STATEMENT OF WORK
(SOW)
DESIGN-BUILD OVERHEAD FALL PROTECTION
SYSTEM BUILDING 3102
TINKER AIR FORCE BASE, OKLAHOMA

1 INTRODUCTION. The Aircraft Maintenance Group (AMXG) requires the design, fabrication, installation and testing/certification of an overhead fall protection system(s) inside Building 3102 (B3102).
The new overhead fall protection system(s) shall be able to cover the following five (5) primary weapon systems (or aircraft types): KC-135, B-1, B-52, E-3, and C-130.
The new overhead fall protection system(s) shall provide fall protection that complies with OSHA 29 CFR 1910 and ANSI Z359 at point of use with no setup and provide increased safety for workers.
The Contractor shall provide a complete turn-key on-site application, design, fabrication, assembly, installation, inspection, testing, documentation, training, delivery, tools, labor and other incidentals necessary to provide such a system in accordance with (IAW) this Statement of Work (SOW), QPP-
SOW-15-001JL.
1.1 Problem Statement. B3102 is a multi-use general aircraft maintenance facility that supports five (5) primary weapon systems: KC-135, B-1, B-52, E-3, and C-130.
Currently, B3102 has no overhead fall protection system(s).
Overhead fall protection system(s) are used to protect workers from falls while performing depot maintenance at the Oklahoma City - Air Logistics Complex.
2 SCOPE. This project includes the design, fabrication, installation, and test/certification of an overhead fall protection system(s) that shall cover 100% of the wings, fuselage and empennage of the five (5) primary weapon systems and their configurations when worked on in the three (3) docks within B3102.
2.1 The Contractor shall provide a complete turn-key on-site application, design, fabrication, assemble, inspection, testing, documentation, training, delivery, tools, equipment installation, labor and other incidentals that is necessary to provide overhead fall protection system(s) IAW this SOW. The overhead fall protection system(s) shall be operational and usable to facilitate fall protection for personnel while working on the aircrafts.
2.2 The Contractor shall perform on-site visits to field verify and to obtain site specific measurements for the design and preparation of plans and drawings for the overhead fall protection system(s).
2.3 The Contractor shall identify any issues or obstacles that will interfere with the design and placement of the new overhead fall protection before the date of the installation.
2.4 The Contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials and facilities in support of the requirements of this
SOW.
2.5 The Contractor shall provide and install overhead fall protection system(s) that provides fall protection for workers while they work on the aircraft surfaces in north, center, and south docks of B3102.

