DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS

COMPLEX (AFMC) TINKER AIR FORCE

BASE OKLAHOMA

10 February 2020

TO: AFSC/PZIM

FROM: OC-ALC/OBCA for 76 PMXG

SUBJECT: Brand Name Justification for Carbonate Removal System

1. 76 PMXG request the purchase of the following item (s).

One (1) Carbolux Type 50 Fully Automatic Carbonate/Sulfate Removal System.

2. This equipment removes carbonates from our Alkaline LHE Zn-Ni plating tanks.

Carbonates build up in the solution from carbon dioxide in the air reacting with the solution. There is a limit on carbonates in solution in order to be in operation. This equipment will continuously remove carbonates from solution, preventing line shut downs and wasted chemicals.

3. Carbolux is the only manufacturer making a product with carbonate removal rates sufficient to handle the buildup rate we have been seeing. Carbonate levels have a tech data driven limit which when exceeded necessitates a tank freeze out. This shuts down production for 1-2 weeks, longer if there are any problems with the chillers.

4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 333413 looking for companies that could provide the item(s) listed above. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted. In review there are three (3) sources that can provide this commodity for this acquisition.

5. For further information or clarification please contact / OC-ALC/OBCA,

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
