I. Contracting Activity.

Department of the United States Air Force

II. Nature and/or description of the action being processed.

This Individual Justification and Approval (J&A) authorizes use of other than full and open competition procedures to procure:

Quantity: One (1) Zeiss Coordinate Measuring Machine MMZ-T 214416

The resulting New Contract is sole source, requirements type, negotiated action for a commodity with associated services.

Commercial Commodity, Contract Type: Firm-Fixed Price (FFP).

The Contractor shall supply, install, and train on one (1) Zeiss Coordinate Measuring Machine MMZ-T 214416. The Contractor shall ensure the items are in full operational capacity.

Total Estimated Cost of Equipment, Install, and Training:

Estimated Award Date of Contract: 30 March 2018

Acquisition History: This is a new requirement.

III. Description of supplies/services required to meet agency needs.

Under the contract, the Contractor shall provide all equipment, labor, transportation, tools, consumables, designs, fabrication, delivery, assembly, installation, inspection, testing, training, documentation, and any other items or services necessary for:

One (1) Zeiss MMZ-T 214416 Coordinate Measuring Machine in accordance with the manufacturers equipment specifications and the applicable Statement of Work (SOW)

FUNDING: The funding source for the resulting contract is through the Capital Investment Fund (CIP)

The goal of this procurement is to eliminate the backlog of large scale workload, provide a new technology to Tinker AFB and DoD and be proactive in absorbing additional large component workloads possibly moving to Tinker AFB at the minimal investment cost possible.

The QVC lab currently utilizes 7 coordinate measuring machines. The lab has 1 large scale CMM and is experiencing a backlog, or bottleneck, of work due to the single point failure of the large scale CMM. An additional large scale CMM is

Page 3 of 5Updated: 15 Mar 16 needed to provide for current workflow and projected increases in large component work in the lab and at Tinker AFB.

The QVC lab currently owns and utilizes 5 Zeiss and 2 Brown and Sharpe CMM’s. The lab has 7 trained operators on Zeiss equipment and 3 trained operators for the Brown and Sharpe equipment. Both brand name vendors have been proven to be viable suppliers for this equipment. However, due to the nature of the precision inspection analysis provided by the QVC lab, full and open competition will not be a feasible avenue to pursue this procurement.

IV. Statutory authority permitting Other than Full and Open Competition.

The authority for this action is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", required by FAR 6.303-2(b)(4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Only One Responsible Source (FAR 6.302-1(a)(2)). Carl Zeiss IMT is the only known manufacturer of a Zeiss MMZ-T 214416 Coordinate Measuring Machine. This equipment utilizes a Zeiss RDS articulating head that is capable of the required indexing parameters of 2.5 degrees. This CMM also utilizes the required new technologies in the Zeiss DotScan sensor and the Zeiss XTR indexing head. The CMM is also capable of utilizing the existing adapter plates, special stylus systems, the Zeiss VAST XT scanning head, and the Zeiss LineScan Laser Scanning System, which are currently utilized in the lab with other existing Zeiss CMMs.

Market research was conducted and it was found that Carl Zeiss IMT is the only source that can meet all requirements, which are proprietary to them. Results from the Sources Sought Synopsis indicate that Carl Zeiss IMT is the only contractor that can meet the requirement, and that Crescent Gage and Tool Sales is their area vendor.

76 MXSG believes that award to any other source would result in unacceptable delays in fulfilling the Air Force requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

IAW FAR 10.001, Market Research was performed by a Sources Sought Synopsis (SSS) and was posted onto Federal Business Opportunities (FedBizOpps) on 05 October 2017 with a response date of 19 October 2017. The synopsis number is FA8126-18-R-0001. The purpose was to identify sources interested in the requirement and capable of satisfying the scope provided in the Draft Statement of Work.

The results of the SSS was that only one technically acceptable response was received from:

Additional research was conducted through several internet sites and GSA contracts. The Government contacted companies by telephone, via e-mail and conducted site visits for vendors to show specifications required. However, based on the accuracy specifications, technology advancements, current equipment usage and machine footprint, only the Zeiss machine will meet all the specifications.

In accordance with (IAW) FAR 5.201 this proposed contract action will be synopsized and the solicitation will be posted in FedBizOpps.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government and Contractor. Being a commercial item, Certified Cost and Pricing Data cannot be requested, however, Other than Certified Cost and Pricing Data and redacted invoices of similar Coordinate Measuring Machine provided at other installations or places of business will be used for comparison purposes. Price reasonableness will be determined using price analysis IAW FAR 15.404-1(b), and supported by a technical evaluation and analysis by the Subject Matter Expert (SME).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with (IAW) FAR 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. Based on the research of contractors listed in prior market research on historical contracts, along with conducting new searches for vendors that could have possibly entered the industry, only one source was found to have the capabilities, technology and expertise to fulfill this requirement adequately.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

No further information at this time.

X. List of sources, if any, that expressed interest in the acquisition.

See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

In order to foster competition, the Government will periodically perform market research and/or a Sources Sought Synopsis on FedBizOpps to verify new entrants into the industry.

XII. Certification by the Contracting Officer.