2.6 The Contractor shall provide a technical proposal demonstrating how they will solve the constraints listed in Section 3 of this SOW.
2.7 The Contractor shall provide conceptual drawings of a proposed overhead fall protection system(s) that will solve the constraints listed in Section 3 of this SOW.
3 DESIGN. A bridge crane type overhead fall protection system(s) is preferred, but it is up to the
Contractor to determine what type of overhead fall protection system(s) will adequately meet the requirements of this SOW.
3.1 The overhead fall protection system(s) shall not cross each other at intersections and not burden the user with frequent connect-disconnect-connect operations when moving from different areas on the aircraft.
3.2 The overhead fall protection system(s) shall be of one elevation without needing a turntable and not have multiple levels of stacking involved.
3.3 The overhead fall protection system(s) shall be installed so it does not become an obstacle or interfere with aircraft movements throughout the dock. See Section 7 for aircraft type, dock configurations, and sizes.
3.4 If a bridge type overhead fall protection system(s) is used the bridge rails will need to track along with the workers. The bearings in the trolleys shall allow the bridge to track with the workers.
3.5 The Contractor shall ensure that the overhead fall protection system(s) is designed for the worst case scenario: i.e. maximum number of workers falling at the same time and the same place.
3.6 The Contractor shall visit the site and review Government furnished information to design a suitable overhead fall protection system(s).
3.7 The Contractor shall submit final design documentations for installation of a turn-key system for approval of the Government prior to construction.
3.8 The Contractor shall provide Professional Engineering (P.E.) certification that the design complies with applicable OSHA and ANSI fall protection standards.
3.9 The overhead fall protection system(s) shall be able to provide fall protection that complies with OSHA and ANSI fall protection standards for workers performing maintenance on the wings, fuselage and horizontal stabilizers.
3.10 The South and Center Docks of B3102 are classified as “Class I, Div. 2” rated docks. All components of the fall protection system(s) shall ensure the same rating.
3.11 The Contractor shall verify and have P.E. certification that Building 3102’s truss and structural members can handle a combination of the fall protection weight load, the weight of the workers
7 December 2015 Statement of Work – page 4 of 30 Vu (John) Le working on the aircrafts, and two (2) times the maximum force from the fall of all the workers at the same time.
3.12 The overhead fuselage fall protection shall allow the users to walk the entire length of the aircraft while the trolley remains approximately overhead.
3.13 The wing fall protection shall allow the users to walk from wing tip to fuselage while the trolley remains approximately overhead.
3.14 The empennage fall protection shall allow the users to walk the entire horizontal stabilizer assembly and from the empennage to fuselage while the trolley remains approximately overhead.
3.15 The system shall be designed to be attached to the existing structure using engineered structural steel members. These members shall be fabricated in accordance with the American Institute of Steel Installation (AISC) Steel Installation Manual and the American Welding Society (AWS) D1.1 Structural Welding Code by certified welders and inspectors.
3.16 The system shall consist of structural steel. The system shall be totally hands-free for the user and shall allow the user to work with both hands if traveling along the walking surface. Anchorage connectors shall be designed to withstand the maximum (worst case scenario, maximum number of users falling at the same time and place) fall arrest forces with a minimum safety factor as specified in ANSI Z359.6. The system shall have load carrying trollies. The trolley shall allow for workers to pass between lifeline supports without disconnecting from the cable and allow for hands free operation of the system. The supports shall be designed to support a load on the system of at least two (2) times the maximum design load without failure.
3.17 The overhead fall protection system(s) shall have complete fall protection for a total of twelve (12) workers working per aircraft. With each dock being able to hold two (2) aircrafts, each dock shall have a total of twenty-four (24) fall protection:
a. Four (4) users on each wing for a total of eight (8) users on the wings of each aircraft type.
b. Two (2) users on the fuselage for a total of two (2) users on the fuselage for each aircraft type.
c. Two (2) users on the empennage for a total of two (2) users on the empennage for each aircraft type.
3.18 The overhead fall protection system(s) shall be painted yellow and it is the responsibility of the Contractor to paint the overhead fall protection system(s).
3.19 The overhead fall protection system(s) shall have a label that displays the maximum number of workers that are allowed to use the overhead fall protection system(s) at once. The fonts of the label shall be in red and be large enough so workers from a distance of 45 feet away are able to read it.
4 REQUIREMENTS. The Contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials and Contractor facilities in support of the requirements of this SOW.

The information being provided by this SOW reflects a concept design. The Contractor shall be responsible for providing to the Government (at proposal submittal) any sketches, drawings, verbiage or a combination of these items to provide an accurate picture of their proposed solution for design completion and installation costs.
Unless otherwise directed by the Contracting Officer (CO), the Contractor shall not begin installation activities until submittal documents have been reviewed and approved by the Government.
The Contractor shall provide engineering services and deliverables to support the following tasks.
4.1 Program Management. The Contractor shall provide a program plan describing the work task, schedule, cost and deliverables. A program kickoff meeting (teleconference is acceptable) shall be conducted after task award and prior to delivery of the program plan to ensure all parties fully understand the requirements and are ready to proceed. Additionally, Technical Interchange Meetings (TIMs) shall be convened at intervals as required by the Contract Monitor (CM), 76AMXG/MXDEA. The Contractor shall prepare the agenda and minutes of the TIMs as required. The Contractor shall prepare and deliver monthly status reports of major milestones, issues, events, schedule changes, and any and all items that will or potentially affect the project and/or mission of the CM.
Informal communication through face-to-face, telephone, electronic mail, and facsimiles throughout the project is encouraged and shall be supported. All communication either formal or informal shall be documented in writing and shall become a permanent portion of the next scheduled TIM minutes. Any communications either formal or informal that are not introduced as official items at the next scheduled TIM shall not be interpreted as approved by or for the Government.
4.2 Baseline Requirements. The Contractor shall provide complete design, fabrication, inspection, testing, documentation, training, delivery, tools, labor, and other incidentals necessary in accordance with this SOW, the design drawings and specifications.
4.2.1 Requirements Review. The Contractor shall hold a requirements review at Tinker Air Force
Base (Tinker AFB) or teleconference within 15 calendar days after contract award. The primary purpose of the review will be the identification of key personnel, and for final clarification of the requirements. The Contractor shall prepare the agenda and technical report of this review. Findings and recommendations will be incorporated into the meeting minutes.
All reports or submittals by the Contractor shall be submitted to the CM and CO.
4.2.2 Pre-Installation Review (PIR). The Contractor shall hold a PIR at Tinker AFB within 30 calendar days before overhead fall protection system(s) installation. An installation data package and master schedule shall be provided by the Contractor within five (5) working days prior to the PIR. The Contractor shall prepare the agenda and minutes for the PIR.
The Contractor shall address as a minimum the following:
a. Master Schedule
b. Personnel Training

