Statement of Objectives 28 September 2016
Statement of Objectives (SOO) Department: Air Force Nuclear Weapons Center (AFNWC) Division: Flight Systems Division Document Type: Statement of Objectives (SOO) Project/Program Title: Micro-Focus Computed Tomography System
Applicability and Precedence of Contractual Agreements, Terms & Conditions The Government (specifically the DoD) has a significant number of standard specifications, controlled processes, security requirements, and regulatory documents that will apply to all contracts/agreements. These include but are not limited to Air Force Instructions (AFI), Department of Defense Instructions (DODI), Military Specification (MIL-SPEC), Military Standard (MIL-STD), Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations Supplement (DFARS). In addition, all suppliers that desire to enter into agreements with the Government will be required to complete several certifications, registrations and verifications prior to being eligible for a contract. The full RFP will include all specific information regarding unique provisions applicable to doing business with the Government, read and adhere to them carefully.

1.0 Program Objectives, Background & Scope
The Government requires a commercial (COTS) Micro-Focus Computed Tomography (CT) system capable of scanning small aerospace components. The complete system needs to be installed at Hill AFB by the contractor. Following installation the Government requires hands-on training, warranty service and long-term maintenance of the equipment.
2.0 Applicable Documents, Specifications and Standards
The contractor must abide by and perform in accordance with all DOD specific regulations, publications, manuals and local policies included herein in full, by reference or in any official contractual document.
3.0 Program Expectations and Requirements
3.1 Program Kickoff, Program Overview and Program Scheduling
Prior to commencing any performance of this program the contractor shall attend an initial program planning meeting. This can be done via video tele-conferencing (VTC) where available, practical and cost advantageous. The objective of the meeting includes discussion regarding capabilities, overview of system documentation, an initial schedule for system installation, planning and scheduling for system training and discussion of maintenance and warranties. Critical meeting decisions, preliminary schedules, and overall general expectations shall be documented and provided to the Government as a data deliverable within 30 days following completion of the program kickoff meeting.

3.2 Program Management Expectations and Requirements
The contractor shall be responsible for establishing the schedule, assessing risks, completing documentation, communicating warranty information, managing subcontractors (if applicable) and completing all tasks in a timely manner to successfully complete this program/project.
3.3 Development of Work Management Plan
The contractor shall develop and deliver a Work Management Plan that outlines the overall schedule for the program, installation dates and requirements, and planned training schedules. The Work Management Plan shall be delivered to the Government as a data deliverable no less than 60 days prior to installation.

3.4 Equipment Requirements
The contractor shall provide a turn-key Micro-Focus Computed Tomography system (complete) to enable the Government to scan and analyze aerospace components (industrial and research applications).
3.4.1 System Standards

