II. Nature and/or description of the action being processed.

Upon approval to use other than full and open competition procedures, the Air Force will issue a sole source contract to purchase the Robbins-Gioia JCAT2020™ Annual License Subscription and Annual Maintenance. A Firm Fixed Price (FFP) contract is anticipated.

III. Description of supplies/services required to meet agency needs.

The Programmed Depot Maintenance Scheduling System (PDMSS) Web provides maintenance organizations a quick Web-based access to all maintenance data maintained within the AFMC Headquarters Legacy Systems. The PDMSS Web provides real-time access to Major End Item (Aircraft, Missile, Tractor, Trailer, etc.) production status. The Depot Resource and Forecasting Tool (DRAFT) portion of the PDMSS system uses the Robbins-Gioia proprietary software to interface with external government systems to pull maintenance scheduling data. The Robbins-Gioia software that is currently in use is no longer supported and to meet mandated AFNET network security requirements we must upgrade our existing system to the Robbins-Gioia JCAT2020 software.

6.302-1(c), 41 U.S.C. 1901 (a)(2), as implemented by FAR 13.501(a) Sole Source (including Brand Name) Acquisitions.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The DRAFT portion of the PDMSS system is hosted on the Hill Enterprise Data Center (HEDC) and is required for the maintenance organizations to perform their forecasting and scheduling maintenance. The initial DRAFT tool was developed by Robbins-Gioia using their proprietary CAT II 4th Generation Language (4GL) software which has reached its end of life.

Robbins-Gioia has developed the JCAT2020 software to replace the CAT II 4GL software that is currently used on the DRAFT system. Robbins-Gioia is the only source that sells their JCAT2020 software and maintenance plans, therefore there is no other vendor who can provide this required software and maintenance.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

As per reasons in section V, there are no other sources for this specific requirement.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The results of the market research were nil determining there were no other sources capable of satisfying the agency's requirements. Multiple vendors were researched however, none of them can provide the software and maintenance for the JCAT2020 software. As described above, in accordance with FAR Part 10, market research was conducted to determine if there were sources capable of satisfying the agency's requirement. It was determined there were no alternate sources.

X. List of sources, if any, that expressed interest in the acquisition.

None

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

In an effort to remove or overcome barriers to competition in the future, the market will be scanned frequently for new products that could satisfy the government's requirement. When possible, the government will make future requirement descriptions suitable for full and open competition. The PM/ Customer will continue to work with and obtain information from the Air Force, knowledgeable individuals in the industry, review available online product literature published by manufacturers, and the commercial marketplace for new and emerging products that could satisfy the government's requirements.
