About this file

This statement of objectives describes engineering support services required for an F-15 wheel and brake system performance tracking program. The selected contractor will collect field data, generate program status reports, assist with resolving minor operational issues, and develop recommendations. Deliverables include meeting minutes, annual performance tracking reports, AFMC Form 565 updates, and economics analysis reports. The period of performance is 12 months. The solicitation is a noncompetitive action to award Engineering and Software System Solutions, Inc. as a follow-on to an expired multiple award contract for similar engineering services supporting the Department of the Air Force Materiel Command.

STATEMENT OF OBJECTIVES

FOR

F-15 WBSI PTP

This Statement of Objectives (SOO) provides the Government’s key major program objectives for the Performance Tracking Program (PTP) part of the F-15 Wheel/Brake System Improvement (WBSI) effort. This effort requires non-A&AS type engineering support to perform non-severable services. This SOO is not intended to be an all-inclusive list and should not limit the offeror from addressing those areas that the offeror foresees as being crucial to the success of the program.

The offeror shall use this SOO as the basis for preparing their technical proposal. The technical proposal should consist of a Statement of Work (SOW) for this effort, an Integrated Master Plan (IMP), and an Integrated Master Schedule (IMS).

The offeror shall ensure all aspects of this SOO are addressed in its technical proposal. The SOW and IMP should specify in clear, understandable terms the work to be performed to accomplish the objectives by the contractor. The offeror’s understanding of the requirements, services, and work effort required to meet objectives of the program will be a critical part of the Government’s evaluation of the proposed technical approach, SOW, IMP, and IMS.

BACKGROUND:

The F-15 legacy wheel and brake system was redesigned to address concerns with its inability to reliably and safely perform under normal service conditions within the flight manual envelope.

Efforts to manage these issues through inspections and replacement of the problematic subcomponents was insufficient to effectively mitigate operational risks. Proper resolution of these concerns required simultaneous redesign of the wheel and brake system to provide significant economics savings to the warfighter throughout the service life of the aircraft.

The new system has been successfully qualified and fleet retrofit is now complete. A Performance Tracking Program is required to validate certified economics savings per AFMCI 23-121 which states in section 2.3.4.21.1.4: In coordination with the funds holders, track and measure the economic benefits of the actual implementation of the improved item against the original forecasted sustainment posture. Engineering services are necessary to ensure the Improved Item Replacement Program (IIRP) reliability and maintainability improvements will result in the projected savings; and to resolve any minor issues discovered during implementation impacting the system’s ability to meet performance specification requirements.

PRIMARY OBJECTIVES:

Basic Task Primary objectives for non-recurring engineering support activities include continuation of the Performance Tracking Program (PTP) and field level engineering support to resolve minor operational issues. The contractor shall support PTP efforts by collecting field data and

5 November 2019 generating draft documents that will be utilized to provide formal notification to HQ AFMC of program status/outcome, via AFMC Form 565 and updated/final economics analysis. The contractor shall also assist in the resolution of any minor operational issues discovered during the PTP by performing problem analysis, evaluation of minor design changes and improvements with the wheel and brake original manufacturer (OEM), and development of recommendations.

Any potential issues identified which would necessitate a Class 1 (i.e. major) design change are considered beyond the scope of this effort and would need to be resolved under a new engineering project. Under this scenario, the contractor support would only involve the initial problem analysis and development of recommendations.
