Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $22.0 M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. Program Details:

Background and Program Details:

· The AN/MST-T1(V) Mini-MUTES is a ground based, Electronic Warfare training system which simulates radar emissions for use in USAF training. Mini-MUTES capability includes radiation of multiple realistic threat signals, like those encountered in an integrated air defense system. The system produces an authentic RF environment to train pilots in evasive and countermeasure tactics when threatened by surface to air missiles and anti-aircraft guns.

· The AN/MST-T1(V) ) Mini-MUTES consists of a Master Control Group (MCG) and one to five Remote Emitter Units (REU).

· Currently there are seven different REU variants, each capable of simulating different threats. REU M and L are the latest configurations to be fielded and are considered to be the most advanced.

· The REU L (Transmitter 33) and REU M (Transmitter 35) are operated daily to support Air Force Training Missions.

· ETM Electromatic INC is the Original Equipment Manufacturer (OEM) for Transmitter 33 (NSN: 5996-01-465-5122FD, ETM Model 104PX) and Transmitter 35 (NSN: 5996-01-465-5121FD, ETM Model 303PKu) that are a component of the AN/MST-T1(V) Mini-Multiple Threat Emitter Simulator (Mini-MUTES) Remote Emitter Unit (REU) L and M.

· Currently there is only one Transmitter 33 in the field in an operational Mini-MUTES REU-L.

· Currently there are only three Transmitter 35s in the field in operational Mini-MUTES REU-M.

· ETM Electromatic INC has one each Transmitter 33 and 35 at their facility that have been utilized for a number of years to support AN/MST-T1(V) Mini-MUTES secondary testing and repair requirements.

Requirements/Scope:

· For the following end items listed in Table 1 – Components, the contractor shall furnish all facilities, parts, materials, data, equipment and services that are required to disassemble, inspect, repair as necessary, upgrade to modern parts, reassemble clean, maintain and package. The contractor shall perform this work in accordance with the documentation associated with this item. The Performance Work Statement (PWS) establishes the minimum work requirements to return the end item(s) to a serviceable and functional condition. The services to be performed will not be essential during a crisis situation.

· The repair of the items includes the repair or replacement of any parts that are part of these end-items, as explained in the PWS. Details about these end items are explained in the PWS appendix.

· This will be a five year Period of Performance.