3.4.2 Data Acquisition Computer
The data acquisition computer shall include at a minimum an Intel® Core™ i7 class processor or equivalent, NVIDIA based graphics cards(s) separate from the motherboard; sufficient to run at least two 2560x1600 pixel or higher resolution monitors.
3.4.3 Image Reconstruction Computer
The image reconstruction computer shall include as a minimum performance that meets or exceeds Tesla supercomputer with 4 NVIDIA Titan GPUs, and at least 256 GB RAM and 24 TB hard drive (not including OS installation) shall be provided with high speed raid capabilities.
3.4.4 Calibration Standard
The system shall include calibration standard and image quality indicator
3.4.5 System Monitors
All system monitors shall be at least 30 inch with minimum 4 megapixel resolution color display.
3.4.6 System Cabinet
The cabinet shall feature interior lighting, powered access door(s), leaded/shielded glass viewing window with internal camera monitoring system and a safety light. Must meet or exceed 21 CFR 1020.40 and EN 61010-2-091.
3.4.7 System Software
At a minimum all software must comply with the following: Comprehensive acquisition, processing and archival program with interface. High performance image processing and measurement functions. The image format must be non-proprietary and both input and output must be DICONDE compliant. System shall provide automated program functions for image processing and analysis including contrast adjustment, opacity adjustments, cut plane views, zoom views, and image capture export. Must be capable of reconstructing 2048 x2048 x 2,000 voxel datasets in 15 minutes or less. Must provide multiple window interface for display of raw images and processed image density data. System must use automated single pass computed tomography scanning technique utilizing Helical (Spiral) acquisition for the scanning of elongated objects in a single pass. The system must have scan stitching capability (Both 2D and 3D) to stitch multiple images or scans into one seamless image. The software shall be capable of displaying and analyzing scan data utilizing sub-pixel analysis routines. System shall be capable of computer motion control for automated scanning with automatic image processing and archiving. The 3D volume rendering software shall include an integrated VGStudio MAX 3.0, or newer, bundled package consisting of: Single user VGStudio node-locked license (64 bit); Coordinate measuring tool (64 bit); CT reconstruction (64 bit); Defect/porosity analysis (64 bit); Wall thickness analysis (64 bit); Upgrade and service agreement for VG Studio MAX 3.0; Upgrade and service agreement for each module.
3.4.8 X-Ray Source
The system shall incorporate a tunable voltage range of 25kV-225kV and a focal spot size less than 6 micrometers and offer x-ray tube micro-focus directional options.
3.4.9 X-Ray Detector
3.4.9.1 X-Ray Detector Flat Panel
The vendor shall provide a flat panel detector with the following characteristics:
1. The flat panel detector shall be an amorphous silicon based detector.
2. The flat panel detector shall be a premium grade panel, such as a Perkin Elmer XRD 1621 AN15 ES Premium, designed for use with computed tomography systems.
3. The flat panel detector shall be designed for operation at x-ray energies between 40 keV to 450 keV or higher.
4. The panel shall have the radiation sensitive electronics shielded to minimize radiation damage.
5. Pixel size shall be 200 x 200 microns.
6. Pixel matrix shall be minimum of 2000 X 2000.
7. Detector readout shall have a frame rate of a minimum of 7.5 fps with no binning and 15 fps for 2 by 2 binning.
8. Analog to digital converters shall be 16 bit minimum.
9. Panel scintillator shall be a DRZ Standard.
3.4.9.2 Detector Software
The detector software shall provide for the identification and correction of bad pixels. The detector software shall acquire detector gain and offset and provide for calibration of the raw detector data, using single and multi-level (user selectable) calibration corrections.
3.4.10 Motion System / Manipulator
The system shall safely accommodate explosive items supporting weights of at least 100 lbs, with a scan travel capability of 48 inches vertically, 33 inches horizontally, with a table able to tilt +20°/-15° and rotate 360° continuously with 0.001 degree resolution. The system shall include a motorized travel detector for variable focal distance adjustment and manual variable speed control for all drives with independent control for each axis. The system will also have the ability to shift the detector laterally 16” (40cm).
3.5 Installation & Startup Services
The contractor shall provide all personnel, equipment, supplies, transportation/logistics, tools, materials, supervision, and other items and non-personal services necessary to install all equipment and ensure proper initial operation. The Government will supply rigging services upon delivery. The contractor shall conduct a pre-installation site inspection to determine all installation requirements. All site requirements and pertinent installation notes shall be documented and provided to the Government at least 60 days before the planned installation date. The Government will be responsible for making facility modifications to support equipment installation. 3.6 Testing and Inspection Expectations
The contractor shall conduct initial onsite acceptance testing of all equipment in a real-life environment to ensure that the equipment functions to advertised commercial specifications. Testing shall include at least 3 consecutive test cycles. The contractor shall document all testing that was conducted, the parameters of the test and the results.

3.7 Instructions & Manuals
The contractor shall provide an electronic and 1 hard copy of all system instructions/manuals and other documentation normally provided to commercial customers including if available Operators Manuals, Software Manuals, Hardware Manuals, Radiation Source Documents, Maintenance Manuals, Instrumentation Guides, Instructions and Manuals, Electrical Diagrams, and System Specifications.

3.8 System Training
3.8.1 System Training Course
The contractor shall provide one 40 hour ASTM/ASNT Certified DR/CT hands-on introductory level operation training for 8 technicians and provide documentation to certify course completion. The contractor shall provide on-site hands-on advanced level operation training for 8 technicians, and provide documentation to certify course completion. The training shall cover at a minimum:
1. Operation of 225 kV X-Ray source
2. Operation of computers and controllers
3. Operation the micro focus CT system software
4. Adjusting and calibrating the system
The schedule for the training shall be mutually agreed upon during the program planning meeting but shall occur within 30 days after the CT system is installed and operational.
3.8.2 System Maintenance Training Course
The contractor shall provide one hands-on introductory level maintenance training for 3 technicians and provide documentation to certify course completion. The training shall cover at a minimum:
1. Preventative maintenance of system
2. Changing vacuum pump lubricants
3. Filaments, in particular, the Government requires instruction on the installation and replacement of filaments in the 225 kV x-ray head
The schedule for the training shall be mutually agreed upon during the program planning meeting but shall occur within 60 days after the CT system is installed and operational.
3.8.3 System Training Materials
The contractor shall provide detailed training materials for each student attending training. The contractor shall also provide all training materials in electronic format (delivered on CD).

3.9 System Warranty
3.9.1 Basic Warranty
The contractor shall include an initial standard commercial 12-month warranty with the purchase of the CT system. Warranty shall become effective after final acceptance by the Government has taken place. Offeror shall provide all terms and conditions of the standard warranty language, in detail, in the proposal. The provided warranty language will be incorporated as an attachment to the contract upon award.

