STATEMENT OF WORK
HILL AFB ENTRY CONTROL POINT CAMERA INSTALLATION
1. The contractor shall provide ALL materials, labor, equipment, testing, transportation, and supervision to accomplish the following scope of work unless otherwise indicated.
2. The contractor shall be in compliance with manufacturer's written instruction, applicable standards/specifications and in accordance with recognized industry practices. Personnel involved shall be certified in the installation of telecommunications, cabling and distribution systems.
Contract personnel shall provide adequate proof of skills upon request. Contractor shall select subcontractor(s) with demonstrated successful past performance in copper and fiber optic cable installation.
3. The Contractor shall provide appropriate safety measures and daily cleanup at the end of the day.
4. All communication work shall comply with the following communication regulations:
4.1 Unified Facilities Criteria (UFC) UFC-3-580-01, Telecommunication Building Cabling Systems Planning and Design dated 01 Jun 2016.
A copy of the regulations will be provided to the contractors upon request.
5. The point of contact for this project is SSgt Luke Sitzman, 75 SFS/S5E, (W) 801-777-5532.
The point of contact for SCXP is Robert Richardson, 75 ABW/SCXP, (W) 801-589-5961.
6. Delivery is 42 days After Reciept of Order.
HAFB ECP Scope of Work
Task 1. Cameras
1.0. South Gate: Contractor shall install (5) each Pan Tilt Zoom (PTZ) cameras, provided by
75 SFS/S5E at the intersection of South Gate Drive and Balmer St. One each facing North on Northbound traffic side, North on Southbound traffic Side, East, West, and South on Southbound traffic side.
1.1. Additionally, contractor shall provide and install (8) fixed cameras, each to be installed on the overhang at Bldg. 541. (4) Will be facing South and (4) facing North and be positioned over each lane of traffic to view drivers and rear-facing license plates.
1.2. 75 SFS/S5E, ESS NCOIC will provide (5) Axis Q6055-E for use at the South Gate.
1.2.1. Contractor will provide all brackets, mounts and other equipment required for installation.
2.0. West Gate: Contractor shall provide and install (2) each Pan Tilt Zoom (PTZ) cameras at the intersection of Wardleigh Rd. and M. Ave. (1) facing North and (1) facing South.
2.1. Additionally, contractor shall provide and install (6) fixed cameras, each to be installed on the overhang between Bldg. 1298 and 1299. (3) Will be facing South and (3) facing North and be positioned over each lane of traffic to view drivers and rear-facing license plates.
3.0. Roy Gate: Contractor shall provide and install (1) Pan Tilt Zoom (PTZ) camera located on a light pole near the South-East corner of the Roy Gate inspection area and be facing south.
3.1. Additionally, contractor shall provide and install (4) fixed cameras, each to be installed on the overhang at Bldg. 1964. (2) Will be facing South and (2) facing North and be positioned over each lane of traffic to view drivers and rear-facing license plates. (1) Fixed camera will be positioned on the North-West region of bldg. 1964W and be capable of viewing commercial vehicle drivers
4.0. Roy Gate cont: Contractor shall provide and install (1) Pan Tilt Zoom (PTZ) camera located on the South end of the Roy Gate inspection area and facing South with the capability to view the parking area to the south-west.
4.1. Additionally, contractor shall provide and install (1) fixed camera at the magazine gate, inside the base perimeter fence and facing east to view the rear license plates of vehicles.
5.0. East Gate: Contractor shall provide and install (2) Pan Tilt Zoom (PTZ) camera located at the East Gate, (1) facing East, and (1) facing West.
5.1. Additionally, contractor shall provide and install (4) fixed camera at the gate to view drivers and rear license plates of vehicles.
6.0. Contractor shall provide and install camera mounting brackets and hardware to secure the cameras.
7.0. Contractor shall only provide cameras that meet the Air Force Mandate. Please see Attachment 1 below.
8.0. Specifications:
8.1. Provided and installed PTZ cameras must have at minimum:
8.1.1. High Definition (1080p) picture quality.
8.1.2. Auto day/night viewing with 360 degree visibility
8.1.3. Outdoor ready
8.1.4. 28x optical zoom lens and 12x digital zoom.
