PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
7 January 2014
1.0 INTRODUCTION
| 1.1 | Purpose. The purpose of this contract is to obtain the services and expertise necessary for the operation and management of the Science and Technology Academies Reinforcing Basic Aviation and Space Exploration (STARBASE) program at Hill Air Force Base (Hill AFB), Utah. |
| 1.2 | Background. Title 10, U.S.C. section 2913b(c) directs the Secretary of Defense to provide for the establishment of the STARBASE program. The goal of the program is to raise the interest and improve the knowledge and skills of at-risk youth in the areas of mathematics, science and technology by exposing them to the technological environment and positive role models found on military bases and installations. A STARBASE academy was established at Hill AFB, Utah on 29 September 2011. |
2.0 STARBASE ACADEMY PARTICIPANTS
| 2.1 | STARBASE Academy participation offers the majority of its assistance to youth-at-risk in the 5th-6th grades through coordination between the STARBASE Director, local school administrators or other alternative education providers. The participants may be selected on the basis of: | |

2.2 Final approval of STARBASE academy participants shall be made by STARBASE Director based on district application to participate in STARBASE program, alternative educations school provider, or individual or group of home schooling families that have applied for STARBASE classes. Summer Open Enrollment classes are based on submission of application on a first come first serve basis.

4.0 DEFINITIONS
| 4.1 | At-Risk Youth. Students at risk are those who have characteristics that increase their chances of dropping out or falling behind in school. These characteristics may include: being from a single parent household, having an older sibling who dropped out of high school, changing schools two or more times other than the normal progression (ex. elementary to middle school), having C’s or lower grades, being from a low socio-economic status family, or repeating an earlier grade. |
| 4.2 | Class. Is a grouping of students. This group may not necessarily have been homogenous entity prior to STARBASE instruction; it may be a temporary grouping for the purposes of assembling for the 25 hr period of STARBASE instruction. |
4.3 Classroom Contact Hour. A period of 60 minutes, plus or minus five (5) minutes, in which STARBASE academy instructor is actively involved with the students or in which a military member is demonstrating, displaying or teaching students about a military application of math, science, or technology.
4.4 Disability. Physical, mental or sensory impairments that render major life activities more difficult.
4.5 Ethnic Groups. Subgroups within a larger cultural or social order that are distinguished from the majority and each other by their national, religious, linguistic, cultural and sometimes racial background. Note: Do not confuse with “Minority Groups”, which has the connotation of being the object of prejudice or discrimination.
4.8 Limited English Proficiency (Limited English Speaking). Individuals who know English as a foreign language but without sufficient proficiency to participate fully in an English-speaking society.
4.9 Non-Profit Organization. A legal entity recognized or chartered by competent state authority and which has been designated as a 501c(3) tax-exempt education organization by the Internal Revenue Service.
4.11 Socio-Economic Disadvantaged or Economically Disadvantaged. Used for economically deprived, poor, poverty stricken or disadvantaged individuals or groups who have low status in a particular society for reasons of race, sex, ethnicity, economics, language, geographic location, environment, education, disabilities, etc.
4.12 STARBASE Academy. A STARBASE Academy is a DoD educational entity that seeks to improve the knowledge and skills of students in 5th and 6th grades in mathematics, science, technology, and math; and follows the Academy model described in this Instruction.
4.13 STARBASE 2.0. STARBASE 2.0 is an extension of the STARBASE Academy designed to create afterschool STEM clubs to junior high schools using mentors from DoD, industry, and universities. This program is to keep students motivated and participating in STEM activities and competitions throughout junior high.
4.14 STEM. Science Technology Engineering and Math
5.0 PERFORMANCE OBJECTIVES
The contractor shall provide services for the operation of the STARBASE academy and STARBASE 2.0, in accordance with the requirements set forth herein. Services provided shall include educational instruction and management required to ensure successful accomplishment of the STARBASE program. All performance will be evaluated based upon the objectives and standards set forth in the Services Summary.
