JUSTIFICATION FOR OTHER
THAN FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY:
United States Air Force

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED:
A. Upon approval to use other than full and open competitive procedures, the Air Force will issue a contract to procure the Teamcenter/NX suite of Product Lifecycle Management software annual license renewals, initial licenses and training used by the A-10 program office for sustainment of the A-10 enhanced wing.
B. The A-10 SPO uses NX Computer Aided Design (CAD) software to create and modify all three dimensional (3D) data. Teamcenter is a Product Lifecycle Management (PLM) Software tool to store, access, and modify the A-10 engineering Technical Data Package (TDP). Per Wing Replacement Program (WRP) contract requirements, the contractor nightly synchronizes their Teamcenter database with the A-10 Teamcenter database for all released TDP changes; the WRP contract is a $2B effort that puts new wings on the A-10 aircraft and is scheduled to end in September of 2016. Presently, Supply Chain Management is in process of purchasing additional A-10 wings from the contractor that would extend the need for this requirement until 2020. In addition to the WRP contract a separate delivery order under the Thunderbolt Lifecycle Program Support (TLPS) contract has been awarded. The contractor for this delivery order is required to update the TDPs, create 3D models, migrate Weapon System Management Toolset (WSMT) data, and link historical air worthiness documents to the A-10 tail numbered configurations in the A-10 Teamcenter database. These contracts have a cumulative value of $12.5M with periods of performance through 2018. Both contract efforts above specifically address the USAF requirement to sustain the A-10 fleet out to 2030 and correct configuration control deficiencies identified by the Aircraft Structural Improvement Program (ASIP). Because the A-10 SPO does not have an OEM on contract to maintain the TDP, air worthiness designation, or depot induction decisions, SPO Engineering uses Teamcenter to ensure that Air Force (AF), ANG, and the Reserves have readily available verified and validated data at the best value to the AF.
C. Contract Type and Structure: This will be a definitive supply contract to procure Teamcenter/NX licenses and license renewals with an anticipated firm-fixed pricing (FFP) arrangement with a base plus four option years. The base period will be for the purchase of 765 annual software license updates that currently expire on 30 June 2015 and 6 Teamcenter/NX training classes. The option years will be used to renew these same software license updates in FY16, FY17, FY18 and FY19. There will be an additional CLIN to purchase 17 new software licenses and an option to purchase the 17 software license updates. The period of performance
(PoP) for this contract will be a (1) year base in FY15, with four (4) one (1) year options for FY16, FY17, FY18 and FY19.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED MEETING THE
AGENCY’S NEEDS:
A. Teamcenter/NX is a suite of product lifecycle management (PLM) computer software and 3D modeling applications that enables the A-10 SPO to develop a proactive System Management Plan that can be used to ensure flight safety and economic operation through the continued operational life of the aircraft. The product is also utilized in the development to of a data management process with the ability to identify aircraft requiring component inspection/repair or replacement due to usage severity. This capability will become a critical element of continued operation in order to support the component swaps and replacements necessary to realize operation through 2030.
B. The A-10 WRP is an acquisition of 242 A-10 Enhanced Wing Assemblies (EWA) to replace the legacy A-10 wings on the Wing Replace Production Contract. The Government uses Teamcenter and NX software for 3D modeling and configuration control (CM) of the enhanced wing and has been using this software for eight years. This acquisition is to purchase additional Teamcenter licenses and renewals through 30 Jun 2020. In addition to the Teamcenter license and annual updates the Government is purchasing training classes on the software to ensure engineers are proficient with the software.
B. The following is a list of product numbers and items required to support the A-10 Teamcenter effort.

D. Total estimated cost (including options) for this requirement is $1.743M. The Government estimate is based on historical costs and market information.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF AUTHORITY CITED
ABOVE (APPLICABILITY OF AUTHORITY):
A. The Teamcenter/NX Suite of Product Lifecycle Management software acquisition was originally sole sourced to Siemens Government Services in 2007. This software was and is currently required by the WRP engineering team to have access to the 3-D modeling developed by the prime contractor (Boeing) for the new A-10 Wings. The current Teamcenter database has proven to be a critical tool for SPO engineers, equipment specialists, and supply chain management personnel. The original market research for the WRP in 2006, and subsequent renewal points, continues to confirm that there are no suitable substitutes available to link and manage all aspects of the A-10 WRP Technical Data Package (TDP), support Weapons System Management Toolset (WSMT) migration, and the pending AFMC/A4 Product Lifecycle Management Initiatives (PLMi) weapon system data consolidation.
