Statement of Work
(SOW)
For Struers Hexamatic Fully
Automated Polisher

1. INTRODUCTION
76 MXSS/MXDTAC-2 is requesting the purchase of one (1) Struers Hexamatic fully automated polisher for use in the materials process support lab. With the acquisition of new technology it is imperative that training on the new equipment be done to ensure that the new equipment is used in a manner that is safe for the employee. Proper training is also necessary in making the most efficient and responsible use of manpower, resources and time in support of our customer and the warfighter.
2. REQUIREMENTS
2.1 Quantity Required
A total of one (1) unit is to be purchased.
2.2 General
The equipment shall be new and one of the manufacturer’s standard current production models, capable of operations in accordance with the requirements herein. This means that on the date this solicitation is issued, the equipment has been designed, engineered and sold, or is being offered for sale through advertisements of manufacturer’s published catalogs or brochures.
Products such as prototype unit, preproduction model, or experimental unit do not qualify as meeting this requirement. Equipment being offered shall be capable of performing its intended function in accordance with the operation and performance requirements specified herein.
2.2.1 Safety and Health: All machine parts, components, mechanisms, and assemblies furnished on the machine shall comply with all of the requirements of 29 CFR 1910 and ANSI standard MH29.1. The machine shall have an Emergency stop for immediate stopping of all moving parts.
2.3 Environmental Protection: The machine shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prescribed by federal, state, or local statutes in effect at location of installation.
2.4 Hexamatic Fully Automated Polisher
2.4.1 Machine Structure Specifications:
2.4.1.1 The polisher shall have a dedicated position for grinding stone.
2.4.1.2 The polisher shall have a motorized stage or motorized head.
2.4.1.3 The polisher shall be able to hold a minimum of five (5) platens.
2.4.1.4 The polisher shall have a Safety shield built onto cabinet/Status Beacon.
2.4.1.5 The polisher shall have a Recirculation Tank to capture sediment.
2.4.2 System Description and Requirements:
2.4.2.1 The polisher shall have programmable functions to build and save polishing processes.
2.4.2.2 The polisher shall have an on screen display of functions/ monitoring of consumables.
2.4.2.3 The polisher shall have a dual function cleaning capabilities.
2.4.2.4 The polisher shall have a heated air drying at end of cycle.
2.4.3 Control Hardware/Software
2.4.3.1 The Polisher must have an Emergency stop for immediate stopping of all moving parts.
2.4.4 Accessories
2.5 The Polisher must include all necessary start-up supplies to place the unit into immediate service.
2.6 Machine Installation
2.6.1 The Vendor shall provide installation, start-up, on-site training for laboratory (MXDTAC-2) personnel by a qualified vendor representative and any calibrations/certifications to place the unit into immediate service. Technical support and maintenance shall be available through the manufacturer. The Vendor shall warrant the Automated polisher for two (2) years from date of acceptance.
3. Training
3.1 Training
3.1.1 The Vendor employee will provide training on the Automated Polishing Unit.
3.1.2 The Vendor shall train agency employees (a maximum of eighteen (18) personnel) on the basic and advanced functions of the Automated Polishing Unit.
3.1.3 The Vendor shall train employees on the proper set up of equipment.
3.1.4 The Vendor shall provide training for an estimated period of two (2) days and will commence within 6 weeks from date of equipment setup.
3.1.5 The Vendor will be responsible for all cost of training not specifically addressed in purchase agreement.
3.1.6 Training will take place at Tinker AFB, OK at a suitable location determined by the agency.
4. QUALITY ASSURANCE PROVISIONS
4.1 Quality Assurance
4.1.1 Training will be considered complete when the section chief of 76 MXSS/MXDTAC-2 sign the applicable document and forward an approved copy to contracting and vendor.
4.2 Responsibility for Compliance
4.2.1 The machine shall meet all requirements of section 2.
4.2.2 The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract.
4.3 Acceptance Test
4.3.1 Final inspection, testing and acceptance shall occur at destination (Tinker AFB, OK). The acceptance test shall be in accordance with section 5.
4.4 Examination
4.4.1 The machine shall be visually examined to determine compliance with all requirements within section 2.
5. TESTS
5.1 Operational Test
5.1.1 The equipment shall be operated under load, during which time all functions listed in section 2 shall be tested. The equipment shall be operated in accordance with the builders standard operating test procedure. Government personnel shall be present during this testing.
5.2 Performance Test
5.3 A performance test shall be conducted prior to final acceptance. The test shall consist of contractor's standard performance tests. The performance test results shall meet or exceed the requirements of section 2.
5.4 Examination at destination
5.4.1 Examination at destination shall consist of inspection for damage in shipment, verification of quantities and any visual inspection deemed necessary by the receiving activity to verify supplies received conform to the requirements of the specification.
5.5 Working Hours
5.5.1 Delivery shall take place during standard working hours (0730-1600) except for holidays and weekends. No work shall occur on holidays and weekends without written approval from the contracting officer.
5.6 Safety & Quality Control
5.6.1 Safety Requirements
5.6.1.1 The contractor shall comply with all safety practices posted in the assigned work area.
5.6.2 Housekeeping
5.6.2.1 The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this SOW.

SOW/PWS Safety and Health Statement
While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the Contracting Officer (CO), within eight (8) hours of any damage to government property where the dollar value exceeds $500,000.00 and within two workdays, for any damage to government property less than $500,000.00 during the execution of the contract.
Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
If requested by the designated CO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.