c. Equipment Technical Data
d. Warranty Description
The installation shall be reviewed by the Government and the CM shall provide the Contractor written comments. Any change that is requested by the Contractor shall be approved by the CO may require an additional submittal of the updated drawings to be submitted within 30 calendar days after review.
4.3 Final Verification. Upon completion and acceptance of the task requirement 4.1.2 of this contract, the manufacturer shall begin the delivery and installation of the overhead fall protection system(s).
The Contractor shall also support Government personnel with a full functional checkout and demonstration of the overhead fall protection system(s) with aircraft present. This “fit-and-function” test shall be performed by Government personnel, with the Contractor present for consultation and documentation of this fit-and-function test. If any discrepancies are noted, the Contractor shall document the deficiencies and corrective actions for submission to the CM and CO for approval prior to making corrections on all applicable drawings, fall protection components, and documentation. Any changes necessary (technical or non-technical) shall be requested by the CM to the CO and then issued by the CO. The Contractor is fully responsible for ensuring that the fit-and-function test is a success. Any discrepancies shall be corrected by the Contractor at no cost to the Government. The contactor shall be responsible for all costs associated with corrective actions.
4.3.1 Multiple Mobilizations. The installation of the overhead fall protection system(s) shall not obstruct with aircraft maintenance schedule. The Contractor shall plan their installation schedule so the installations work around the aircraft maintenance schedule.
4.3.1.1 Phasing. The installation of the overhead fall protection system(s) shall be completed in phases such that the minimum amount of the aircraft docks is impacted at a given time.
4.3.1.2 Emergency Aircraft. The Government, at any time, may determine the need for a fueled aircraft to be temporarily parked in the hangar. This is usually due to approaching hazardous weather or overnight parking.
4.3.1.2.1 The contractor shall ensure that all equipment not meeting “Class I, Div. 2” be moved/stored outside the dock at the end of the work period.
4.3.1.2.2 Equipment left in the dock that meets the “Class I, Div. 2” requirements shall be moved/stored outside the clearance area for the aircraft.
4.3.1.3 Work Hours. The contactor shall be prepared to work after hours and on weekends in order to accomplish work to maintain project schedule.
4.3.2 Shipment. The Contractor shall be responsible for fall protection preservation, packaging, loading, shipping, unloading, on-site placement and storage at Tinker AFB IAW the manufacturer’s commercial practices unless otherwise specified herein. The Contractor shall provide a fully authorized representative on-site at all times during the receipt, assembly, installation, testing, and acceptance. The Government shall not provide storage for intermittently shipped equipment.