B. If the A-10 SPO was not able to continue using Teamcenter/NX, we would not only lose configuration control of the aircraft TDP, but we would also be exposed to contractual defaults on the WRP contract (FA8202-07-D-0004) for synchronization of data deliverables. Boeing will release approximately 6800 3D parts reports for the new A-10 Wing. These part reports are essential to satisfying the mission requirements to support the A-10 (EWA) created under the A- 10 WRP and the A-10 throughout its lifecycle. The A-10 SPO, as the Engineering Authority (EA) for the A-10, must be able to modify and update (maintain) the new and existing 3D Part Reports and the Teamcenter/NX PLM Software products are the only PLM software available that can meet the requirement. Under the A-10 WRP, over 10,000 part reports have been generated to define the 3D technical data packages for the EWA. Teamcenter/NX is able to provide a single source of product and process knowledge that can manage and provide seamless access to all weapons systems related designs, parts, documents and requirements. The software suite contains tools such as management of multiple CAD tools and formats, authoring coordination, and version and revision control. These capabilities are critical functionalities that no other known contractor can provide.
C. Due to the success of the Teamcenter software on the WRP the A-10 Program Office has expanded the use of the software to complete configuration control of the entire platform. With the elimination of an A-10 prime integrator the Teamcenter/NX software is needed for data management by engineering, supply chain personnel, crew chiefs, and various other personnel required to support the aircraft. If the program office was to implement a new database software at this point it would require significant time and effort to convert thousands of drawings into the new system, the drawings would be unavailable during the transition period, and A-10 engineering would not have the tools or critical drawings necessary to support critical 107’s issued by units deployed in combat. In addition to being unable to provide engineering support or upgrades, implementing new software would incur substantial duplication of costs on the program office. Even if a new software database was implemented, the requirement for annual updates and software maintenance identical to the current contract would not be eliminated. The cost of renewing the Teamcenter licenses is approximately 20 percent of the cost of purchasing new Teamcenter licenses or any remotely compatible Product Lifecycle Management software.
Additional costs for integrating A-10 Configuration Management into another contractors PLM product would be greater than $20M and would cause delays of 3 to 5 years to the A-10 PLMi process. In order to eliminate the costs of annual renewals and updates the government would have to organically develop, write, and sustain a brand new software. The personnel and financial resources to complete this requirement are prohibitive within the current A-10 budget.
VI. DESCRIPTION OR EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE:
A. Sources Sought Synopsis: A sources sought (FA8202-15R-1005) synopsis was posted on FedBizOpps (FBO) IAW FAR 5.201 on 19 Dec 2014 ending on 8 Jan 2015:
“This market survey is being conducted to identify potential sources capable of supplying Teamcenter/NX renewal licenses for the 765 Teamcenter/NX software licenses currently owned by the A-10 Wing Replacement program. The government is using Teamcenter/NX software for 3D modeling and configuration control (CM) of the enhanced wing. This request is to provide Teamcenter/NX licenses and renewals through 30 JUN 2020.”
There were no responses of any additional sources capable to provide the required Teamcenter/NX software, annual license renewals and training prior to the deadline for responses.
B. On 2 Feb 2015, after the initial sources sought had closed, contacted the Contracting Officer and expressed interest in the Sources Sought. After discussions between the government IPT and , it was determined that they could not meet the government’s requirement since they were not authorized to sell Teamcenter/NX to the government.
C. As this is a commercial requirement, a synopsis has been posted on FEDBIZOPPS as a notice of contract action IAW FAR 5.201 and 12.603.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. The Contracting Officer will comply with the procedures and criteria contained in Federal Acquisition Regulation (FAR) under Part 30 - Cost Accounting Standards, Part 31 - Contract Cost Principles and Procedures, Subparts 15.4 - Contract Pricing; to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. If required, the contracting office will obtain certified cost and pricing data IAW FAR Subpart 15.403. The final step is to include the Price Negotiation Memorandum (PNM). This detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.
There are two previously awarded contracts (FA8202-11-M-0002 and FA8201-14-M-0005) that the period of performance ends on 30 Jun 15 that identified cost of all current software purchased by the A-10 SPO.
VIII. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS,
OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED:
MARKET AVAILABILITY
As described in section VI above, market research IAW FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. A sources sought (FA8202-15-R-1005) synopsis was issued on FedBizOpps (FBO) IAW FAR 5.201 on 19 Dec 2014 ending on 8 Jan 2015 with no responses of any additional sources capable to provide the required Teamcenter software, annual license renewals and training.
The Teamcenter/NX software products used by the A-10 SPO are Commercial Off The Shelf (COTS) applications sold to the government.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION:
The A-10 SPO has been utilizing the Teamcenter/NX software since 2008 for A-10 Wing Replacement Configuration Management.
