STATEMENT OF WORK
(SOW)
For
Vertical/Mobile Storage System
PREPARATION DATE: 28 Aug 2015

1. SCOPE
The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to deliver and install the Vertical/Mobile Storage System for the Oklahoma City–Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW). The equipment shall be delivered and installed at the designated area located in Appendix A.
2. REQUIREMENTS
2.1 Quantity Required
A total of one (1) unit is to be purchased.
2.2 General
Mobile Storage system for the ground support Equipment (GSE) supply store (see APPENDIX A) is required to increase storage capacity and increase floor space for bulk items. Current shelving in the GSE supply store does not allow for all GSE supply items to be stored in one area. Power assist mobile storage system installed with a central safety and movement control unit located at the end of each carriage, directional movement buttons, safety stop/reset button, control head LED status indicator, amber warning light, solid state safety and control modules and an audible start movement signal. The shelving needs to be on a recessed track with carriages moved by electric power.
2.2.1 Safety and Health: SAFETY - The instrument shall be equipped with all necessary safety devices. It shall have any other protective devices as necessary to prevent injury to the operator, damage to the equipment. (See
APPENDIX C)
2.2.3 Prohibited Materials: Asbestos, mercury, lithium or polychlorinated biphenyl (PCB) shall not be used in any part or component of the system.
2.2.4 Environmental Protection: The machine shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prescribed by federal, state, or local statutes in effect at location of installation.
2.3 Vertical/Mobile Storage System
2.3.1 Specifications:
2.3.1.1 Carriages must be structural steel and must have a minimum 1,346lbs per linear foot capacity.
2.3.1.2 Shelving Requirements:
2.3.1.2.1 Elevation “A” must have 8 openings, 300lbs capacity per shelf and can be used as a double sided shelf (with center stop in place 12”/12” deep) or single sided shelf at 24” deep with the bolt in center stops removed.
2.3.1.2.2. Elevation “A” must have 6 openings, 300lbs capacity per shelf and can be used as a double sided shelf (with center stop in place 18”/18” deep) or single sided shelf at 36” deep with the bolt in center stops removed.
2.3.1.2.3 Elevation “A” must have 5 openings, 500lbs capacity per shelf and can be used as a double sided shelf (with back stops in place 24”/24” deep) or single sided shelf at 48” deep with the back stops removed.
2.3.1.2.4 All elevations must be adjustable on 1.5” increments, no tools required.
2.3.1.3 Track must be a solid 1 piece forged 1018 steel rail surface mounted onto the existing floor/concrete slab. The overall profile of rail must not exceed 3/8” with 2 beveled edges at 1/8”. Raised floor or deck is unacceptable.
2.3.1.4 Electric powered carriages must have a ¼ hp; 90 volt DC gear motor minimum. Motor controllers must be provided for soft start/soft stop capability.
2.3.1.5 Power to unit must utilize an overhead pantograph system requiring only 110v 20amp dedicated circuit (circuit and wiring to provided junction box by owner).
2.3.1.6 Each carriage must have a central safety and movement control unit located at the end of the carriages and consists of the following:
2.3.1.6.1 4.3” Impact Resistant LCD touch screen control head
2.3.1.6.2 Directional movement buttons with safety stop/reset button (touch screen anywhere for instant stop)
2.3.1.6.3 Interactive and dynamic screen with menu, built in tutorials, owner’s manual, system diagnostics, and voice prompts
2.3.1.6.4 Built in PIN code access control if needed to limit and control access of system along with audit trail log (txt file or XLS export).
2.3.1.6.5 Amber warning light
2.3.1.6.6 Solid-state safety and control module
2.3.1.6.7 Audible start movement signal which sounds for the first 3 seconds of movement
2.3.1.7 All units must be equipped with a fully OSHA compliant aisle entry sensor that will stop all units when the beam is broken due to someone entering a closing aisle. Workers must be able to enter an opening aisle without the system faulting to a stop mode.
2.3.1.8 All carriage units must be equipped with 2 full length OSHA compliant Infrared photoelectric safety sweeps that scan the full length of both sides of each carriage. The sweep must immediately stop movement if an obstruction is encountered and the beam is broken.