5.1 Classroom Size and Instruction Time
5.1.1 The STARBASE academies shall provide a minimum of 700 hours of classroom contact per year; give 25 classroom contact hours of instruction over 5 days, and must complete a minimum of 28 classes of instruction per year. (Reference attached Department of Defense Instruction (DoDI) 1025.7 Section 6.6 and 6.6.2). Currently, the 25 hours of instruction are delivered in weekly 5 hour increments (See PWS Section 5.1.4). Each class participates in the program one day per week for 5 consecutive weeks.
5.1.2 All STARBASE academy classroom contact hours shall take place at Hill AFB, Utah or a satellite site on an DoD facility approved on a case-by case basis by the Office Secretary Defense (Reserve Affairs).(OSD-RA)
5.1.3 STARBASE academies may offer additional periods of special instruction, summer sessions, one-day workshops, and community outreach or teacher training periods.
| 5.1.4 | STARBASE academy class size may range from 20-36 pupils per classroom. There are two classes per day conducted Monday through Thursday. Two program instructors are required in each classroom. Four teachers are required for this requirement (two per classroom) (Reference attached Department of Defense Instruction (DoDI) 1025.7 Enclosure 2 Academy Manning Model). Friday is a teacher preparation day and graduation ceremonies (as required) are conducted at the schools. Exceptions to this policy may be approved on a case-by case basis by the OSD-RA. | |
| 5.2 | STARBASE 2.0 |
5.2.1 Expand to after school program focused STEM subjects to junior highs.
5.2.2 Juniors highs participant(s) may be selected in accordance with local school administrators and sites based on the feeder pattern of the school district elementary participants in STARBASE Academy.
5.2.3 Provide mentors on a 5:1 ratio for the activity chosen for each site. This activity is chosen by the school/teacher and coordinated with Education Outreach Officer,
5.2.4 Each STARBASE 2.0 is an average of 1 hr per week; for a minimum of 1 session per school year. It may be expanded to a period of 6 – 10 weeks; Topics of sessions may cover any STEM subject.
5.3 TOPICS OF INSTRUCTION AND CURRICULUM. Performance will be evaluated based upon the objectives and standards set forth in the Performance Requirements Summary. 95% of the time in the classroom will be spent on topics within the curriculum.
5.3.1 The STARBASE academies shall provide instruction which includes the following subject areas:
1. Math- which include number relations, measurement, geometry, and data analysis
2. Sciences- which includes chemistry and physics
3. Technology- which includes innovations, navigating, and mapping
4. Engineering- which includes engineering design process and computer aided design
5. STEM Careers- STEM careers on military facilities and personal investigations
6. Social Science- team building and goal setting
5.3.2 The STARBASE academies core curriculum shall include the following mandatory areas of classroom contact instruction: At the end of the instruction period, the student will be able to:
1. Physics
a. Newton’s Three Laws of Motion:
1) The learner will recognize examples of Newton’s Laws in the physical world.
b. Fluid Mechanics and Aerodynamics
1) The learner will specify the expected change in motion caused by unbalanced forces acting on an object.
2) The learner will determine the faster fluids move, the less pressure they exert.
2. Chemistry
a. Building Blocks of Matter
1) The learner will conclude there are more than 100 known elements that combine in a multitude of ways to produce compounds, which account for all living and non-living substances.
2) The learner will recognize a substance has characteristics, such as density, viscosity, boiling point, and solubility, all of which are independent of the amount of the sample.
b. Physical and Chemical Changes
1) The learner will differentiate between a physical change in which matter changes state or form and a chemical change in which one or more new substances are formed.
c. Atmospheric Properties
1) The learner will determine there are a number of characteristic properties of air including mass, weight, density, volume, and pressure.
3. Technology
a. Innovations
1) The learner will identify and define authentic problems and significant questions for investigation.
2) The learner will use multiple processes and diverse perspectives to explore alternative solutions.
b. Navigation and Mapping
1) The learner will use technological tools to gather, evaluate, and use information.
2) The learner will use coordinate points of latitude and longitude to specify locations and navigate from one point to another.
