STATEMENT OF WORK
INSTALL ACOUSTICAL BAFFLES TO
SHEET METAL PRODUCTION SHOPS, B.9001
TINKER AIR FORCE BASE, OKLAHOMA
24 JUNE 2011
1. DESCRIPTION OF SERVICES
1.1 INTRODUCTION: As a part of transformation process at Tinker Air Force Base (AFB), the majority of the Commodities Maintenance Group CMXG workload has been relocated to the former GM assembly plant recently designated as Building 9001. The initial action is an effort to centrally locate all CMXG sheet metal operations within B9001. This has the potential to create compliance issues regarding industrial noise exposures.
The Contractor shall provide materials, personnel, labor, transportation, equipment, tools, shipping, accessories, other incidentals necessary and installation service to provide a design and install acoustical baffles to the sheet metal production shops, Bldg.9001 at Tinker AFB, OK. The location drawings are shown in the Appendix A.
1.2 CONTRACT REQUIREMENTS
1.2.1 Scope: This Statement of Work (SOW) specifies the work required to provide a project layout design, materials and install acoustical baffles on-site to the sheet metal production shops to minimize noise.
1.2.2 Applicable Standards and Publications: The Contractor shall comply with the following documents:
a. Title 29 CFR, Chapter XVII, Part 1910-Occupational Safety and Health Standard (OSHA)
b. Environmental Protection Agency, RCRA
c. American Society for Testing and Material, ASTM-E1264, Standard Classification for acoustical ceiling products
d. ASTM-E84, Standard Test Method for Surface Burning Characteristics of Building Materials
In the event of a conflict between this SOW and the references cited herein, the text of this SOW shall take precedence.
1.2.3 Specific Requirements: The Contractor shall provide drawings to show ceiling plans and detailed on elevation how acoustical baffles are hung down from the ceiling at the locations shown in the Appendix A. The requirements of this SOW include completed baffle installation layout design, documents, materials, accessories, baffle installation and government verification. The Contractor shall perform the following elements of the project:
a. The Contractor shall provide equipment, tools and experienced or certified installers who have completed a similar project before.
b. The Contractor shall come on-site for the project locations and to verify the specific physical dimensions of all the acoustical baffles. The contractor shall schedule with the government project engineer one (1) week before the site visit.
c. The contractor shall take the measures of the sound levels at 10 different locations identified by the government project engineer BEFORE and AFTER the installation of the baffles. The contractor shall provide the sound reports to the government in hard copies for record.
d. The Contractor shall completely install cables or wiring only to the existing building structure members to hang the acoustical baffles along the fire walls. The cables or wiring shall be carbon steel material per baffle manufacturer’s recommendations. The Contractor shall ensure to anchor all the acoustical baffles to the building structures.
e. The Contractor shall hang the acoustical baffles securely to bottom of horizontal bridging and to the cables/wiring at the locations shown. The Contractor shall install the acoustical baffles for accurate fit within the perimeters of the structure members unless otherwise specified in the drawings.
f. The Contractor shall ensure the baffles to be hung vertically, and do not allow the baffles to contact any materials or objects below the ceiling.
g. The Contractor shall not hang the baffles to conduits, plumbing, ductwork, wiring etc other than the building structures or bridging.
h. The Contractor shall submit manufacturer’s document to certify the selected baffles are free from asbestos and lead paint.
i. The Contractor shall ensure the acoustical baffles and accessories are from a single source of manufacturer.
j. The Contractor shall provide rectangular baffle shape.
k. The Contractor shall ensure to provide the acoustical baffle thickness of 1.5” minimum.
l. The Contractor shall provide acoustical baffle material that meets the following specifications: A low density mineral fiberglass, either plain or perforated. The Contractor shall ensure the acoustic baffles to comply with ASTM-E1264 for “Standard Classification for Acoustical Ceiling Product”. Again, all baffles material and accessories are free from asbestos and lead paint.
m. The Contractor shall ensure the baffles meet sound absorption level: Noise Reduction Coefficient (NRC) is 1.0 minimum.
n. The Contractor shall ensure the Light Reflectance Coefficient (LRC) is 0.80 minimum.
o. The Contractor shall ensure the surface finish to comply with manufacturer’s standards and it can be washable.
p. The Contractor shall ensure mounting types of baffles are metal grommets.
q. Color: The Contractor shall provide the government a baffle catalog or brochure containing the actual baffle samples showing the colors available. White color is preferable.
q. Color: The Contractor shall provide the government a baffle catalog or brochure containing the actual baffle sample(s) which have WHITE color(s). Painting on the external surfaces is not acceptable.
