I. Instructions to Offerors (Section L)

A. Proposals consist of a Statement of Work (SOW), and the offeror's labor category schedule (representing the price proposal).

B. The SOW will be incorporated into the contract and will become contractual requirements. Together, the SOW and Technical Approach are limited to 25 pages and should address the items in the Statement of Objectives (SOO) and shall capture all contractual requirements. Font shall be no smaller than Times

New Roman 12 point (font 9 acceptable, within reason for graphs and charts), with margins of at least one-inch. Table of Contents and cover pages are not included in the total page count.

C. All work necessary for the project will be broken out into labor allocations of man hours spent for each position (lead engineer, junior engineer, program manager, etc…). These labor allocations will normally be utilized to calculate the offeror's price response.

D. Past Performance: The offeror shall provide a description of recent and relevant contracts for the Prime Contractor, and if applicable any sub-contractors that will play a significant role in the offeror's approach. Include contract number, current

Government POC's, project name, task, dates of execution, and any specific emphasis the offeror decides to include.

Recent is defined as an effort that has been performed, in full, or in part, within the past six years preceding the solicitation date. Submit information on contracts that are recent and that you consider most relevant in demonstrating your ability to perform the proposed effort. Include rationale supporting your assertion of relevancy. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk.

The Contractor(s) shall clearly identify the workload breakdown between the

Prime Contractor and any applicable Subcontractor(s) for this effort. The evaluation team will evaluate the past performance for prime/sub(s) that the offeror submits based on the role that prime/sub(s) will actually perform on the contract. Submit your best and most relevant contracts. Limit your submission of contracts to not more than 3 contracts total, one page each.

Performance rating will be determined using all of the information the evaluation team gathers on your submitted contracts, both through CPARS, if such information is available, and/or by contacting and interviewing POC's for those prior contracts. Past performance information may also be obtained from any other sources available to the Government, to include, but not limited to the Past

Performance Information Retrieval System (PPIRS), Federal Awardee

Performance and Integrity Information System (FAPIIS), Electronic Subcontract

Reporting System (eSRS), or other databases. The Government also may use the

Defense Contract Management Agency, interviews with program managers, contracting officers, and fee determining officials.

E. Offerors are encouraged to direct questions to the Buyer if clarification on the

RFP is needed. Questions and responses will be provided to all offerors. Note that it is not expected that the proposal due date will be extended due to questions and answers, so it will be prudent for the contractor to develop its proposal in parallel with the question and answer process.