4. Engineering
a. Engineering Design Process (EDP)
1) The learner will recognize the engineering design process is a method of problem solving used to create a system, a product, or a process that meets an identified need.
b. 3-D Computer-Aided Design
1) The learner will construct a 3-D scale model based on geometric relationships using engineering design software and computer technology as required by OASD/RA.
2) The learner will apply basic computer skills such as mouse dexterity, keyboarding, data entry, and folder navigation.
5. Mathematic Operations and Applications
a. Numbers and Number Relationships
1) The learner will solve problems using fractions, decimals, and percents.
b. Measurement
1) The learner will select and apply appropriate standard units and tools to measure length, area, volume, mass, and degree of angles.
c. Geometry
1) The learner will recognize geometric properties and relationships and apply them to other disciplines and to problems that arise in the classroom or in everyday life.
d. Data Analysis
1) The learner will collect data using observations and experiments.
2) The learner will represent data using tables and graphs.
6. STEM Careers
a. STEM Careers on Military Facilities
1) The learner will develop an awareness that scientists, technicians, engineers and mathematicians work on military facilities.
b. Personal Investigations
1) The learner will correlate their academic endeavors in STEM areas to real-world applications in career fields.
7. Social Sciences
a. Teamwork
1) Working in pairs (wingman), groups of 4 (crews), and as a class to accomplish lesson
b. Goal Setting
1) Understanding the importance of goal setting
6.0 PERSONNEL
The contractor shall employ personnel for the operation of the STARBASE academy in the positions listed below. Background checks shall be completed for all personnel within 30 days of being hired.
6.1 Starbase Director. The Director shall develop, supervise, direct, organize and manage the day-to-day operations of the STARBASE academy. The individual shall be responsible for liaison with military, community and business leaders; community relations; personnel; curriculum design; fiscal planning; annual reports to DoD STARBASE, budget submission and execution; staff hiring and dismissal; staff development; and all other activities of the academy.
6.1.1 Responsibilities of the Director shall include:
1. Overall supervision and management of the STARBASE program and Hill AFB and designated Satellite facilities
2. Develop Standard Operating Procedures for the STARBASE program and a Memorandum of Understanding among agencies
3. Coordinate, supervise and administer program development; marketing plan; business plan and budget; requesting donations for the program, and implementation of the STARBASE Academy and STARBASE 2.0
4. Hiring and dismissal, management, supervision and annual written evaluations of STARBASE Academy staff and designated satellite facilities.
5. Represent the program at all training conferences, approx yearly.
6. implement program guidelines, policies and procedures
7. Plan fund-raising efforts to support the program
8. Establish and coordinate the activities of the STARBASE Advisory Committee
9. Develop and coordinate partnerships with businesses and government agencies
10. Submit end of session reports to the designated Program Manager or any other designated person at Hill AFB, Utah containing, at a minimum, the following for both STARBASE Academy and STARBASE 2.0 sites:

Session reports are due 10 within days of completion of class session in accordance with the CDRL Data Item A001.
6.2 Program Instructor. Two program instructors are required in each classroom. Four teachers are required for this requirement (two per classroom) (Reference Department of Defense Instruction (DoDI) 1025.7 Enclosure 2 Academy Manning Model). The Program Instructor shall be able to organize and manage classrooms; provide classroom instruction; maintain records and files; and organize, manage and prepare classes in all areas of the STARBASE curriculum for teachers and students. They shall also be responsible for assisting the Director with the operations, management, development and implementation of the STARBASE academy. Instructors report to the Director. The Starbase Teachers must maintain a current CPR/First Aid certification.