4.3.3 Assembly/Installation Requirements.
4.3.3.1 General.
4.3.3.1.1 The Contractor shall procure the equipment (including lifts) and hardware necessary to support the installation of the overhead fall protection system(s). All equipment and hardware shall be commercial-off-the-shelf items to the fullest extent possible.
The Contractor shall perform all installation activities on-site at Tinker AFB.
4.3.3.1.2 Safety equipment shall be used during fall protection assembly. Safety equipment shall contain up-to-date certifications and shall be in good working condition.
4.3.3.1.3 Remediation of any component that cannot be assembled properly as a result of errors in manufacturing or deformation due to handling or transportation shall be the responsibility of the Contractor. The Contractor shall immediately report any discoveries to the CM and CO. Repair methods shall have prior approval by the CM before any work is performed. The Contractor shall replace all items damaged beyond acceptable repair at no cost to the Government.
4.3.3.1.4 The Contractor shall be responsible for any and all equipment and personnel requirements supporting transportation of equipment during receipt, to and from any storage area, and on the installation site.
4.3.3.1.5 Installation shall begin no later than five (5) working days after receipt of all equipment with completion being accomplished within 12 months for all docks and up to 60 calendar days to complete each dock once work has started. Contractor’s work schedule will be subject to changes and may require multiple visits to accommodate aircraft schedule, which means that each dock could be a separate visit or multiple visits. All mobilizations to complete the overhead fall protection system(s) shall be included in the Contractor’s proposal. No additional funds will be provided for additional mobilizations.
4.3.3.1.6 The Contractor shall schedule and coordinate the design and installation details with the Aircraft Facilities and CM prior to start. Failure to obtain appropriate coordination shall be a cause to stop all activities until proper coordination is obtained.
4.3.3.1.7 The entire overhead fall protection system(s) shall be fully functional and operational upon completion of installation.
4.3.3.2 Site Limitations. The Contractor shall take the following precautions on-site:
4.3.3.2.1 All work shall be completed in such a manner as to minimize disruption of Government activities. The Contractor shall perform any on-site work that shall disrupt Government activities during non-production hours and shall be coordinated and approved by the CM.
4.3.3.2.2 The Contractor’s work area shall be maintained clean and orderly. Debris shall be removed and disposed of daily by Contractor.

4.3.3.2.3 The Contractor shall dispose of existing overhead fall protection system(s) on site at
TAFB as directed by Contract Representative.
4.3.3.2.4 Material cutting shall not introduce shavings or chips in, onto or around the aircraft, aircraft access panels, or aircraft engines.
4.3.3.2.5 All phases of work shall be accomplished safely to comply with OSHA 29 CFR 1910.29, 1926.450, 1926.451, 1926.452, and AFI 91-203.
4.3.3.2.6 The Contractor shall be responsible for handling equipment and supplies during progress of the contract.
4.3.3.2.7 Utility requirements shall be the responsibility of the Contractor. Sources of electrical power and compressed air shall be provided on an “as available” basis. The Contractor shall be responsible for ensuring adequate utility supplies and hookups are available on-site prior to the time of need.
4.3.3.2.8 All welding, grinding or cutting which can produce sparks shall require a burn permit coordinated with the TAFB Fire Department prior to use. No welding is permitted within fifty (50) feet of an aircraft.
4.3.3.2.9 Storage of flammable materials such as paints and solvents shall be in authorized areas and approved through the CM.
4.3.3.2.10 The Contractor shall comply with base requirements on handling hazardous materials.
Disposal of hazardous materials shall be coordinated with the CM and performed by the Contractor.
4.3.3.2.11 The Contractor employees shall not wear watches, rings, or jewelry within aircraft maintenance areas. Proper personal protective equipment (safety glasses, hearing protection, hard hats, safety shoes and protective coveralls) shall be worn in and around all production areas.
4.3.3.3 Supervision. The Contractor shall provide technical supervision and shall be available on-site at all times during the installation, testing, and acceptance by the Government.
4.3.3.4 Storage. The Contractor shall provide lockable storage for security of tools and equipment.
The Government shall not be responsible for the safety and security of Contractor property and shall not assume any risk on behalf of the Contractor or any sub-Contractors. All tooling shall be removed at the end of each work shift by Contractor.
4.3.4 Acceptance Standards. Any modifications to the system or the drawings need to be approved and signed off by the assigned Government engineer before the Contractor can proceed.

