulation, specifically the

Occupational Safety and Health Administration (OSHA) Standards (29 CFR 1910) and the Air Force

Occupational Safety and Health (AFOSH), whichever is more stringent.

d. Provide Occupational Safety, Health, and Fire (OSHF) protection guidance in procedures and technical data. The guidance shall include all applicable OSHF prevention requirements contained in

Federal OSHA Standards (29 CFR 1910). If OSHA Standards are not applicable, use nationally recognized sources of safety health and fire prevention standards. For an example, the American

National Standards Institute (ANSI) standards published by the National Fire Protection Association.

The contractor shall ensure that all detailed operations specify the proper safety, health, and fire prevention procedures and the use of personal protective equipment to adequately protect the worker.

4.1.2 Mishap/Incident Reporting and Investigation. The contractor shall notify OO-ALC/SEG (801-777-3333), or the Hill AFB Command Post (801-777-3007) after normal duty hours, and the designated Government

Representative, within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to Government property entrusted by this contract. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of this mishap/incident notification shall be sent within three calendar days to the CO, who will forward it to OO-ALC/SEG. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the CO. If requested by Government personnel or designated Government representative, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators. Mishap notifications shall contain, as a minimum, the following information:

a. Contract, contract number, name and title of person(s) reporting

b. Date, time and exact location of accident/incident

c. Brief narrative of accident/incident (events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

4.2 ENVIRONMENTAL COMPLIANCE

Contractor shall comply with federal, state and local environmental laws, and Air Force environmental policies and regulations. Every effort shall be made to eliminate/reduce hazardous and environmentally unacceptable materials. The Replacement AWAs shall present no environmental hazards and shall not use or require known Ozone Depleting Substances (ODSs).

4.3 SECURITY

Contractor/subcontractor personnel visiting Hill AFB and specifically the SMXS/MXDEB group must request and be cleared for each instance in advance. All security and escort policies regarding base access by contractors will apply. Access to SMXS/MXDEB facilities is not unlimited; therefore, the contractor shall coordinate times and dates at least 7 calendar days prior to each need date. Control of the facilities will remain with the Government.

4.0 WARRANTY

The contractor shall provide a minimum 30 day warranty against manufacture defects Warranty period shall begin at time each SIB is accepted (date Government signs the Form DD240) by the Government.

4.0 PRODUCT REPAIR

The contractor will provide repair services for all SIB(s) supplied to the Government for a period not less than three (3) years. SIB repair and/or replacement shall be performed with 90 working days.

1 SCOPE

This document specifies the minimum requirements for the MBFI C-17 SIB’s.

2 REQUIREMENTS

2.1 PERFORMANCE CHARACTERISTICS

2.1.1 Compatibility. N/A

2.1.2 Performance Requirements. Unless otherwise specified, the delivered SIB’s shall meet or exceed the performance characteristics of the existing SIB sets previously fielded.

2.2 PHYSICAL CHARACTERISTICS

Refer to Production level drawings located in JEDMICS.

2.5 DESIGN AND CONSTRUCTION

Design and constructions shall be in accordance with best industry practices. All components shall be current technology and currently available.

2.5.1 Quality of Materials and Construction. All SIB’s and components shall be designed using quality materials and workmanship.

TEST SPECIFICATIONS

SCOPE

This document specifies the minimum requirements required for testing of the F-16 MBFI SIB’s.

PHYSICAL CHARACTERISTICS

Physical characteristics are located in JEDMICs. The changes will be documented and drawn showing the

ENVIRONMENTAL CONDITIONS

The MBFI SIB’s shall be able to operate in the following environmental conditions.

MBFI-2 Environmental Test Schedule

The following schedule was used to conduct environmental testing, relative to humidity and temperature cycling, on a Multiplex Bus Fault Isolator Serial Interface Assembly

Static Test (UUT OFF)

Hold UUT at –41C for 2 hours.

Let UUT’s temperature rise to room temperature.

Apply power to UUT; after 15 minutes on--calibrate and self-test.

Hold UUT at +71 C for 2 hours.

Let UUT’s temperature fall to room temperature.

Apply power to UUT; warm for 15 minutes; calibrate and self-test.

The environmental chamber was programmed for three humidity levels at every temperature increment; however, below 0 C the chamber did not realize any humidity.

The following values of resistors were measured discretely with a Hewlett-Packard 34401A digital multimeter:

3.502, 75.03, 1.002K, 1.023M, 10.02M , & 107.7M. The resistors were soldered to a cable to facilitate testing in the environmental chamber, and with the additional cable lead resistances were measured with the same Hewlett-Packard 34401A digital multimeter: 3.892 , 75.43 , 1.002K , 1.001M

, 10.001M , and 105.9M . The latter values are more valid since the contacts were improved with soldered connections, and this was the final configuration.

Dynamic Test 1 (UUT ON) with Input Power 110 VAC 60 Hz and relative humidity 5%.

Initial Temperature –30 C for 20 minutes. Apply power for 15 minutes then calibrate UUT.

TESTING RESULTS

Date To establish a baseline the Serial Interface Box (SIB) was used to measure the six resistors configured for the environmental test.

The SIB was warmed for 15 minutes and passed self-test. The SIB was calibrated with ST1 on the end of TC3.

The first measurements recorded for the baseline were measured using the single-measurement mode. The second group of measurements was recorded using the continuous mode where a minimum, maximum, and mean are automatically reported by the MBFI Manual Test software. The six resistors were measured (three times):

The SIB was then cooled and heated to the limits of the environmental chamber to determine effects of extreme temperatures on measurement accuracy.

Analysis

In the preliminary testing where the SIB was heated and cooled to the limits of the environmental chamber, a comparison of the resistors reveals an insignificant change in measurement accuracy after the extreme temperature conditioning.
