STATEMENT OF WORK AND TECHNICAL REQUIREMENTS DOCUMENT TEMPERATURE HUMIDITY CHAMBER UPGRADE
FOR
LITTLE MOUNTAIN TEST FACILITY, HILL AIR FORCE BASE, UTAH 84056-5609 23 June 2015

3. Introduction
3.1 This Statement of Work details the tasks required to replace the existing Temperature Humidity Chamber in the LMTF Shock and Vibration Laboratory, building 501, 12000 West h )121
Street, Ogden Utah. This system will replace the current obsolete unit and provide needed additional capability to test larger items.
3.2 The follo\ving documents of the current issue ±Orm a part of this Stateme11t of Work (SOW) to the extent specified herein and shall be complied with. In case of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall be considered a superseding requirement with the exception of DoD 5220.22-M

4. Purpose:
4.1 It is the intent of the government to procure one each Temperature Humidity Chamber based on commercial off-the-shelf components. To this end only currently fielded and proven hardware that meets the TRD control and performance require1nents will be considered.

Contractor Technical Qualifications:
The contractor shall have marketed large Temperature Hltmidity Chmnbers for at least five years.
The contractor must have demonstrated experience in fabricating and building large Temperature Humidity Chambers or retain a subcontractor who has the requisite experience.
Pre-proposal Site Visits Potential bidders for this contract are encouraged to schedule a site visit before submitting their proposals.
Design Reviews:
The contractor shall conduct a Preliminary Design Review and a Critical Design Review. The reviews shall be conducted at LMTF.
Technical Interchange Meetings The contractor shall participate in Teclmical Interchange Meetings (TIM). The purpose for conducting TIMs is to assure that the Technical Requirements Document (TRD, Appendix A) requirements are understood, to avoid wasted effort due to misunderstandings, to resolve technical problems, and to facilitate timely completion of the project.
8.2 TIM's may be held via WebEx and/or teleconferencing. A written agenda shall be prepared by the contractor for each scheduled TIM, Conference Agenda. Contractor shall take and publish comprehensive 1ninutes of each TIM. TIM's shall include but not be limited to:
8.2.1 A progress report by the contractor detailing the status of the project
8.2.2 Proposed schedule changes/modifications
8.2.3 Review of action items generated by previous TIMs. Any open items shall be carried over into subsequent meetings until they are resolved and closed
8.3 The contractor may request an additional TIM for purposes of TRD clarification and/or compliance at any time during the contract period
9. Temperature Humidity Chamber Upgrade Requirements:
9.1 Specifications for the hardware platform and software requirements are detailed in the 1'RD
9.2 The contractor shall provide one Temperature Humidity Cl1amber per the TRD
9.3 The contractor shall provide a system that meet all the requirements specified in the TRD
10. Installation and Checkout
10.1 The contractor shall remove the existing chamber and transport it to the base DRMO.
10.2 The contractor shall deliver, set up, and demonstrate the complete system at the customer's facility.
10.3 The contractor shall demonstrate that the system meets all requirements of this document. This shall be accomplished by:
10.3.l A comprehensive validation plan (Acceptance Validation Plan) to demonstrate/validate that the systems meet all specification requirements will be provided by the contractor. The test plan shall include a line by line sign-off of each require1nent in this document by LMTF personnel.
10.3.2 The contractor shall provide a System Safety Hazard Analysis Report (SSHA).
I 0.3.3 The contractor shall perfo:nn a system validation test per the referenced validation plan at the LMTF Shock and Vibration Laboratory.
11. Spare Parts 11.l The contractor shall develop a spare parts list based on past perforn1ance of other fielded systems. This list shall be approved/validated by LMTF/USAF. The contractor shall provide sufficient spare parts to facilitate speedy repair in the event of a failure.

Spare parts shall be available during the lifecycle of this systen1.