4.3.5 Training. Upon acceptance of the installation, the Contractor shall provide training sessions for the Government personnel to include the operation, maintenance, preventive maintenance for the units and all the system components.
4.4 Technical Data
4.4.1 As-Built Drawings. Government will furnish as-built facility drawings as needed and as available. Any modification or reproduction of these drawings shall be approved by Government Engineer(s) and CO.
4.4.2 Commercial Off The Shelf (COTS) Manuals. The Contractor shall furnish four (4) copies each at completion, of literature and/or catalogs for the following COTS Manuals:
a. Operation Manuals shall include assembly procedures.
b. Maintenance Manuals. The Contractor shall supply his recommendations for an on-going maintenance program. Program recommendations shall include recommended inspection criteria, intervals and periodic and long-term maintenance operations.
Recommendations shall also include quantities and frequency of repair parts to be kept on hand for frequent repairs.
c. Inspection Manuals
d. As-Built drawings for the fall protection
e. Load testing and calculations certifying system as an overhead fall protection system(s).
Load testing and calculations certifying load testing and calculations for certification of overhead fall protection system(s) and certification for load on facility structural support of overhead fall protection system(s) for worst case scenario, i.e. maximum number of workers is falling at the same time and same place". The Contractor shall submit a separate proposal along with their recommendations if they determine that the structure cannot support the requested load.
f. Training Manuals
g. Spare Parts List – Contractor’s recommended spare parts list.
4.5 Spare Parts and Proprietary Tools. The Contractor shall provide a spare parts kit based on the
Contractor’s recommended spare parts list. Proprietary or uncommon tools required for maintenance or assembly shall be provided with the overhead fall protection system(s) in the quantity of one each per overhead fall protection system(s).
4.6 Warranty. The Contractor shall provide a full warranty on the entire overhead fall protection system(s), the fall protection components, tools, and workmanship with repairs on-site and a warranty period equal to standard industry practices.
4.7 Qualifications
4.7.1 The Contractor shall have extensive knowledge and past experience with design, fabrication, installation and testing/certification of overhead fall protection system(s) for Government facilities to be used for work on military aircraft(s).

4.7.2 The Contractor shall be “Qualified” as defined by OSHA and ANSI for design, fabrication, installation and testing/certification of overhead fall protection system(s) for Government facilities to be used for work on military aircraft(s).
4.7.3 The Contractor shall have personnel with a Professional Engineer (P.E.) license who can approve and sign off on the design, fabrication, installation, and testing/certification of overhead fall protection system(s) for Government facilities to be used for work on military aircraft(s).
5 TESTING/CERTIFICATION
5.1.1 Fit-and-function Tests. The Contractor shall perform a complete ‘fit-and-function’ test on and around the aircrafts. This test shall be conducted in the presence of Government personnel under the direction of an authorized Contractor representative and is subject to schedule changes due to aircraft workload. Contractor may be required to schedule these tests multiple times to accommodate the production schedule and aircraft movement.
5.1.2 The Contractor shall provide P.E. testing and certification that the finished overhead fall protection system(s) conforms to applicable OSHA and ANSI fall protection standards.
5.1.3 The Contractor shall provide P.E. testing and certification that the B3102’s facility structure is able to handle the additional load from the overhead fall protection system(s), the maximum number of workers working on the aircraft, and two (2) times the maximum force fall from all the workers at the same time.
5.1.4 Contractor shall provide a test plan proposal demonstrating how they will test that the overhead fall protection system(s) conforms to OSHA and ANSI fall protection standards and shall get approval of the Government before testing.
6 DOCUMENTATION
6.1 Statement of Work. Statement of Work QPP-SOW-15-001JL describes the requirements and capabilities that shall be incorporated in the new overhead fall protection system(s) for the North, Center, and South dock of Building 3102.
6.2 Additional Supporting Data. The Government will provide applicable drawings and any additional required supporting data, based on authorized and availability, not provided in this SOW documentation package, as requested by Contractor within 30 calendar days after receipt of award.
The Government provided drawings are approximate and shall be verified by the Contractor. Any signatures of drawing/layout will be approval of orientation with the aircraft and not actual layout in reference to the facility. The Government shall not verify dimensions. The Contractor shall be responsible for taking all measurements and ensuring that those measurements are accurate to facilitate a successful fit-and-function test after installation. If the fit-and-function test fails, the Contractor shall be responsible to reorient the overhead fall protection system(s) to match aircrafts at no additional expense to the Government.

6.3 References. All work and equipment provided under this solicitation shall follow good engineering practices as documented in accepted engineering literature, and shall satisfy as a minimum the following publications of the issue in effect on the date of request for proposal that form a part of this SOW.