6.2.1 Responsibilities of the Program Instructor shall:
Classroom Duties:
a. Prepare materials, lesson scripts, classrooms, and activities for instruction utilizing computer and SMART technology for lessons where appropriate, save backups to external hard drives.
b. Provide instruction in all areas of STARBASE curriculum for teachers and students.
| c. Work as a team with other instructors to prepare lessons, daily class schedules, and | instruction in the classrooms. |
| d. Identify participating individual students’ needs, and attempt to provide appropriate | intervention and accommodation to help ensure success in program completion. |
| e. Assist in developing new curriculum lessons, which are correlated with state and national | objectives, to submit to STARBASE. |
f. Assist visiting teachers who participate in STARBASE Hill.
g. Participate in graduation ceremonies.
h. Assist in planning, preparing, and conducting program workshops for local, state, and national levels.
i. Serve as mentor to visiting Student Teachers.
j. Assist in presenting activities to Graduate students in STARBASE Teacher Academy
Clerical Duties:
a. Assist district teacher to complete on-line STARBASE survey.
b. Send survey login information to volunteers, speakers and tour guides, to complete on- line STARBASE survey.
c. Conduct evaluations, collect data, and prepare statistical summaries of program data.
d. Plan graduation ceremonies, secure guest speaker, and prepare presentation for graduation.
e. Write articles for STARBASE Hill newsletter.
f. Assist in maintenance of scrapbook of photos, press releases, announcements, and other pertinent materials documenting program progression and success.
g. Select and prepare requests for appropriate materials for purchase.
h. Assist in verifying material shipments, updating material inventories, and putting away supplies.
i. Maintain and rotate content of bulletin boards.
Other Duties:
a. Classroom, kitchen and office maintenance and cleaning, no janitorial services provided.
b. Obtain a background check and Security Clearance
c. Assist in all other duties or activities deemed necessary by the STARBASE Hill Director for mission success with approval of the contracting officer.
6.3 Office Manager. The Office Manager shall have advanced clerical duties to maintain records, correspondence, and files; create and maintain spreadsheets for tracking and ordering materials; set up and maintain website and social media; maintain school enrollment forms, records, and schedules; create and maintain spreadsheets for tracking data. Office manager reports to the Director.
6.3.1 Responsibilities of the Office Manager shall include the following:
1. Receive visitor; receive, review, and distribute all incoming correspondence including creating a point of contact list.
2. Supervise the front public lobby while students are in attendance.
3. Budget and Ordering: including
a. Maintain budget and accounting records, including categorizing purchases for end-of –year report
b. Background research on purchase requests including material features, vender prices and services, prepare purchase orders, follow purchase process from initial request to receipt of orders, and verify receipt
c. Create, maintain, and reconcile petty cash and records of other purchases made with the 501c.3 funds
d. Create and maintain classroom and program inventories
e. Conduct monthly budget and accounting records
4. Maintain quality control of official documents including travel vouchers, purchase orders, contracts, schedules, and other documents designated by the director
5. Prepare outgoing correspondence including:
a. Work from a rough draft to format, edit and proof a variety of correspondence
b. Create program and marketing materials in Power Point and Excel
c. Make copies and maintain originals in files
6. Maintain program records, files, and databases; and to assist in consolidating data for end-of-year reports and other reports as needed.
7. Set up and maintain program website and social media
8. Coordinate with schools for attendance, pretest, graduation schedules, enrollment forms, and any schedule changes.
9. To ensure proper maintenances of:
a. computer hardware, software, and networks for computer lab and staff computers
b. teacher and office equipment including copiers, printers, laminator, phones, binding equipment, and other clerical aids.
10. Maintain schedule, create agenda, take minutes, and distribute minutes for staff and Board meetings. Send notices and/or call attendees as needed.
11. Assist STARBASE instructors with tasks deemed necessary for mission success:
a. Assist with preparation of review and extension materials
b. Maintain security clearance as required
c. Assist in all other related activities and duties as deemed necessary for mission success by the Director.
6.4 Teaching Assistant. The Teaching Assistant is currently an unfunded position but may be added at the option of the government at a future date. The teaching assistant shall be able to organize and manage classroom as backup to the program instructor; organize, manage and prepare classes in all areas of the STARBASE curriculum for teachers and students; and maintain the classroom order and materials. They shall also be responsible for assisting the Office manager with the classroom inventories, mission logs, name tags, awards, graduation certificates. Teaching Assistant reports to the Director. The Starbase Teaching Assistant must maintain a current CPR/First Aid certification.
