Questions with Responses (17 - 24)
Listed below are questions submitted by Potential Offerors and the applicable Government Response. This is the remainder of the Contractor questions received.
All correspondence regarding RFP FA8213-17-R-3002 must be directed to the Contracting
Officer, Maxine Sena, maxine.sena@us.af.mil.
17. Contractor Question:
The Statement of Work (SOW) for Packaging & Preservation does not reference any guidance for pallets, which is usually specified by Navy MIL-STD-1323-410. Please advise if this document will be updated to include this specification.
Government Response:
The Navy MIL-STD-1323-410 will be incorporated/attached to the Solicitation via an official RFP Amendment.
18. Contractor Question:
Contractor requests copies of drawings not included in the Technical Data Package as referenced on the Engineering Data List (EDL).

Government Response:
The EDL has been updated to include the two drawings listed above. The revised EDL will be incorporated/attached to the Solicitation via an official RFP Amendment.
The drawings will be uploaded into the TDP in FedBizOpps for Contractor access.
Also, the Automated Data List (ADL) (30003-3952AS100A) will be provided to the Contractor under separate cover. All other potential Offerors must submit an official request for this document.
19. Contractor Question:
Contractor requests copies of drawing not included in the Technical Data Package as referenced on the Engineering Data List (EDL).

20. Contractor Question:

21. Contractor Question:
Contractor requests a copy of the following Ammunition Container drawing:

Government Response:
The document (Technical Data Package List) will be provided to the Contractor under separate cover.
All other potential Offerors must submit an official request for this document.
22. Contractor Question:
The Contractor has been unable to find any requirement in the solicitation for the contractor to perform and acquire data necessary to support compliance with the Performance Oriented Packaging
(POP) requirements noted on drawing 3952AS200 (Reference Item 5).
Please clarify if the Government will provide the appropriate POP report for use by the Contractor, or if the Contractor is responsible for conducting the appropriate POP testing.
Government Response:
Upon request, the Government will provide the POP report. The Contractor is not required to conduct any additional POP tests.
The Contractor shall submit a request for the POP report prior to the shipment of the First Articles for testing.
23. Contractor Question:
Please provide guidance as to a quantity range for each ordering period that should be used to prepare the Subcontracting Plan.
Government Response:
The Government is not able to provide the quantity range for each ordering period. The quantity that will be ordered is contingent upon the actual funding received.
The Solicitation will be changed, via an official RFP Amendment, to add the not-to-exceed IDIQ contract ceiling amount.
24. Contractor Question:
Further clarification is requested for Contractor Question/Government Response, Item 4 (below is a condensed version):
Revised CDRL E005 – LAT, now allows a total of 105 days for Government testing and approval of each lot. Adding 60 days for Government reporting and approval seems excessive.
Please confirm that the Government will actually require over three months (105 days) to test, review the test report, and issue the acceptance letter for each lot.
Government Response:
CDRL E005 – LAT, has been revised and will be incorporated via a RFP Amendment.
The days cited on the CDRL are the ‘maximum’ days the Government will take for the processing of LATs. The 30 days for AFLCMC/EBHCC to provide approval/disapproval are the ‘standard maximum’ days normally cited in AFLCMC CDRLs.
IAW with revised CDRL, the Government will notify Contractor as soon as possible when a LAT Failure occurs but within 7 calendar days of the test failure. As a single failure event may not automatically reject a lot, Navy Crane may elect to continue with the LAT testing if there is still a potential for acceptance of the lot. As this testing would fall within the 45 day testing window for Navy Crane to complete the LAT testing, the notification of any failure would occur at a maximum of 52 calendar days from receipt of LAT samples at Navy Crane.
Following normal procedures for Government contracts, if the Contractor has any questions, concerns, or requires updates on any topic/process, please contact the Contracting Officer immediately. The Contracting Officer will then facilitate obtaining a response.