8 GOVERNMENT FURNISHED EQUIPMENT / MATERIAL
8.1 Facilities. Government shall furnish adequate work space at installation site.
8.2 Personnel. The Government shall provide aircraft personnel to assist the Contractor in demonstrating/training personnel in the use of the fall protection on or around the aircraft. The Contractor shall coordinate and supervise the demonstration/training of the fall protection and all aspects of its operation.
8.3 Technical
8.3.1 The Government shall make available upon request, to the selected Contractor, at least one
(1) copy of all referenced Government regulations and technical orders. The Contractor shall not reproduce any Government furnished technical data without written approval from the
CO.
8.3.2 Existing Drawings. The Government shall make available, to the selected Contractor, as-built facility drawings. However, all dimensions shall be field verified by the Contractor. These drawings shall not be modified or reproduced without prior approval by the Government engineer(s) and CO.
9 SITE VISITS AND CORRESPONDENCE
9.1 Site Visits. The CO is the point of contact for scheduling all site visits. Visitor control is located at the
Tinker Gate.
9.2 Contractor Representative. The Contractor shall appoint and identify to the Government a project manager who shall act as the Contractor’s representative in all communications with the Government throughout the overall project. The project manager shall be qualified to interpret designs and discuss solutions in all areas of the project with Government representatives, particularly the using agency (76AMXG/MXDEA). The Contractor’s representative shall be on-site to supervise all fabrication, installation and testing of the equipment.
10 GENERAL INFORMATION
10.1 Quality. The Contractor shall comply with all standard industry practices and procedures and manufacturer’s specifications.
10.2 Hours of Operation. Standard and Non-Standard hours shall be required for this project. The Contractor shall also work on federal Government holidays if necessary to meet the schedule. Work during weekends and federal holidays should be coordinated through the CO. Work shall minimize disruptions to Government activities. Contractor shall perform any on-site work that will disrupt Government activities during non-production hours and shall be coordinated and approved by the CM. Contractor schedule shall be flexible in order to work within a programmed depot maintenance (PDM) environment and understand that schedules are constantly changing. During periods of Base Closure the Contractor will follow Tinker Air Force Base Operating procedures for non-essential employees. Information for Tinker’s operating status can be found on Tinker’s Straight Talk Line at

(405) 734-1900. During periods of severe winter weather local television channels can also be tuned into for base operating status updates.
10.3 Government Procedures. The Contractor’s employees shall follow the direction of the Government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats. It is the responsibility of the Contractor to provide guidance and establish procedures for responding to emergencies for their employees. It is the Contractor’s responsibility to account for their employees following an emergency evacuation.
10.4 Government Acceptance. The Government representatives shall evaluate the Contractor’s performance through inspections and acceptance of services performed based on requirements of the statement of work, referenced drawings and specifications.
10.5 Parts and Materials. The Contractor shall use only new equipment, hardware, parts, and materials in performance of this statement of work, unless authorized by the CO who shall seek technical guidance from the assigned CM, 76AMXG/MXDEA Engineering. All equipment, hardware, parts and materials shall be commercial-off-the-shelf items to the fullest extent possible.
10.6 Tool Control. The Contractor shall comply with the requirements of Tinker AFB’s Tool Control
Program while performing contract services in or around the flight line and maintenance production shop areas at Tinker AFB, OK.
10.6.1 The Contractor shall be responsible for all tools and maintain a tool inventory checklist of all tools taken to the work site on Tinker AFB, OK.
10.6.2 The Contractor shall inventory every tool on their tool inventory checklist at the beginning and end of each day they are working on-site at Tinker AFB, OK and at the end of each job.
10.6.3 The Contractor shall secure all tools located at the work site when the Contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time.
10.6.4 The Contractor shall make the tool inventory checklist and tools available for random inspection by assigned Government representatives.
10.7 FOD Prevention. The Contractor shall comply with the requirements of Tinker AFB’s FOD (Foreign
Object Damage) and Prevention Program.
10.7.1 The Contractor shall practice good housekeeping at all times, in all areas and ensure all tools, equipment, and hardware is accounted for at the end of each task. The Contractor personnel shall remove watches, rings, chains, and other jewelry that could be dropped or become loose.
10.7.2 The CM shall assign Government personnel to brief FOD awareness and prevention to the
Contractor prior to the Contractor starting work in FOD critical areas. The Contractor’s on-site project manager shall be responsible for briefing their work force, on Tinker AFB FOD prevention requirements, before each work shift.

