1. Per the March 2013 RFP FA8201-13-R-0006 for STARBASE Services at Hill AFB, the resulting contract was to be subject to the Service Contract Act. Can the government please confirm whether this follow on contract resulting from RFP FA8201-14-R-Starbase will also be subject to the Service Contract Act.

The new requirement is exempt from the Service Contract Act as the requirement is considered primarily professional services.

2. How many STARBASE Teachers (Program Instructors) are currently supporting the STARBASE Academy?

Currently four Program Instructors support the program. The Teaching Assistant is an unfunded requirement that may be exercised at a later date at the option of the government. It must be priced for evaluation purposes. The PWS has been updated and restated in it’s entirety.

3. Can the government please specify the number of Full Time Equivalent STARBASE Teachers (Program Instructors) required under CLIN 0003 - Starbase Teachers and equivalent CLINs for the option periods?

Two program instructors are required in each classroom. Four teachers are required for this requirement (two per classroom) (Reference Department of Defense Instruction (DoDI) 1025.7 Enclosure 2 Academy Manning Model).

4. Can the government please indicate if Not to Exceed (NTE) pricing for CLIN 0004 - Starbase Travel should be included in offeror's price proposals, and if so, what NTE amount should be used for the base and each option period.

No. There is no NTE associated with this CLIN.

Any travel associated with CLIN 0004 and associated Option CLINS is at cost. The cost is to be determined (TBD) at the time of travel. The travel CLIN is meant to cover any ancillary needs (i.e. training) that may come up during the course of the performance of the contract. Any travel would need to be negotiated and approved by the Hill AFB Contracting Directorate on an as needed basis. As an “at cost” item it should not affect the pricing of the requirement.

5. Can the government please confirm that an Internet connection will be made available as part of Government Furnished Items.

All supplies and network services (including an internet connection) will be provided by the government. (Reference PSW Section 7.8 in the updated PWS posted 9 Jan 2013).

6. Can the government please clarify what is meant by the evaluation criterion entitled "Delivery".

The evaluation criterion for delivery is based on the contractors ability to meet our required period of performance.

7. Please consider listing the billable hours per position given this is an LPTA to include expected hours of operations and days per week. Paragraph 5.1.1 in the PWS indicates 5x days per week, while paragraph 6.4.3 indicates 4 x days per week.

The CLIN structure for all line items except the Data CLIN is Monthly (base on 40 hours per week), Firm Fixed Price. Currently, the 25 hours of instruction are delivered in weekly 5 hour increments. Each class participates in the program one day per week for 5 consecutive weeks. . Friday is a teacher preparation day and graduation ceremonies (as required) are conducted at the schools.

8. Are both Starbase and Starbase 2.0 working over the summer semester?

Both Starbase and Starbase 2.0 are year-round programs. July is typically the only month off.

9. What are the travel locations and estimated time periods to enable completion of pricing for CLIN 0004; 0104; 0204; 0304; and 0404.

No location or time periods are designated. Travel will be at cost as required by the Starbase Program.

10. Is operation of Starbase and Starbase 2.0 affected by command days (directed days off)?

No. Starbase and Starbase 2.0 follow the Davis School District, Davis County, Utah schedule.

11. The amendments in FBO show CLIN 0003 and equivalent CLINs for the option periods as "2 Starbase Instructors – 12 MO" although the government has clarified in the Q&A that this requirement requires 4 Instructors. Is the government only requesting pricing for 2 Instructors for evaluation purposes, or will this be changed?

The requirement for CLIN 3 and the associated options is for 4 priced Starbase Instructors (2 per classroom). Please reference the latest amended solicitation for clarification?

12. What date is Hill AFB expecting as the contract start date?

The expected start date is 1 February 2014.
