STATEMENT OF WORK
(SOW)
RAMP GATE REPLACEMENT
FOR
TINKER AIR FORCE BASE, OKLAHOMA
Statement of Work No: QPE-SOW-003DH
27 February 2012
1. INTRODUCTION
The installation of new aircraft ramp gates, equipment and hardware will allow vehicle and emergency responder’s entry to the flight line ramp area that will be controlled by secure access card or remote entry by MOC. The ramp gate replacement will utilize the existing secure access system that is in place and currently in use.
1.1. Problem Statement
The aircraft flight line ramp area is a restricted area and requires vehicle access control.
New gates will provide the protection and control that is essential for the security of the ramp area. Minutes are crucial during emergency situations and entry for emergency response vehicles to the aircraft ramp area is necessary for quick response times for medical and security purposes. The current gates constantly break down and become inoperative. It is crucial that the ramp gates function properly so that vehicles will have the necessary access to the ramp area and emergency responders are not slowed down because of inoperative gates when responding to emergency situations.
1.2. Scope of Work
The contractor shall provide design, engineering, installation, programming, testing, and training to include all labor, equipment, parts, consumables, transportation, and incidentals, and procure other items and services necessary to replace eight (8) ramp gates, equipment and installation, and install new drive wheels. Work shall be performed in accordance with this SOW, commercial industry practices, and applicable federal, state and local rules and safety regulations. Contractor is responsible for ensuring that the gates are fully operational and that rails and gates are straight and aligned with the operator. Contractor is responsible for replacing all existing drive track and guide rollers that are found to be defective at no additional cost to the government.
Contractor shall insure that gates work and operate with the existing DSX Access Control System.
a. Gate #115 at Building 3001 - Contractor shall install one (1) entry and one (1) exit rolling gate that is sized to fit the existing openings. Contractor shall install support wheels on gates. Contractor shall install new drive wheels at operator.
Contractor shall install any cabling that is required to complete the installation.
b. Gate #191 at Building 3105 - Contractor shall install one (1) entry and one (1) exit rolling gate that is sized to fit the existing openings. Contractor shall install support wheels on gates. Contractor shall install new drive wheels at operator.

c. Gate #119 at Building 2280 - Contractor shall install one (1) entry and one (1) exit rolling gate that is sized to fit the existing openings. Contractor shall install support wheels on gates. Contractor shall install new drive wheels at operator.

d. Gate #184 at Building 2136 - Contractor shall install one (1) entry and one (1) exit rolling gate that is sized to fit the existing openings. Contractor shall install support wheels on gates. Contractor shall install new drive wheels at operator.

2. REQUIREMENTS FOR DOCUMENTATION
Contractor shall provide all useful and/or requested documentation pertaining to the project including, but not limited to, all design and review documentation, drawings, and warranty conditions.
2.1. Design and Production Standards
All work and equipment provided under this solicitation shall follow good engineering practices and shall be conducted and accomplished in accordance with the latest edition of all codes, ordinances, regulations, and standards and shall satisfy as a minimum but not limited to the following publications that form a part of this statement of work:

