STATEMENT OF WORK
For
Panalytical Systems Upgrade
M20-014
PREPARED BY:
OC-ALC/OBCA

1. SCOPE
The 76 MXSG requires the purchase of items to add additional capability to existing Malvern Panalytical equipment.
2. BACKGROUND
The 76 MXSG/MXSS Laboratory requires the upgrade to critical Panalytical equipment.
This upgrade will add needed additional capability to the current systems.
3. REQUIREMENTS
3.1 Item Description – The 76 MXSG requires the purchase of items to add additional capability to existing Malvern Panalytical equipment.
3.1.1 The 76 MXSG requires the purchase of the following items for the Panalytical
Empyrean XRD System:
a) One (1) P/N 9430 060 60201 - Quarter circle cradle for stress, texture and thin film applications on theta-theta X-ray diffraction systems and also for phase analysis.
b) One (1) P/N 9430 064 20001 - Solids, wafers and fragments can be clamped on this sample table.
c) One (1) P/N 9430 064 21001 - This device can clamp the whole range of PW18xx sample holders or circular samples or holders with diameter of 51.5 mm and thickness of 7.5 mm.
d) One (1) P/N 5322 785 04681 - ASSY CPU DOT NET EMP PR.CIRCUIT, PAN
e) One (1) P/N 9430 032 40921 - Data Collector controls all PANalytical hardware connected to the X'Pert diffractometer system and contains graphics features for examining, displaying and editing diffractograms.
f) In addition the 76 MXSG requires the following installation for the part numbers listed out in sections one of this item description:
• One (1) P/N 9202 130 00007 - Installation of hardware and/or software with alignment or calibration to system by Malvern Panalytical service engineer.
3.1.2 The 76 MXSG requires the purchase of the following items for the Panalytical Empyrean Small Spot XRD System:
a) One (1) P/N 9430 031 45001 - Holder to mount monocapillary collimators (10 mm diameter cylindrical). One holder per monocapillary is required.
b) One (1) P/N 9430 500 20301 - Monocapillary optic for micro diffraction applications. Converges and collimates beam size based on total internal reflectance of the X-ray beam inside the monocapillary. Length = 135mm, diameter = 0.1 mm (100 micron). Additionally required is the PreFIX Monocapillary holder (9430 031 45001 ).
c) One (1) P/N 9430 032 23921 - The software is designed for preparation of 2D microdiffraction data for further analysis. It converts 2D data into 1 D data based on predefined areas. Additionally the software can perform mathematical operations on 2D data and provides basic analysis tools. Windows XP (32 bit) and Windows 7 (64 bit) compliant.
d) In addition the 76 MXSG requires the following installation for the part numbers listed out in sections one of this item description:
• Two (2) P/N 9202 130 00006 - Installation of hardware and/or
3.1.3 The 76 MXSG requires the purchase of the following items for the Panalytical x-ray tube(SST-max) System:
a) One (1) P/N 9430 027 92503 - An ultra-high performance X-ray Tube with a
Rhodium anode including ZETA technology. This "zero drift" tube maintains its initial sensitivity as there is no reduction in performance associated with the traditional deposit of evaporated filament material on the window. The tube is equipped with a 50 micron thin window which enables enhanced sensitivity for light elements. The use of advanced ceramic engineering together with a patented filament design results in a 'Super Sharp Tube' (SST).
The narrow tube nose profile enables ultra-close anode-to-sample coupling without obstructing the optics of the spectrometer. The PANalytical patented design also features fast isowatt switching that allows for rapid adjustment to the kV and mA settings to optimize analytical conditions without any thermal shock or compromise to operating lifetime. The maximum power rating of the tube is 4kW with operation up to 60 kV and 160 mA. The rugged design permits continuous full power operation. The CHI-BLUE Coating provides improved corrosion resistance and protection against sample spillage.
b) In addition the 76 MXSG requires the following installation for the part
• One (1) P/N 9202 130 00009 - First time installation will be performed free of charge for instruments with an active level 3, 4,or 5 maintenance agreements. Installation for non-contract instruments will be performed at current service rates (separate quote required from service department)
3.1.4 The 76 MXSG requires the purchase of the following items for the Panalytical
Empyrean XRD System Alignment Camera:
a) One (1) P/N 9430 500 75141 - Dual Network Card, required in case of
PiXcel3D (9430 030 18201), P1Xcel3D 2x2 (9430 03018401) and alignment camera (9430 060 49101). For customer supplied PC's it needs to be checked that the card will fit.
b) One (1) P/N 9430 886 49101 - The alignment camera with Data Collector camera plug-in allows users to easily align their samples to the point of interest. Images of the point of interest can be saved to the hard drive.
c) One (1) P/N 9430 037 21001 - Power supply 24 V for application hardware.
The unit can be used with additional application hardware for Empyrean systems such as camera and height sensors.
d) In addition the 76 MXSG requires the following installation for the part
• One (1) P/N 9202 130 00006 - Installation of hardware and/or
3.2 Installation – The installation (OEM P/N P/N 9202 130 00006, 9202 130 00007, & 9202 130 00009) of the four upgrades shall occur at the Tinker AFB MXSS Labs located in bldg. 3001. This installation shall be full and complete and carry a standard manufacturer’s warranty on all parts and labor performed. Once the installation is complete the Manufacturer’s techniciam shall demonstrate to the Subject Matter Expert and the Government Point of Contact that the unit has been restored to full capability and that the upgrade has added the expected capability.
4. GENERAL REQUIREMENTS
4.1 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 730am to 4pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.
These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
4.2 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
4.2.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”.

4.3 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
4.3.1 ne (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
4.4 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.
4.5 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
4.6 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
4.7 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
4.8 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C.
The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
4.9 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
