Preparation Instructions
I 0.1 Format: Scientific and Technical Reports may be in Contractor's Format. but all drafts and the Final Report for each requirement will be delivered in fully-modifiable Word format. including all text. tables, charts. and calculations. All draft revisions will be supplied in Word format with tracked-changes from all previous draft revisions until Final acceptance by the Government. Final Test Inspection Reports will also be delivered in PDF format. PDF of the Final Report will be the only copy with digital signatures.

Scientific and Technical Report(s) shall be submitted in accordance with the Integrated
Master Schedule (IMS). Report corrections to be delivered NL T 15 calendar days after receipt of Government comments.
Government comments will be provided NL T 30 calendar days after initial submittal. and
15 calendar days following revision updates.

Insert "Any and all electronic methods used to develop the EA will be delivered. with full functionality, upon demand to the Government with unlimited rights. This includes. but is not limited to, all algorithms.

All assumptions, justifications. methodologies. and sources used will also be provided. upon demand. with unlimited rights to the Government. Any and all documcmation outlined above may be required as EA attachments to provide suflicient documentation for EA Certification (Ref. AFl65-501, Para 1.6).
All reference documentation should be provided such that the EA is a standalone package of electronic documents and supporting data, calculations, and information that can be independently replicated. verified. and/or certified by an independent authority that is not familiar with the project.

Delete and replace with: "This section shall describe key assumptions. boundary conditions. and relationships and interdependencies necessary to demonstrate the methodology. logic. and process used to determine economic viability and recommendations contained in the EA. Key assumptions include fundamental data such as quantities. neet life-cycle data. operational data and usage rates. and liscal growth restraints. but are not limited to these basic boundary conditions. Key assumptions also encompass the process and decision points by which all data is manipulated, filtered. and prioritized to develop the underlying direction of the EA. This is different than "Methodology." outlined in Para
10.2.6, which is the actual calculations. processes. and validation of the EA framework itself."

Contractor must satisfy Government concerns/comments with no more than 2 revisions (i.e. I st drafi. 2nd drafi. Final revision accepted by