2.2. Design and Review
Detailed program plans describing work tasks, scheduling, costs and deliverables shall be provided by contractor. A program kickoff meeting shall be conducted after task award but prior to start of project, this is intended to ensure all parties thoroughly understand all requirements and are ready to proceed and to identify key personnel.
Technical interchange Meetings (TIMs) shall be convened at intervals as required by Contract Monitor. The contractor is also responsible for preparing an agenda and minutes for the TIMs.
Informal communications through face-to-face, telephone, electronic mail, and facsimiles throughout the project is encouraged and supported. All communication, either formal or informal, must be documented in writing and shall become a permanent portion of the next scheduled TIM minutes. Any communication, either formal or informal that is not introduced as official items at the next scheduled TIM may NOT be interpreted as approved by the government.
It is required for the contractor to provide a complete on-site application study, design, fabrication, inspection, fit and function test, documentation, training, delivery, tools, assembly, labor and other incidentals necessary in accordance with this SOW.
3. ASSEMBLY
3.1. Assembly work shall be completed in such a manner as to minimize disruption of government activities. Contractor shall perform any on-site work that will disrupt government activities during non-production hours; these cases will be coordinated and approved by the CO.
3.2. The contractor’s work area shall be maintained clean and orderly with debris being removed and disposed of daily.
3.3. Material cutting shall not introduce shavings or chips in, onto or around the aircraft ramp area.
3.4. Tooling shall not be stored on-site unless in a secured container and shall be removed at the end of each work shift.
3.5. Utility requirements shall be the responsibility of the contractor. Sources of electrical power and compressed air will be provided on an “as available” basis. The contractor shall be responsible for ensuring adequate utility supplies and hookups No welding is permitted within fifty (50) feet of an aircraft.
3.6. Storage of flammable materials such as paints and solvents shall be in authorized areas and approved through the CO.
3.7. The contractor shall comply with base requirements on handling hazardous materials. Disposal of hazardous materials shall be coordinated with CO and performed by the contractor.
4. FIT AND FUNCTION TEST
4.1. A complete fit and function test shall be conducted by the contractor in the presence of government personnel under the direction of an authorized contractor representative.
4.2. The contractor shall be responsible to perform all functions required to make the gates and Click2Enter System fully operational. Once operational, the contractor shall carry out the verification of all subsystems including, but not limited to, verification of the control and monitoring system. If programming deficiencies are found, the contractor’s engineer shall make corrections and re-verify. The contractor shall implement the tests necessary to provide full compliance with this specification. Prior to final acceptance, any user identified discrepancies shall be resolved.
4.3. Personnel necessary for moving materials and assembling component parts of this project will be supplied by the contractor. In addition, all personnel required for the performance of fit and function testing must be supplied by the same. Contractor representatives shall coordinate and supervise the assembly and final placement of the project components.
5. SITE VISITS
The CO is the point of contact for scheduling all site visits. Visitor control is located at the Tinker Gate.
6. F.O.D. PREVENTION
6.1. Contractor shall comply with the requirements of Tinker AFB’s Foreign Object Damage and Prevention Program.
6.2. Contractor shall practice good housekeeping at all times, in all areas and ensure all tools, equipment, and hardware is accounted for at the end of each task.
6.3. The CO will assign government personnel to brief FOD awareness and prevention to the contractor prior to the contractor starting work in FOD critical areas. The contractor’s on-site project manager shall be responsible for briefing their work force, on Tinker AFB FOD prevention requirements, before each work shift.
7. PERIOD PERFORMANCE
7.1. All work on this contract shall be completed in no more than 90 days after award of contract.
7.2. Contractor Personnel - The Contractor shall provide a point of contact (POC) and an alternate who shall act for the Contractor when the manager is absent and shall designate these individuals in writing to the Contracting Officer within two (2) days of contract award. The Contractor shall provide telephone numbers of the Contract Manager and alternate, and where they may be contacted at any time. The Contract Manager shall have full authority to act for the Contractor on all matters relating to operation of this contract on Tinker Air Force Base. The Contract Manager or alternate shall be available to meet on the installation with Government personnel designated by the Contracting Officer.
7.3. Warranty. The Contractor shall provide a warranty period equal to the standard industry practice for the entire assembly, components, tools, parts, and labor. The warranty period must exceed at least one year from the date of acceptance.
8. TOOL CONTROL
Contractor shall comply with the requirements of Tinker AFB’s Tool Control Program while performing contract services in or around flight line and maintenance production shop areas at Tinker AFB, OK.
8.1. Tool inventory checklists of all tools taken to the work site on Tinker AFB, OK must be kept.
8.2. Every tool on their tool inventory checklist must be accounted for at the beginning and end of each day they are working on-site at Tinker AFB, OK and at the end of each job.
8.3. All tools located at the work site must be secured when the contractor is not in the immediate area – no tools shall be left unattended/unsecured at any time.
8.4. To facilitate random inspections by assigned government representatives, tool inventory checklists and tools must be made available to the representatives.
8.5. The government shall not be responsible for any lost or missing tools and the contractor shall be responsible for any damage to government property caused by contractor tools or neglect.
9. ENVIRONMENTAL PROTECTION & SAFETY
9.1 Environmental Protection & Safety: The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health.
The contractor shall comply with any laws, instructions or regulation changes during the term of this contract. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness and materials handling (including hazardous materials and hazardous waste).
9.2. Hazardous Material: Contractor not occupying space on base: The contractor shall not store chemicals/HAZMAT on Tinker AFB. All chemicals/HAZMAT must be approved prior to being transported on base for use by any contractor. The contractor shall prepare and submit to the QAE/QAP, ten (10) calendar days after contract award date, one (1) each, Chemical/Hazardous Material Request Authorization Form (Air Force Form 3952) and MSDS for each chemical, materials and substance proposed to be used in performance of this PWS. The QAE/QAP shall forward the completed AF Form 3952s and MSDS to 72 ABW/CEAN for approval. The contractor shall not transport or use any chemical, material or substance on Tinker AFB before written approval is provided by 72 ABW/CEAN. Contractor shall maintain copies of MSDSs for all chemicals. The MSDSs must correspond with the manufacturers of the chemicals on hand. Manufacturer, material, and MSDS must match. NOTE: MSDS refers to manufacturer MSDS.
9.3. Once material is approved for use, contractor shall contact base EM (72 ABW/CEAN) and provide a list of all material. 72 ABW/CEAN shall determine any additional material requirements based on the hazard code of the material.
9.4. Hazardous Waste: Contractor not occupying space on base: Contractor shall dispose of any spent/processed chemical solutions and used rags in waste drums located in the shop/area the work is being performed in.
9.5. Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be done in accordance with Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEAN. The contractor shall maintain records of written authorization issued by 72 ABW/CEAN for discharges into IWTP and sanitary sewer.
9.6. Spills: Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, request Tinker AFB 911. The contractor shall report all environmental violations to the QAE/QAP. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the CO, two copies to the QAE/QAP, a copy for Unit Environment Coordinator (UEC) and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information.
1.) Name and contact number of person reporting the spill
2.) Date and time of incident
3.) Location and source of spill
4.) Substance or pollutant spilled
5.) Amount spilled and rate of discharge
6.) Any damages or injuries involved
7.) Extent of area impacted
8.) Potential hazards
9.) Actions taken
10.) Organizations contacted
11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
9.7. Environmental and Safety Training: The contractor personnel shall have Resource Conservation Recovery Act (RCRA) environmental and safety training required by the state and federal government. The training shall be IAW the following regulations:

