MEMORANDUM FOR: AFMC OL H/PZIOC

FROM: 75 CES/SABER

SUBJECT: Building 228 RFI Questions and Answers

1. Will soil sampling be required at pipe locations that are going to be closed?

Answer: No, unless soil will be removed from the site and disposed off-Base.

2. Whose responsibility is it to file the closure plan and notice? Contractor or Base Environmental?

Answer: There is no Closure Plan nor Closure Notice required in the SOW. 10.3 of SOW provides a link to required Utah DEQ Underground Storage Tank Installation Notification Form. The Contractor should complete the form and provide directly to DERR. A copy of the completed form (.pdf) should be provided to 75 CEG/CEIE via xxxx at the time it is submitted to DERR. Note: By rule, the form needs to be submitted within 30 days of the completion of work (R311-203-2); however, removal of the Red Tags may be contingent on receipt of this form by DERR so it should be submitted as quickly as possible upon completion of the work.

3. For the stainless pipe welding will we need to follow the UFC 3-460.01 and have continuous inspection and/or x-ray?

Answer: Where there’s going to be minimal welding, will be okay for one or two days as needed, wouldn’t need to be here for the length of the project. Yes, IAW the Government SOW, please follow UFC 3-460.01.

4. Confirm that the contractor is to provide the electrical per the SOW. The line leak detector is mechanical and cannot be electrical due to the length of pipe. As such there is no electrical needed on the project. There is also no Veeder-Root modifications needed since the line leak detector is mechanical as well.

Answer: Offerors need to provide a proposal for a functional and working detector in the sump, upon completion of the task order award. If electrical and/or Veeder-Root modifications are not required, then please submit proposal as such.

5. After reviewing this project we anticipate that the overfill valve will need to be a remote-fill style, because it will dump into a "tee" above the man way cover of the north tank. Is this what the government is wanting?

Answer: It was discussed during the Offerors site walk, to reuse existing overfill protection that is already there, not sure what the tee is on top of north tank is for? Mr. Randall Judd mentioned at the site walk, that there isn’t a fill tube installed in the north tank. Offerors shall ensure fill tube is correctly installed and re-use existing high level shutoff valve.

6. Pea-gravel backfill needs to be used to meet the tank sump MFG. recommended practices to maintain warranty. So there will be no way to test compaction as requested in the SOW. Does the government understand this is the way in which the contractor will be required to proceed?

Answer: The Government does understand what is required and recommend following the Manufactures recommendation. The compaction requirements outlined in Sections 7.0, 8.0 and 9.0 are if needed, i.e. if Offerors need to excavate surrounding asphalt and/or concrete to access the sump, then the Offerors need to follow these sections.

7. When are questions due?

Answer: Questions were RFQ were due by January 31, 2018.

8. When is the bid due date?

Answer: Request for Quote Due Date is February 2, 2018.

9. Will bids be acceptable through email or do they need to be submitted by hardcopy?

Answer: Bids will be accepted through email.