6.4.1 Responsibilities of the Teaching Assistant
Classroom Duties:
a. Prepare materials, classrooms, and activities for daily instructions.
b. Read and know scripts for lessons to place materials and equipment needed for instruction.
c. Clean and store classroom materials and equipment.
d. Restock materials for instruction.
e. Ensure that robots and computers are charged. Computers unplugged Thursday evening and plugged in Monday morning.
f. Identify participating individual students’ needs, and attempt to provide appropriate intervention and accommodation to help ensure success in program completion.
g. Assist visiting teachers who participate in STARBASE Hill.
Clerical Duties:
a. Assist district teacher to complete on-line STARBASE survey.
b. Send survey login information to volunteers, speakers and tour guides, to complete on-line STARBASE survey..
c. Assist in maintenance of scrapbook of photos, press releases, announcements, and other pertinent materials documenting program progression and success.
d. Select and prepare requests for appropriate materials for purchase.

h. Bind mission logs.

Other Duties:

d. Assist in all other duties or activities deemed necessary by the STARBASE Hill Director for mission success with approval of the contracting officer.
7.0 GOVERNMENT FURNISHED FACILITIES, EQUIPMENT, AND SERVICES:
The government will provide the contractor the facilities, equipment and items specified below, in a ready for use condition, for use in the performance of this contract.
7.1 Government Furnished Facilities. The Government will provide to STARBASE Hill the building identified as Building 460 located at Hill AFB, Utah. Title to the facilities shall remain with the Government. The Government will maintain the facility and perform repairs in accordance with sound industrial practices. The Government will maintain the grounds surrounding the building. The contractor or STARBASE Hill shall not permit the use of the facility by others. STARBASE Hill shall not construct or install, at its own expense, any fixed improvement or structural alteration, without advance approval by the Contracting Officer. STARBASE Hill shall take all reasonable steps to protect the facilities from damage and shall contact the Educational Outreach Officer who will contact the Contracting Officer immediately if damage is sustained.
7.2 Maintenance of Government Owned Facilities. The Hill AFB 75th ABW CE Maintenance Department will be responsible for coordination of outside building maintenance. Outside maintenance will include preventative maintenance for Class II property, such as HVAC systems, emergency generators and fire protection systems. The Government will provide exterior repair and maintenance to facilities for painting, roofing, roof ventilators, exterior doors and windows, gutters, down spouts and other such requirements that assure weather tightness or basic structural integrity. The government will be responsible for maintenance and improvements to the interior of the building. All interior modifications must receive approval by the Contracting Officer prior to implementation and shall meet all local fire prevention, OSHA and ADA standards.
7.3 Utilities. The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The STARBASE Hill shall not change or modify any utility system or component; or connect any contractor property, equipment or system without prior Contracting Officer review and approval. STARBASE Hill shall practice energy conservation in the Government provided facilities.
| 7.4 | Security, Fire, and Medical Services. The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. |
| 7.5 | Telephone. The Government will provide three (3) telephone line(s) in the Government provided facility for STARBASE Hill use in making calls and on base calls in support of contract requirements. Toll calls are not authorized on government phones. |
| 7.6 | Government Furnished Items. The government will furnish to the contractor staff computers and office desks and chairs. |
7.7 Permits, Licenses, and Certifications. Unless otherwise specified in this contract, obtain necessary permits, licenses, and certifications; give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review.
7.8 All supplies and network services (including an internet connection) will be provided by the government.
8.0 STARBASE Hill FURNISHED FACILITIES, EQUIPMENT, AND SERVICES:
8.2 STARBASE Hill Furnished Items. The STARBASE Hill shall provide: classroom furniture, class room and office equipment and supplies.
8.3 Inventory of Equipment. STARBASE Hill shall maintain a current inventory of furniture, office and classroom equipment.
