1.0 INTRODUCTION
1.1 Purpose
The purpose of this effort is to provide the A-10 System Program Office (SPO) with Commercial Off the Shelf (COTS) Teamcenter/NX software and training that will give us the ability to create and modify 3D drawings and provide configuration management support for the A-10 Wing Replacement Program throughout its lifecycle.
1.2 Scope
The government needs to purchase 17 new software licenses, 6 Teamcenter/NX training classes and 765 annual software license updates that currently expire on 30 June 2015. In addition, there will be options to renew these same software license updates in FY16, FY17, FY18 and FY19.
1.3 Background
The A-10 aircraft is a 30 year old aircraft designed specifically for close air support of ground forces. It was designed in the 1970s with that era’s drafting and manufacturing techniques. To extend the serviceable life of this aircraft, the A-10 Wing Replacement Program was established to modify existing aircraft with new wings. Under this Acquisition Category (ACAT) II program, 3D CAD models were created to use for design and manufacturing to reduce program costs, increase quality and provide for improved manufacturing techniques. This was accomplished by improving the engineering definition and through the reuse of data not previously available in the 1970s.
The A-10 SPO, as the Engineering Authority for the A-10, must have the ability to create, modify and sustain all engineering data pertaining to the A-10 and A-10 WRP. Therefore, the A-10 SPO must also have the capability to recreate or, modify drawings for any subsequent changes to the data once delivered to the A-10 SPO. This data will be delivered under an existing contract.
2.0 CONTRACTOR / REQUIREMENTS
The contractor shall deliver the COTS software, software renewals and provide the identified training to the A-10 SPO. This software and training is needed to support the continued sustainment of the A-10 aircraft at Hill AFB, UT beyond the A-10 WRP. The contractor shall deliver the COTS Teamcenter software annual renewals identified below.

2.7 Teamcenter Training Package 1
The contractor shall conduct two Using Teamcenter Training classes for 24 students (12 each class) to be conducted at a facility at Hill AFB, UT and coordinated through A-10 Program Management. Contractor shall conduct the classes within 180 days of contract award and the government will provide their own laptops. The contractor will travel at their own expense.
2.8 Teamcenter Training Package 2
The contractor shall deliver 2 Essential for NX Designers Training classes for 24 Students (12 each class) to be conducted at Hill AFB, UT and coordinated through A-10 Program Management. Contractor shall conduct the classes within 180 days of contract award and the government will provide their own laptops.
The contractor will travel at their own expense.
2.9 Teamcenter Training Package 3
The contractor shall deliver 1 Application and Data Model Administration Training class to be conducted at Hill AFB, UT and coordinated through A-10 Program Management. Contractor shall conduct the classes within 180 days of contract award and the government will provide their own laptops. The contractor will travel at their own expense.
2.10 Teamcenter Training Package 4
The contractor shall deliver 1 ITK and NX Open Training class to be conducted at Hill AFB, UT and coordinated through A-10 Program Management. 3.0 PERIOD OF PERFORMANCE AND DELIVERY SCHEDULE
3.1 Period of Performance
The period of performance for this contract will be five years “One Base year plus 4 Options” if all 4 options are exercised.
3.2 Single Manage
The contractor shall establish a single manager having authority and responsibility for the overall effort. The intent of the single manager is to give the Government a single point of contact to avoid possible duplication of effort from multiple tasks. Individual task managers reporting to the single manager may be designated by the contractor. The Government points of contact are the Government Program Manager and the Contracting Officer.
4.0 SPECIAL CONSIDERATIONS
4.1 Security
Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems. All requests for information shall be forwarded to the SPO WRP Engineering staff.
4.2 Access to Facilities and Property
Access to Government facilities is limited. Therefore, the Contractor shall coordinate required access/usage times and dates through the government Program Manager engineering at least fifteen working days prior to the need date. Control of the facilities shall remain with the Government.
The contractor will coordinate with Government Program Manager for any IT requirements needed to upload their software on the government system.
4.3 Government Program and Contract Management
4.3.1 Government Program Management
The SPO will provide a Government Program Manager for this contract.
4.3.2 Government Contract Management
Responsibility for contracting activities rests solely with the Government Contracting Officer. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that will affect the scope, schedule, or price of the program covered by this PWS, shall be acted upon by the contractor unless specifically approved by the Government Contracting Officer.
5.0 TRAVEL REQUIREMENTS
If travel is required, contractor shall build any necessary travel into their proposal.