Warranty
12.l The contractor shall include a one year warranty beginning on the day the system validation is completed.
13. Operation and Maintenance Manuals 13.l The contractor shall provide a comprehensive Operation and Maintenance inanual including available sub-contractor manuals with the systems to include, Commercial Off-Tl1e-Shelf (COTS) Manuals and Associated Supplemental Data. These manuals shall incorporate:
13.1.l A comprehensive technical description of the functions and capabilities
13.1.2 Comprehensive drawings and wiring diagrams sufficient for setting ttp the system, understanding the functions of the component parts, and perfonning basic trouble shooting
13.1.3 Complete instructions for utilizing all features of the system.
13.1.4 All safety features and safety precautions relevant to maintaining and operating the system safely.
14. Maintenance and familiarization
14.1 The system sl1all be maintainable by experienced technicians, programmers and engineers.
14.2 Two days of familiarization/orie 11tation shall be provided as part of the system. A minimum of three people shall be trained in the operation and maintenance, of the system.
15. Deliverables 15.l A large Temperature Humidity Chamber
15.2 One hardcopy and one electronic copy of attendant documentation for the system consisting of a con1prehensive operation and maintenance manual and detailed system drawings
APPENDIX A: TECHNICAL REQUIREMENTS DOCUMENT (TRD) FOR A LARGE TEMPERATURE HUMIDITY CHAMBER
1. Scope:
1.1 This technical requirements document establishes the functional/ performance, design, development, and test requirements for a large Temperature Humidity Chamber suitable for use with the LMTF Shock and Vibration Laboratory test systems.
2. General requirements for Temperature Humidity Chamber
2.1 Physical
2.1. l The Temperature Humidity Chamber shall have an interior chamber of at least five (5) feet wide by five (5) feet deep by seven (7) feet high.
2.1.2 The Temperature Humidity Chamber shall occupy a space no larger than twelve (12) feet wide by six (8) feet deep by eight (8) feet high. Given sufficient justification these dimensions can be relaxed (l.arger) .
2.1.3 The Temperature Humidity Chamber shall have two removable shelves to facilitate testing of multiple smaller test items.
2.1.4 The Temperature Humidity Chamber shall have a instrumentation pass-through port with BNC connectors on each side with at least sixteen (16) channels.
2.1.5 The Temperature Humidity Chamber shall have two additional ports that are blanked off.
2.1.6 The Temperature Humidity Chamber shall have four 115 VAC, 20A single phase power available inside the chamber. This requirement can be met with a special port cover with 110 VAC receptacles that can be replaced with standard port covers for higher temperature tests.
2.1.7 The Temperature Humidity Chamber shall operate in a temperature range of -73°C to +200°c.
2.1.8 The Temperature Humidity Chamber shall operate in a humidity range of 10% to 95%
2.1.9 The Temperature Humidity Chamber controller shall incorporate remote control and monitoring via an ethemet connection and an imbedded webserver so that remote control and monitoring requires only a web browser (e.g. Microsoft Explorer) on the remote machine.
2.2 Perfonnanc.e: the Temperature Humidity Chamber shall be capable of producing conditions to meet the following testing standards with a 700 lb Minuteman rack:
· MIL-STD 810G Methods 501.5 and 507.5
· MIL-STD 8830 Method 1004.7
2.3 Characteristics
2.3. l Reliability: The design mean-time-between-failures (MTBF) for the Temperature Humidity Chamber shall be at least 10,000 hours of operation which includes power on and power off cycles typical of normal laboratory test operations
2.3.2 Maintainability: the Temperature Humidity Chamber shall not be comprised of hardware that is scheduled to be discontinued within five years of the system acceptance date. The design maximum time to repair shall be four (4) man-hours
2.3.3 Transportability: All components shall be transportable by commercial means
2.4 Design and Construction
2.4.1 Materials, processes, and parts: the Temperature 1-Iumidity Chamber shall utilize standard commercial parts, components, wiring, and hardware wl1erever practical to preclude costly delays in procuring special items. All l1ardware and material shall be new and consist of no refurbished or salvaged items.
2.4.2 Supportability: All hardware used shall be based on current known and proven technology utilizing off-the-shelf products. The contractor shall provide engineering and maintenance support for, and provide functional replacements for, all hardware components as reqttired to assure that the systems are supportable without major hardware changes for at least eight (8) years.
2.4.3 Insulation resistance: The insulation resistance for cable assemblies shall exceed one megohm between:
· Each conductor and the connector shell.
· Any two conductors
· Conductors and their shields
· Conductors and the amplifier assembly frames.
· Any tvvo shield systems which are not electrically connected -within the cable assembly.
2.4.4 Dielectric strength: The insulation dielectric for conductors and cable assemblies shall withstand 480 +25 VRMS, 60 Hz for five seconds with no increase in leakage cun·ent and no arc over between:
· Each conductor and the connector shell.
· Any two conductors
· Conductors and their shields
· Conductors and the amplifier assembly frames.
· Any two shield systems whicl1are not electrically connected within a cable assembly.
2.4.5 Flammable and toxic materials: Materials that support combustio11or generate toxic gases shall not be used.
2.4.6 Electrostatic discharge (ESD): ANSI ATIS-0600308.2008 shall be strictly complied with during all fabrication, assembly, and handling of electronic components in the system.
2.4.7 Nameplates and product marking: All assemblies, subassemblies, cabling and -wiring shall be appropriately marked and labeled to assure that it is readily identifiable.
2.4.8 Workmanship: The Temperature Humidity Chamber shall be fabricated and finished in a thoroughly workmanlike manner. Particular attention shall be given to freedom from blemishes, defects, burrs, and sharp edges cleanliness; accuracy of dimensions; radii of fillets; inarking of parts; appearance of soldering, brazi ng, welding, riveting, painting and -wiring; alignment of parts; and tightness of threaded fasteners.
2.4.9 Co1Tosion: All materials in shall be of a corrosion resistant type or shall be treated to resist corrosion.
2.4.10 Safety
2.4.10.1 The Temperature Humidity Chamber shall be free of sharp edges and projections that may be harmful to test personnel.
2.4.10.2 Personnel hazards design: Consideration shall be given to the adequacy of safety provisio11s for personnel and equipment during design, development, installation, testing, operation and maintenance.
2.4.10.3 All test points and adjustments shall accessible witl1out exposing employees to hazardous energy during verification and when doing diagnostic and maintenance actions.
2.4.10.4 The objectives of MIL-l-IDBK-454 sl1all be complied with to promote maximum safety for person11el and equipment during its life cycle. The equipment shall be constructed so as to eliminate any danger to personnel from protruding parts, accidental contact with energized circuit components, or other sources during normal operation and maintenance operations.
2.4.10.5 All electrical connectors shall be protected against condensation by location or insulatio11. Non-insulated conductors or connections, such as terminal strips shall be located or covered in such a way as to prevent accidental contact or grounding. Grounding shall be in accordai1ce with MIL-HDBK-454. Warning signs per MIL I-IDBK-454 shall be affixed to components and/or end items as applicable.
2.5 1-Iuman performance/human engineering
2.5.1 All operator functions and co11trols shall be available on the The Temperature Humidity Chamber front panel and the remote control interface.
2.5.2 The Temperature Humidity Chamber shall not exceed a noise limit of 70 dB SPL reference 20 micro Pascals at a distance of three (3) feet.
