STATEMENT OF WORK
FOR
TEMPORARY CONTAINER SHELTER ROOF INSTALLATION
AT
DUGWAY PROVING GROUND, UTAH
UTAH TEST AND TRAINING RANGE
PROJECT SCOPE: Contractor shall provide and construct a temporary roof for an expedient shelter at
Dugway Proving Ground, Utah at the following coordinates:
40° 20'22.46" N, 113° 4'47.70" W
The site is accessible by paved road and a short section of dirt road. The roads are negotiable by tractor trailer. The temporary shelter roof will cover a space 80 feet x 40 feet. The walls are presently constructed of eight shipping containers, four on each side stacked two high, welded together. The structure will have a fabric roof stretched over a metal framework. The frame work must be aluminum or galvanized steel and require no maintenance. The fabric cover must be PVC Vinyl or other plastic polymer and be waterproof, treated for UV exposure and able to withstand exposure to high wind, dust, rain and snow. Metal roofs are unacceptable for this function due to the temporary nature of this structure, safety concerns and environmental factors in the area. Roof Pitch must be sufficient to prevent accumulation of snow and ice.
The roof support frame work will support hanging loads sufficient to install lighting. The contractor shall provide and install light fixtures sufficient to provide not less than an average of 50 foot-candles throughout the covered area at ground level. The lighting will be wired back to a central spider box and will be 120V AC.
Construction shall be done on site at Dugway at the above referenced site. The contractor shall provide all necessary labor, utilities, tools and equipment to complete the requirements of this Statement of
Work. Laborers who perform this installation are required only to be escorted on the installation. The government will provide escorts to complete this work. Timing of this project is critical. The contractor shall have materials and equipment delivered to the site no later than 23 Sept 2016 and the installation must be complete by 30 Sept 2016. All necessary equipment such as rental generators and welders will be pre-staged prior to the arrival of the installation team. The government will assist the contractor by coordinating the delivery of materials and equipment to the site. The contractor shall provide the full name, date of birth, driver’s license number and driver’s license state of issue not less than 10 federal working days in advance of arrival for the purposes of obtaining clearances on the installation. The contractor shall plan on personnel staying in hotels in Tooele, Utah and commuting to and from the site daily. The contractor shall be responsible for travel, hotel and rental car arrangements. The contractor may work between the hours of 7:00AM and dusk on the first day on site (to obtain security passes) and
6:00 AM and dusk the remaining days.
The contractor shall be responsible for site cleanup and consolidating all construction debris into an organized pile of recyclables and trash. Contractor will not be responsible for removal of construction debris. The contractor shall not generate hazardous waste as part of this project. Any chemical products such as adhesives and cleaning agents must be approved by the contracting officer prior to commencement of work.