8.2. Provided and installed Fixed cameras must have at minimum:
8.2.1. High Definition (1080p) picture quality.
8.2.2. Auto day/night viewing
8.2.3. Outdoor ready
Task 2. CAT 6 Cable
2.0. Contractor shall provide, install, terminate, test, and label exterior rated green CAT 6 cabling to each camera.
2.1. Cables shall be terminated in a 4 port faceplate with green RJ45 connectors. Contractor shall submit a product submittal for approval to the 75 ABW/SCXP prior to purchasing the outdoor CAT 6 cable.
Task 3. Monitoring
3.0. Contractor shall purchase, install, and test Ocularis licenses for each camera and collaborate with base comm to integrate installed cameras to software.
Task 4. Labeling
4.0. Contractor shall coordinate cable designations with the 75 ABW/SCXP project manager prior to labeling the newly installed cables.
Task 5. Tests
5.0. Contractor shall provide bi-directional test cable loss tests.
Task 6. As Built Drawings
6.0. Contractor shall provide as built, provide butterfly and site drawings at the completion of the project before final acceptance and payment by the government.
Task 7. Asbestos Survey
7.0. Government shall post required Asbestos and Lead Base Paint surveys on the site prior to starting the project and shall maintain on site until the project is completed.
Work Hours
Work shall be completed after duty hours 1700 M-F in order to minimize traffic delays and SFS mission.
Base Access
No escorts are available, so contractor will need to provide 75 ABW/SCXP project manager a list of personnel that will be working on this project so they may get a back ground check and issued base passes NLT 7 days prior to job start.
Warranty
The contractor shall provide a minimum one (1) year warranty for all cable and associated hardware installed under this statement of work. Warranty coverage commences upon completion of the final acceptance.
OPSEC Contract Addendum
All contractors, subcontractors, their employees, associates, and consultants who have access to critical information must comply with Air Force Instruction (AFI) 10-701, Operations Security (OPSEC), and applicable local guidance. OPSEC is a systematic means of identifying and protecting information which an adversary could use against the interests of the US. The critical information list (CIL) identifies sensitive information which requires protection. Counter-measures (CM), sometimes called OPSEC measures (OM), are control standards with which all personnel must comply in order to protect critical information.
Responsibilities:
Prior to bid the contractor is advised to assess program requirements via AFI 10-701. Due to sensitivity the following cannot be provided prior to contract award: The sponsor must provide or approve OPSEC training curriculum for use by the contractor. Training must include awareness topics, CIL, CM/OM, threat/vulnerability, awareness of family/friends, and disciplinary action for non-compliance. The following will be provided (if not included in provided training materials):
CIL, CM/OM, adversarial collection threat, OPSEC guidance (AFI 10-701 and applicable local guidance) specifically as it applies to the sponsor’s organization, mission, and the contract.
The contractor must identify personnel who will have access to critical information and ensure they have completed required OPSEC training in accordance with AFI 10-701, Chapter 5, prior to allowing access to critical information. The contractor will provide or ensure personnel addend Government supplied training as approved or provided by the sponsor. The contractor may create or adapt OPSEC training to be used in lieu of sponsor provided training, as long as it is reviewed and approved by the sponsor. The contractor may request approval from the sponsor to streamline refresher training by removing awareness topics in accordance with AFI 10-701, paragraphs 5.2.1 and 5.2.2 (only personnel for which a record exists indicating they have been trained on OPSEC awareness at some previous point in their career), organizational and contract specific training must be continued in accordance with AFI 10-701, paragraphs 5.2.3 and 5.2.4. The contractor must track OPSEC training statistics to include total number of personnel with access to critical information, a list of their names, when each individual received the required OPSEC training, and when annual refresher training is due. Training statistics must be forwarded to sponsor’s OPSEC program manager or coordinator quarterly. Training must be provided before personnel are allowed access to critical information. The contractor must ensure all personnel comply with OPSEC standards and practices as trained. Training may require modifications based on updates to critical information, CM/OM, intelligence threat, or other fundamental changes to the OPSEC program. Prior to seeking approval through Hill AFB Public Affairs, any information to be released outside of official U.S. Government channels, via any media, must be coordinated through an OPSEC review by Mr. Carl Bortz, 75 ABW/SCPL, OPSEC program manager. All personnel must promptly report OPSEC related incidents, issues, and concerns to Mr. Carl Bortz, 75 ABW/SCPL, OPSEC program manager, 801-586-2480.