8.4 Safety Requirements. STARBASE Hill employees shall perform work in a safe manner as required by OSHA Safety and Health Requirements. STARBASE Director will provide a verbal report to the Educational Outreach Director and contractor, to report to Contracting Officer as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. STARBASE Hill Director will provide a completed copy of required Accident Investigation Reports to the Educational Outreach Director and contractor, to report to the Contracting Officer within five calendar days of each occurrence.
| 8.5 | Physical Security. STARBASE Hill shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property and materials shall be secured as required. |
| 1. | Key control. STARBASE Hill Director and Educational Outreach Director shall establish and implement methods of ensuring that no keys issued by the government are lost or misplaced and are not used by unauthorized persons. No keys issued to STARBASE Hill by the government shall be duplicated. STARBASE Hill Director shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued key cards by personnel who no longer require access to locked areas. |
a. Lost keys. STARBASE Hill Director and Education Outreach Director shall immediately report the occurrences of a lost key card to the division/building monitor who is responsible for the security of that facility.
b. The contractor shall prohibit the use of keys issued by the government by any persons other than the STARBASE Hill employees for the sole purpose of STARBASE Hill employment.
8.6 CAC Card and Background Check. The contract administrator, Educational Outreach Director, shall complete a "Request for Identification Credential (AFMC Form 496)" and background check for each employee of the contractor requiring access to Hill AFB. The requests shall be submitted to Pass and Registration (South or West Gate Visitors Center). Upon termination of individual staff employment or termination of this contract, the CAC card shall be turned into Security Police.
8.7 Hours of Operation and Recognized Holidays will be based on the STARBASE schedule.
9.0 QUALITY ASSSURANCE.
The government will periodically evaluate the contractor’s performance by appointing a Contacting Officer Representative (COR) to monitor performance to ensure services are received. The COR will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if merited by performance. The government will also investigate complaints received from various customers located on the installation. The contractor may be required to provide documentation of past performance. The contractor shall be responsible for initially validating customer complaints. However, the COR shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).
9.1 The COR is the authorized representative for the Contracting Officer and will perform assessments of the contractor’s performance. Subsequent to contract award, the identity of the COR(s) will be promptly furnished to the successful bidder/offeror.
9.2 The COR will inform the contract manager in person when discrepancies occur and will request corrective action. The COR will make a notation of the discrepancy on their tally/surveillance checklist with the date and time the discrepancy was noted and will request the contract manager (or authorized representative) to initial the entry on the tally checklist.
9.3 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer and not to the COR.
9.4 The services to be performed by the contractor during the period of this contract shall at all times and places be subject to review by the Contracting Officer or authorized representative(s).
9.5 The Quality Assurance Surveillance Plan (QASP) shall be developed on each task order meeting the criteria for COR rather than on the basic contract due to the complexity of this requirement. The Quality Assurance Program Coordinator (QAPC) for each applicable task order shall be the QAPC which has oversight responsibility of the requesting/using organization.
9.6 Contractor Performance Assessment Reporting System (CPARS): The Focal Point (FP) for each applicable task order shall be the FP which has oversight responsibility of the requesting/using organization
10.0 Contractor Inventory and Manpower Reporting.
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the STARBASE Hill via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk. *Reporting Period: Contractors are required to input data by 31 October of each year. However, due to the delayed implementation, input of FY12 data is required by 31 Mar 13. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with thedirect labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. 11.0 Contractor Records.
All records, files, documentation, working papers, and software provided by the government or generated in the performance of this contract become and remain government property and shall be maintained in accordance with AFI 33-322. The contractor shall ensure Air Force Ancillary Training, is completed annually by all of its employees. The employees who are designated as the Functional Area Records Manager, Chief of Records and Records Custodian complete AF CBT Level 1, General Records Awareness, Level II, AF CBT, Records Management as well, and attend the local Records Management training course (FARM and RC).
12.0 Mission-Essential Service.
All services to be performed under the contract have been determined to be non-essential for performance during crisis; however, some services may be required to support an activation, exercise of contingency plans outside the normal duty hours, or crisis. The Base could be closed because of security problems or other events. Should one of these situations occur, [requiring activity] or the CO would determine services required during the crisis.