The contractor shall provide the environmental and safety training certificate for all employees to the CO and QAE/QAP, within ten (10) calendar days after contract award date.
10. ADDITIONAL REQUIREMENTS
10.1. Security - Contractor shall comply with existing government procedures for obtaining credentials to work on-site and for access to government legacy data systems. While inside DoD facilities, the contractor shall wear government-approved identification badges on their outer garment in the chest area. DOD facilities are defines as any space open or covered that is directly owned by or leased to the Department of Defense for the United States of America.
10.2. Base Location - Contractor and contractor representatives shall contact the government representative, assigned by the CO, for directions to the base. After arriving at the designated entry gate, the contractor shall telephone the assigned government representative for further instructions or to be escorted on to the base.
10.3. Foreign Nationals - Foreign national is defined as any person who does not poses a legal certificate of citizenship in the United States of America. Contractor shall notify the CO of foreign nationals prior to allowing them entry to any DOD facility. Special rules shall apply to foreign nationals and will be explained to the contractor once such individuals have been identified to the CO.
10.4. Safety Requirements - Contractor shall comply with Industrial Safety Requirements provided in the Specifications MXAPP-S-001DC, Appendix D, and Safety Specification.
Health and Safety on Government Installations: In performing work under this contract on a Government installation, the contractor shall comply with federal, state and local regulations regarding occupational safety and health and the specific health and safety requirements established by this contract and Appendix C. The contractor shall notify the QAE of any injuries that occur to contractor personnel while on the installation. The contractor shall notify the QAE of damage to government property or equipment during the execution of the contract.
10.5. Travel - Contractor shall travel, as required, to complete this effort.
10.6. Quality Control Program - The contractor is responsible for the quality of services provided under the terms of this contract, including those provided by subcontractors.
To ensure the requirements of this contract are met, the contractor shall implement an effective, economical quality control program to identify, prevent, and ensure non-recurrence of defective services.
10.7. Contractor may be required to directly interface with competitive system development and/or upgrade source selection sensitive information. The contractor shall accomplish non-disclosure agreements prior to any access to competition-sensitive or proprietary data, information, or documents.

SECTIO� I - GE�ERAL REQUIREME�TS
A. Safety Program Requirements. The contractor will implement a safety program that ensures protection of Government personnel and property. The program will consist of, as a minimum:
1. Mishap notification/reporting as defined in paragraph B. below.
2. A Safety Program that addresses, as a minimum, the subjects listed in Safety Program
Elements, Section II and to be used during performance of the work described in the contract.
B. Mishap Notification.
1. The contractor shall notify the procuring Safety Office or a designated Government
Representative (GR) within one (1) hour of all mishaps or incidents. A written report of the mishap/incident shall be sent within three calendar days to the GR, who will forward it to the
Procuring Safety Office. For information not available at the time of initial written report, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.
2. Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
3. If requested by the designated government representative, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.
C. The safety provisions of this contract, shall apply to any subcontracts/subcontractors.
D. Safety requirements listed herein that do not concern contractor’s operations or services shall be considered self-deleting as mutually agreed by the contractor and the procuring office.
