Solicitation FA8213-17-R-0106 Contractor Questions 24 August 2017
Question #4:
The SOW has the shipping information and EX #’s listed. And there’s no mention in the SOW about applying for a HazClass, but there’s a statement in the tables regarding “Goal is to achieve 1.4S” Can you clarify why that is in there if there’s no HazClass application required on the vendors part?
Government Response:
Hazard Classification will be handled by the Government. Sufficient information (SOW para 3.2.7.) will be presented during CDR to allow the Government to obtain Interim Hazard Classification and assess if a Final Hazard Classification can be obtained for similarity/analysis or if testing is required. Any hazard classification testing will be handled by the Government and should not be scoped by the contractor. The ‘goal’ of 1.4s hazard classification is just a design goal and will not/cannot be evaluated during proposal reviews.
Should a contractors design be evaluated and tested and the hazard classification be greater than a 1.4s they will not be penalized and the AF will address any concerns through the Special Packaging Instructions (SPI).