3.9.2 Extended Warranty
The contractor shall propose two 1-year options for an extended standard commercial warranty (beyond the initial 12-month warranty). It is anticipated that this will become effective after the initial warranty period has ended subject to Government needs and the availability of funds. Offeror shall provide all terms and conditions of the extended warranty language, in detail, in the proposal. The provided warranty language will be incorporated as an attachment to the contract upon award.

3.9.3 System Maintenance Plan
The contractor shall propose two 1-year options for a standard commercial maintenance service plan (beyond the initial 12-month warranty). It is anticipated that this will become effective after the initial warranty period has ended subject to Government needs and the availability of funds. Offeror shall provide all terms and conditions of the system maintenance plan, in detail, in the proposal. The provided system maintenance plan language will be incorporated as an attachment to the contract upon award.

3.10 Contractor Travel
The Government will reimburse all necessary and reasonable travel expenses associated with system installation and training that are proposed up front. The contactor shall include, where applicable, all estimated travel expenses.
3.11 Data Rights (Intellectual Property) Expectations and Requirements Rights in technical data pertaining to commercial contracts is subject to clause 252.227-7015 as applicable.
3.12 Cyber Security
The contractor shall ensure that the CT system is self-contained and does not require external system connections to operate.
4.0 Government Furnished Property & Property Management
The Government does not plan to provide any Government Furnished Property (GFP) for performance of this contract. The Government will provide facility access to installation location and reasonable modification to the facility where the system will be installed.
5.0 General Information
5.1 Security Requirements
The Contractor/Supplier is responsible for understanding and adhering to all security requirements. The Contractor/Supplier shall be responsible for providing employees with security training and briefings as required. Contractor shall be responsible for safeguarding all equipment, information, and Government property provided to the contractor or generated during the program.
5.2 Hill AFB Access
The Contractor shall complete a "Request for Identification Credential" (AFMC Form 496) for each employee of the contractor requiring access to Hill AFB. The requests shall be submitted to Pass and Registration (South Gate Visitors Center).
5.3 Controlled Area Access
The Contractor shall complete an “Unescorted Entry Authorization Certificate” (AF Form 2586) for each employee requiring entry into controlled areas. The request shall be submitted to Pass and Registration (South Gate Visitors Center).
5.4 Clearance Requirements
Should performance of this contract require access to SECRET information, the contractor/supplier employees performing the work shall be granted and maintain proper clearances from Defense Industrial Security Clearance Office.
5.5 Physical Security
The contractor shall be responsible for safeguarding all Government property provided for contractor use (if applicable). At the close of each work period, Government facilities, property, and materials shall be secured.
5.6 Restrictions on Use of Portable Media
Use of Removable Media on Government Computers: Use of removable media on Government computers shall be prohibited. The following removable flash media are unauthorized on all non-secure internet protocol router (NIPR), secure internet protocol router (SIPR) and Joint Worldwide Intelligence Communications System (JWICS) connected computers using Windows Operating Systems:
a) Memory Sticks
b) Thumb Drives
c) Camera Flash Memory Cards
All other removable storage media not listed above (i.e. portable hard drives, portable electronic devices, rewritable compact disc – rewritable (CD-RW), rewritable digital versatile disc (DVD), floppy disk, etc) shall meet the requirements of applicable directives before they can be utilized. Personal flash media devices, such as interactive portable open database (iPOD) or Moving Picture Experts Group Layer-3 (mp3) players are also prohibited for use on AF networks.
5.7 International Traffic in Arms Regulations (ITAR)
The Contractor/Supplier will be responsible for maintaining International Traffic in Arms Regulations (ITAR) by controlling the export of defense articles specified in the U.S. Munitions List and the technical data directly related to them. ITARs implement the U.S. Arms Export Control Act. This Act has jurisdiction over information (including classified) relating to defense articles and services; information covered by an invention secrecy order; and information directly related to designing, engineering, developing, operating, overhauling, maintaining, modifying, etc. weapon systems
5.8 Environmental Management & Responsibilities
The contractor shall adhere to all federal environmental regulations. In addition the Government may, upon inclusion of contract clauses, require specific action regarding environmental management responsibilities.
5.9 Hours of Operation & Holidays
The contractor shall perform the services required under this contract during their normal operation hours. The contractor is not required to provide service on the following recognized federal holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
5.10 Emergency Services
On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.
5.11 Safety Policy & Procedures
The contractor shall be cognizant of all local safety policies and adhere to all clearly posted warnings and safety notices. The contractor shall adhere to all federal occupational safety standards and directives. In the event of an emergency the contractor shall follow and adhere to all local response measures.
5.12 Continuation of Essential DoD Contractor Services During Crisis, DoDI 3020.37 lAW AFI 63-124, para 2.7.1, and DODI 3020.37 this requirement is not considered mission essential.
5.13 Conservation of Utilities
The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following: Lights shall be used only in areas where and when work is actually being performed. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor or by contractor employees unless authorized. Water faucets or valves shall be turned off after the required use has been accomplished. Government telephones shall be used only for official Government business.
