Question 1. Does the contractor have to follow the route of shown in the RFP documents?
Gov’t Response: The conduit shall run along the south face of the building. The conduit cannot be attached to the roof or the roof ledge.
Question 2. Is the contractor required to follow the Tinker base standards? If so, what year/version are we to follow?
Gov’t Response: Yes. Tinker AFB Facility Standard 2020 Edition and Tinker AFB Electrical Standards March 2021 are attached to the amended solicitation FA8126-21-Q-0056-0002.
Question 3. Per PWS section 1.2 and 1.7.3 other than the tests lists are there any additional tests are required for the RF cabling?
Gov’t Response: No. the VSWR test results are sufficient to test the functionality. The VSWR test results will be directly compared to that of the AVA5-50 specification for the government acceptance criteria.
Question 4. Per PWS section 1.2 is this lightning protection or surge protection?
Gov’t Response: Lightning protection.
Question 5. Per PWS section 1.2 what type of testing and certificates are required for the lightning protection system?
Gov’t Response: Third party inspection of the LPS is not required. The Government will inspect the LPS with all other work being done as part of the final inspection to ensure the required work has been completed IAW the PWS.
Question 6. Shall the lightning protection system be installed under the supervision of a LPI Certified Master Installer?
Gov’t Response: No. Supervision of a LPI Certified Master Installer is not required.
Question 7. Per PWS section 1.6.1.h.2 the project cannot be certified by NFPA 780 since there is not a complete system currently installed on the building, the installation will only be able to provide a letter of finding. Please confirm the letter is acceptable.
Gov’t Response: A confirmation letter is acceptable.
Question 8. Does the surge protection junction box need to be readily accessible from the ground or can it be mounted 20’ above grade?
Gov’t Response: The surge/lightning protection point is required to be on the roof with its own weather protection or under the main antenna platform to prevent rain from getting to it. This can be secured to the antenna platform but not the roof or roof ridge. Site drawing updated to remove junction box reference near the ground.
Question 9. PWS section 1.4.3 states to provide cable tray diagrams. Is cable tray acceptable on the interior of the building?
Gov’t Response: Yes, if cable trays are allowed by the electrical code.
Question 10. Will workers be escorted while working inside the building?
Gov’t Response: Yes, workers will require an escort while working inside the building.
Question 11. Will work on the roof be required to be performed 5:00PM to 10:00PM?
Gov’t Response: Yes, work done on the roof of the building is restricted to the hours of 5 to 10 pm and must be scheduled with the GPOC in advance.
Question 12. Per section 1.3 states to provide (10) ten conduit runs, however at the site visit it was stated that those could be combined into fewer conduit runs. Please confirm that combining runs is acceptable.
Gov’t Response: Yes. Ten (ten) cables need to be run from the lab to the roof. The ten (10) cables can be combined into the conduit.