11 ENVIROMENTAL
11.1 Environmental Protection & Safety. The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
11.1.1 Contractors shall comply with Tinker Air Force Base (TAFB) Sup to Air Force Instruction (AFI)
32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC- ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”.
11.2 Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS). The Contractor shall not transport or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the CO Representative (COR), ten (10) calendar days after contract award date all Material Safety Data Sheets (MSDSs) or safety data sheets (SDSs).
Contractor shall comply with the effective dates for SDS requirements in accordance with the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The COR will forward all MSDS/SDS submittals to 72 ABW/CEIE for approval. 72 ABW/CEIE will determine any additional material requirements based on the hazard code of the material. Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs shall be readily accessible at all times by Contractor personnel as well as Government employees.
11.3 Hazardous Material (HAZMAT). The Contractor shall not store chemicals or hazardous material
(HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the COR monthly, the last business day of each month, or when the required work is completed. The COR will forward the records to the UEC no later than the 4th day of the following month or the first subsequent business day.
11.4 Hazardous Waste. The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in Government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the COR if the required waste containers are not available on site.
11.5 Discharges. Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer will be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The COR will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor
7 December 2015 Statement of Work – page 28 of 30 Vu (John) Le shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
11.6 Off-Site Discharges. For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW).
The Contractor shall provide a letter ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
11.7 Spills. Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the CO Representative (COR) and unit environmental coordinator (UEC). The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
11.8 One (1) copy to the CO (CO), two (2) copies to the COR, a copy for UEC and a copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
a) Name and contact number of person reporting the spill
b) Date and time of incident
c) Location and source of spill
d) Substance or pollutant spilled
e) Amount spilled and rate of discharge
f) Any damages or injuries involved
g) Extent of area impacted
h) Potential hazards
i) Actions taken
j) Organizations contacted
k) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
11.9 Environmental Training. Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD (Department of Defense), Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance).

RCRA training is available at http://www.natlenvtrainers.com/main.htm and http://www.access-safety.net/EPARCRA (These are examples of companies that offer training to meet RCRA regulation requirements) at the Contractor’s expense. Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the COR for approval within ten (10) calendar days after contract award date. Once written approval is received from the COR, The Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the COR, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.
12 SPECIAL REQUIREMENTS
12.1 Security. The Contractor shall comply with existing Government procedures for obtaining
Contractor credentials to work on-site, and Government procedures for Contractor access to Government legacy data system. While inside DoD facilities, the Contractor shall wear Government-approved identification badges on their outer garment in the chest area. DoD facilities are defined as any space open or covered that is directly owned by or leased to the Department of Defense for the United States of America.
12.1.1 Pictures. Taking pictures of aircrafts and buildings are not allowed unless permission is given by the CM.
12.2 Base Location. The Contractor and Contractor representatives shall contact the Government representative, assigned by the CO, for directions to the base. After arriving at the designated entry gate, the Contractor shall telephone the assigned Government representative for further instructions or to be escorted on to the base.
12.3 Foreign Nationals. A foreign national is defined as any person who is not a citizen or permanent resident alien of the United States of America. The Contractor shall notify the CO of foreign nationals prior to allowing them entry to any DoD facility. Special rules shall apply to foreign nationals and shall be explained to the Contractor once such individuals have been identified to the
CO.
12.4 Periods of Performance. All work on this contract shall be completed within 365 calendar days after award. Work will need to be accomplished in phases to work around aircraft’s schedules and in a manner for the least impact to production. The days required for installation need to be approved by the CO Representative.
12.5 Safety. The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regarding environmental protection. In the event environmental laws or regulations change during the term of this contract, the Contractor shall comply with such laws when enacted. The Contractor shall comply with all safety practices posted in the assigned work area.

12.6 Mishap Notification
12.6.1 The Contractor shall notify the designated COR within one (1) hour of all mishaps or incidents.
A written report of the mishap/incident shall be sent within three calendar days to the COR, who will forward it to the Procuring Safety Office. For information not available at the time of initial written report, the Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.
12.6.2 Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
12.6.3 If requested by the designated Government representative, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.
12.7 The safety provisions of this contract, shall apply to any sub-contracts/sub-contractors.
12.8 Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contractor and the procuring office.
12.9 Safety Program Elements
12.9.1 The Contractor’s Safety Program shall clearly define procedures, personnel qualifications, facilities and required equipment necessary to fulfill the following elements:
