FA8201-23-Q-0017 Hardside Expandable Small Air Mobile Shelter (HESAMS) 18 July 2023

(i) This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued.

(ii) Solicitation Number: FA8201-23-Q-0017

This solicitation is issued as a request for quotation (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04, 2 June 2023.

(iv) Full and Open. North American Size Standard (NAICS) 332311., 750 employees. Product Service Code (PSC) 5410.

(v) Description of item(s) to be acquired: Hardside Expandable Small Air Mobile Shelter (HESAMS), product number 58205022A07. See CLIN description below.

(vi) This is a Brand Name requirement. Brand Name Justification is attached.

(vii) Contract Line Items (CLINs), Performance dates and place of performance:

CLIN 0001

Manufacturer Name: AAR Manufacturing Inc., dba AAR Mobility Systems Manufacturer's Name for Product: ASSY Hardside Expandable Small Air Mobile Shelter (HESAMS) w/ Cipher Lock Product Part Number: 58205022A07 Delivery Date: On or Before 180 days after receipt of order (ARO).

Delivery Location: 7274 Wardleigh Road, Building 5 Hill Air Force Base, Utah 84056 Quantity / Unit of Issue of Product: Two (2) Each

Salient features of example item:

The SAPF required must contain the following characteristics.

-Lightweight (under 5K lbs).

-Occupies a single pallet position on a 463L cargo system.

-Provides a minimum of 160 sq ft when expanded and offers a functional workspace when not expanded.

-Can be air, rail, and ground transported.

-4-way forklift-able.

-Able to be set up by no more than 2 people in 15 minutes.

-Has an embedded Cipher lock for added physical security.

-Has ample room to brief up to 6 pilots while accommodating 2 mission planners and 2 intelligence personnel.

-Can be moved with casters or a tow bar.

-Can be utilized without the sides expanded.

-Must be able to operate at the SCI and SAP security levels

- TAA compliant.

All questions regarding this solicitation are to be emailed to both contract specialist quinn.walsh.2@us.af.mil and contracting officer dawn.schmidt.1@us.af.mil and must be received NLT 20 July 2023.

(ix) Estimated date of award is NLT 27 July 2023. Quotes are required to remain current for 30 days to allow time for award.

(xvii) 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition.

1. The following addenda replaces 52.212-1 in its entirety.

Provide Cage code when submitting quote.

Late submissions of offers will be processed in accordance with FAR 52.212-1(f) “Late submissions, modifications, revisions, and withdrawals of offers.”

The Government intends to award a Firm Fixed Price contract for this requirement. However, the Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

2. Offerors shall input prices for CLIN 0001

The unit prices needs to include all costs including labor, materials, supplies, transportation, freight, and delivery costs.

(xviii) 52.212-2, Evaluation-Commercial Products and Commercial Services applies to this acquisition.

The following addenda replaces 52.212-2 in its entirety.

(a) Unless the requirement is cancelled, the Government will award a contract resulting from this request for quote to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers using Lowest Price Technically Acceptable (LPTA) procedures.

FACTORS

(i) Price

Offerors shall input prices for CLIN 0001 in accordance with 52.212-1 Instructions. A no bid or an omitted price may result in an incomplete, unacceptable quote.

A price evaluation will be performed for all offerors and quotes will be ranked from lowest to highest price based on Total Evaluated Price (TEP). The TEP is the total of CLIN 0001.

Award will be made to the new lowest quote, with the lowest TEP.

IAW 25.105(c) Determining reasonableness of cost, the price of the domestic offer is reasonable if it does not exceed the evaluated price of the low offer after addition of the 50 percent evaluation factor. (See evaluation procedures at subpart 25.5.)

The TEP is for evaluation purposes only; however, the TOTAL ESTIMATED FIRM FIXED PRICE (FFP) for CLIN 0001 is contractually binding and is used for the award.

Cost or Pricing Data. In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided IAW FAR 15.403-5, Instructions for Submission of Certified Cost or Pricing Data and Data other than Certified Cost or Pricing Data. If, after receipt of quotes, the PCO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1, Prohibition on Obtaining Certified Cost or Pricing Data (10 U.S.C. 2306a and 41 U.S.C. 254b) apply, the offeror shall be required to submit additional cost or pricing data.

(ii) Technical

A technical evaluation will be performed beginning with the lowest priced offeror based on

TEP.

A minimum of the two lowest priced offers based on TEP will be evaluated, unless fewer than two offers are received.

If the lowest price offeror based on TEP is technically acceptable and meets all other requirements of this RFQ, award will be made to that offeror.

If the lowest price offeror based on TEP is not technically acceptable, evaluations may continue and award to the next lowest priced technically acceptable offeror or set a competitive range that may include some or all of the offerors.

A decision on the technical acceptability of the two lowest priced quotes will be made.

Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price.

It is possible that higher priced offers will not be evaluated for technical acceptability.

(iii) Past Performance

IAW FAR 15.304(c)(3)(iii) the contracting officer has determined that past performance is not an appropriate factor for this acquisition and the past performance evaluation is waived.

Relative Order of Importance of Factors and Subfactors. IAW 15.304(e)(3) all evaluation factors, other than cost or price, when combined, are significantly less important than cost or price.

(b) Options. This effort does not require options.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

This effort is subject to FAR 52.232-18 Availability of funds "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
