Single Source Justification (Simplified Acquisition)

Provide Cover for Temporary Container Shelter

Section B: Description of the Supplies/Services Required
We require American Covers Inc. to provide and install a temporary shelter cover to be used between existing shipping containers. The cover will be 80' x 40' and must be fabric, not metal. The contractor will provide and install the cover at an existing shelter at Wig Pit, Dugway, Utah. This sole source justification applies to the temporary fabric covering and structure ONLY.
Section C: Justification for Soliciting from a Single Source
Currently, we require this cover for specific testing that will occur on the range in Oct. 2016. These activities require coverage for security and maintenance activity reasons. The cover must be made of fabric due to safety concerns regarding the high wind potential. Because personnel will be working under the cover, if it fails, poses less of a danger to the personnel under it than a metal cover. Additionally, this structure is temporary in nature, assembled during the test program using existing materials to help support it. Finally, the use of a metal structure implies the creation of a real property facility which is not the intent. This structure will be taken down and stored after the completion of the testing period.
Section D: Efforts to Obtain Competition
Extensive market research was done to find either an existing GSA or DLA contract to provide this cover requirement. Further commercial market research was done in an attempt to compete vendors. There are several vendors that provide either metal roofs or fabric tents. We however, require only the fabric (overhead portion) cover, nothing else. There is only one vendor in the US, American Covers Inc. that provides fabric covers specifically for this purpose. American Covers Inc. is the only vendor that can meet our time frame to provide this cover to be in place no later than 1 Oct. 2016. Alternative methods of operation and methods to cover were investigated with the least cost to the taxpayer being the fabric cover that utilizes our existing materials.
Section E: Steps to Preclude Future Single Source Awards
This test customer has a particularly unique requirement, with a short time line, at a location in a remote part of the UTTR South range.
To prevent future single source awards, we will continue to research options for providing similar capabilities. UTTR will develop capabilities to provide a temporary overhead cover that is stored and setup on an as needed basis through in house efforts. This particular cover will become the property of the test customer (they are providing the funding). This customer will be required to reuse this cover with future requirements. Additionally, we will encourage this vendor to pursue becoming a GSA vendor and making their product available through GSA as most of their components fall below the GSA threshold.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
