STATEMENT OF WORK
(SOW)
For
Vertical/Mobile Storage System

1. SCOPE
The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to deliver and install the Vertical/Mobile Storage System for the Oklahoma City–Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW). The equipment shall be delivered and installed at the designated area located in Appendix A.
2. REQUIREMENTS
2.1 Quantity Required
A total of one (1) unit is to be purchased.
2.2 General
A high-density mobile (also called compact storage) shelving system is required for the Ground Support Equipment (GSE) supply store, building 3705, bay b. The purpose of the compact storage is to replace current static shelving while improving space utilization. The mobile shelves/cabinets need to travel side-to-side on floor mounted rails, creating movable aisles. The shelving system shall be electrically powered with the ability to open aisles manually or by battery power if electric power is lost. Electric power requirements (e.g., 110v 20 amp dedicated circuit) must be identified with a proposed junction box location. The mobile shelving system must be fully Occupational Safety and Health Act (OSHA) compliant with an aisle entry sensor that will stop all units when the beam is broken. All carriage units must be equipped with OSHA infrared photoelectric safety sweeps that will stop movement if an obstruction is encountered and the beam is broken. The units must be installed with a central safety and movement control unit located at the end of each carriage, directional movement buttons, safety stop/reset button, control head LED status indicator, amber warning lights, solid state safety and control modules and an audible start movement signal.
The shelving needs to be roughly 88” tall and installed on a recessed track. The length of each shelving row will be based on the shelving system design as it relates to the square footage within the proposed GSE supply area. Proposed shelving types (e.g., standard, heavy duty), number of shelves and shelving drawer configurations will need to accommodate items currently stored in the proposed storage area along with the ability to expand the inventory capabilities by 25 percent. The color gray is the preferred color scheme; however, other color options will be considered. An on-sight visit will be required to view proposed shelving area, inspect items currently stored in proposed area, and determine electric function box location.
2.2.1 Safety and Health: SAFETY - The instrument shall be equipped with all necessary safety devices. It shall have any other protective devices as necessary to prevent injury to the operator, damage to the equipment. (See
APPENDIX C)
2.2.2 Prohibited Materials: Asbestos, mercury, lithium or polychlorinated biphenyl (PCB) shall not be used in any part or component of the system.
2.2.3 Environmental Protection: The machine shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prescribed by federal, state, or local statutes in effect at location of installation.
2.3 Vertical/Mobile Storage System
2.3.1 Specifications: See General (para 2.2) for requirement description.
2.4 Commercially Available Items: The following items shall be considered commercially available items and shall be supplied as described herein:
2.4.1 Transportation to TAFB, including all labor, tarping and materials (section 3.1).
2.4.2 RIGGING, MOVING, and ELECTRICAL cost for all of the following:
2.4.2.1 Transportation of components, as required, from
warehouse/manufactory to Tinker
2.4.2.2 Uncrating of equipment and cleaning of components
2.5 Machine Installation
2.5.1 The contractor shall provide all personnel, equipment, tools, supervision, transportation, materials, structural installation requirements, field testing, site oversight, waste handling/ transportation /disposal and any other incidentals necessary to deliver Vertical/Mobile Storage System.
The contractor shall warranty all construction installation and materials for a period of at least one year.
3. MACHINE TRANSPORTATION, RIGGING, AND INSTALLATION
3.1 Transportation
3.1.1 The contractor shall provide for the transportation of the Vertical/Mobile Storage System from the point of origination to Tinker AFB.
3.2 Rigging
3.2.1 The contractor shall furnish all labor and material handling equipment required for offloading the Vertical/Mobile Storage System at Tinker AFB.
The contractor shall be responsible for the disposal of all crating, skids and packing materials.
3.3 Installation/Assembly
3.3.1 The contractor shall furnish all personnel, equipment, tools and materials necessary to off-load, clean and any necessary assembly of the Vertical/Mobile Storage System (if any).
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for Inspection
4.1.1 The contractor shall be responsible for the performance of all inspection requirements (examinations and tests) as specified herein. The contractor may utilize their own or any other, facilities suitable for the performance of the inspection requirements specified herein.
4.2 Responsibility for Compliance
4.2.1 The machine shall meet all requirements of section 2.
4.2.2 The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract.
4.3 Examination at Origin
4.3.1 The equipment offered shall be examined for design, construction, components, electrical equipment and workmanship to determine conformance with the requirements of this specification. The fit of parts shall be observed with particular reference to interchangeability of such as are likely to require replacement.
4.4 Quality Conformance Inspection
4.4.1 Quality conformance inspection shall be conducted at origin and may be monitored by government personnel. The inspection shall be in accordance with section 5.
4.5 Acceptance Test
4.5.1 Final inspection, testing and acceptance shall occur at destination (Tinker AFB, OK). The acceptance test shall be in accordance with section 5.
4.6 Examination
4.6.1 The machine shall be visually examined to determine compliance with all requirements within section 2.
5. TESTS
5.1 Operational Test
5.1.1 The equipment shall be operated under load, during which time all functions listed in section 2 shall be tested. The equipment shall be operated in accordance with the builders standard operating test procedure. Government personnel shall be present during this testing.
5.2 Performance Test
5.2.1 A performance test shall be conducted prior to final acceptance. The test shall consist of contractor's standard performance tests. The performance test results shall meet or exceed the requirements of section 2.
5.3 Examination at Destination
5.3.1 Examination at destination shall consist of inspection for damage in shipment, verification of quantities and any visual inspection deemed necessary by the receiving activity to verify supplies received conform to the requirements of the specification.
5.4 End User Training
5.4.1 The contractor will provide end user training, approximately one (1) hour.
6. TECHNICAL DATA
6.1 Manuals/Drawings
6.1.1 The contractor shall furnish one (1) electronic copy in the form of a pdf stored on a compact disk of all technical manuals/drawings containing all information necessary for the programming, operation and maintenance (parts lists, electrical schematics, ladder logic and I/O diagrams) of the Vertical/Mobile Storage System