2.3.1.9 Provide (1) Hand Held Battery Pack (16 “D” cell batteries).
2.3.1.10 The system design must have (1) moving access aisle with a width of 6’. This aisle must be able to be divided into a second dedicated access aisle (two at 3’ each) at any location in the system via the LCD control heads at the end of the units. Any carriage in the system must be able to be set as a static nonmoving unit to divide up the 6’ access aisle via the LCD control heads at the ends of the units with no tools via the control menu.
2.3.1.11 Entire system must be U.L. listed.
2.4 Commercially Available Items: The following items shall be considered commercially available items and shall be supplied as described herein:
2.4.1 Transportation to TAFB, including all labor, tarping and materials (section 3.1).
2.4.2 RIGGING, MOVING, and ELECTRICAL cost for all of the following:
2.4.2.1 Transportation of components, as required, from
warehouse/manufactory to Tinker
2.4.2.2 Uncrating of equipment and cleaning of components
2.5 Machine Installation
2.5.1 The contractor shall provide all personnel, equipment, tools, supervision, transportation, materials, structural installation requirements, field testing, site oversight, waste handling/ transportation /disposal and any other incidentals necessary to deliver Vertical/Mobile Storage System.
The contractor shall warranty all construction installation and materials for a period of at least one year.
3. MACHINE TRANSPORTATION, RIGGING, AND INSTALLATION
3.1 Transportation
3.1.1 The contractor shall provide for the transportation of the Vertical/Mobile Storage System from the point of origination to Tinker AFB.
3.2 Rigging
3.2.1 The contractor shall furnish all labor and material handling equipment required for offloading the Vertical/Mobile Storage System at Tinker AFB.
The contractor shall be responsible for the disposal of all crating, skids and packing materials.
3.3 Installation/Assembly
3.3.1 The contractor shall furnish all personnel, equipment, tools and materials necessary to off-load, clean and any necessary assembly of the Vertical/Mobile Storage System (if any).
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for Inspection
4.1.1 The contractor shall be responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The contractor may utilize their own or any other, facilities suitable for the performance of the inspection requirements specified herein.
4.2 Responsibility for Compliance
4.2.1 The machine shall meet all requirements of section 2.
4.2.2 The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract.
4.3 Examination at Origin
4.3.1 The equipment offered shall be examined for design, construction, components, electrical equipment and workmanship to determine conformance with the requirements of this specification. The fit of parts shall be observed with particular reference to interchangeability of such as are likely to require replacement.
4.4 Quality Conformance Inspection
4.4.1 Quality conformance inspection shall be conducted at origin and may be monitored by government personnel. The inspection shall be in accordance with section 5.
4.5 Acceptance Test
4.5.1 Final inspection, testing and acceptance shall occur at destination (Tinker AFB, OK). The acceptance test shall be in accordance with section 5.
4.6 Examination
4.7.1 The machine shall be visually examined to determine compliance with all requirements within section 2.
5. TESTS
5.1 Operational Test
5.1.1 The equipment shall be operated under load, during which time all functions listed in section 2 shall be tested. The equipment shall be operated in accordance with the builders standard operating test procedure. Government personnel shall be present during this testing.
5.2 Performance Test
5.2.1 A performance test shall be conducted prior to final acceptance. The test shall consist of contractor's standard performance tests. The performance test results shall meet or exceed the requirements of section 2.
5.3 Examination at Destination
5.3.1 Examination at destination shall consist of inspection for damage in shipment, verification of quantities and any visual inspection deemed necessary by the receiving activity to verify supplies received conform to the requirements of the specification.
5.4 End User Training
5.4.1 The contractor will provide end user training, approximately one (1) hour.
6. TECHNICAL DATA
6.1 Manuals/Drawings
6.1.1 The contractor shall furnish one (1) electronic copy in the form of a pdf stored on a USB drive of all technical manuals/drawings containing all information necessary for the programming, operation and maintenance (parts lists, electrical schematics, ladder logic and I/O diagrams) of the Vertical/Mobile Storage System .