r. Incombustibility. The Contractor shall ensure the baffle meets surface burning characteristic: Class “A” per ASTM-E84. Maximum flame spread is 25. Maximum smoke Density is 50. The Contractor shall ensure the acoustical baffles shall not add to the fire load in the building.
s. Workmanship: The Contractor shall ensure all baffles shall be free from any defects which may affect the durability, appearance or serviceability.
t. The Contractor shall ensure the edge construction is either heat sealed or sewing patterns.
u. Identification and marking: The Contractor shall ensure to provide baffle identification and marking on each baffle. The identification and marking shall be permanent attach and readable. They shall include as minimum the manufacturer’s name, address, the part number and possible national stock number (NSN). The identification and marking shall be accomplished without adversely affecting the acceptance and function of the finished product.
v. Contractor certification: The Contractor shall certify and maintain substantiating evidence that the acoustical baffles product offered meets the salient characteristics of the ASTM-E1264.
w. Maintenance: The Contractor shall provide maintenance documents per manufacturer’s instructions to the government project engineer.
x. The Contractor shall submit manufacturer’s material specification for each acoustical baffle product to the government project engineer. The material specification shall content all the requirements above.
y. The Contractor shall develop a project location, an elevation layout or baffle-ceiling mounted isometric view and an installation schedule. The Contractor shall submit all the documents to the government representative to obtain approval.
z. The Contractor shall ensure to install the baffles in the way that shall not negative affect the activation or spray patterns of sprinkler system. Since the existing fire alarm audio/visual devices are suspended from the bottom chord of trusses and are located in the middle of each area that will be created by the baffles. The Contractor shall ensure that baffle installation shall not have negative effect the fire alarm system coverage. The Contractor shall ensure to install the baffles in a way that shall not have negative effect on the followings: Building lights, electrical wiring, shop air, water system, breathing air system, HVAC system, plumbing, partition, hot/chilled water lines, crane, drain lines etc.
aa. The Contractor shall be responsible for cleaning the project site which includes all building structure members where the baffles are installed.
ab. Noise Level Reduction: The Contractor shall ensure the baffles to meet the shop noise level reduction target: Minimum 10 dBA .
1.3 Quality Assurance Provisions.
1.3.1 Project Site Visit. The Contractor shall be responsible for performing the site visit, material dimension measurements, building structure member inspection for the baffle installation and the Contractor shall provide all the necessary materials, supplies, personnel protection equipment, equipment, transportation, tooling and personnel to perform the site visit requirements.
1.3.2 Final Acceptance Inspection. The Contractor shall conduct the final inspection and acceptance of the baffle installation at the Tinker installation site with the witnesses of the government.
1.3.3 Warranty. The Contractor shall warranty all materials, accessories, installation service and workmanship free of defects for a period of 365 calendar days. The Contractor will be notified of defects by the government in writing. The Contractor shall respond to all reported problems within 24 hours. Defects shall be remedied at no cost to the government within 10 calendar days unless otherwise approved by the Government.
1.4 Performance Objective. The purpose of this purchase order is to install acoustical baffles to the sheet metal production shops, Bldg.9001, Tinker AFB, OK.
1.5 Schedule. The Contractor shall have six (6) months, or the earliest possible date after contract award to complete the project. The Contractor shall submit an installation schedule to the government project engineer to obtain coordination and approval before the implementation.
1.6 Service Report. The Contractor shall provide a written service report at the completion of the contract to the Quality Assurance Personnel (QAP) or the government representative. The following minimum information shall be included: Name of company, Service Date, Service Performed, Additional Service Needed (if any), Name of Technician and Completion Date.
1.7 Quality. The Contractor shall comply with all standard industry practices and procedures and manufacturer’s specifications.
1.8 Hours of Operation. The Contractor shall perform the service that shall not interrupt the government production operation. The Contractor shall perform the work Monday through Friday, 3:00 PM until 11:00 PM, excluding Federal Holidays, unless otherwise directed by the Contracting Officer.
1.9 Safety. In performance of this SOW, the Contractor shall comply with all standard safety practices and all safety practices posted in the assigned work area.
1.10 Tool Control. The contractor shall perform the service in the aircraft part maintenance shops. While performing contract services in or around Aircraft Maintenance Production Shop areas at Tinker AFB, OK the Contractor shall comply with the intent of the Tinker AFB’s Tool Control Program.
1.10.1 As a minimum the Contractor shall maintain a tool inventory checklist of all tools taken to the work site on Tinker AFB, OK.
1.10.2 The Contractor shall account for every tool on their tool inventory checklist at the beginning and end of each day they are working on site at Tinker AFB, OK and at the end of each job.
1.10.3 The Contractor shall secure all tools located at the work site when the Contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time.
1.10.4 The Contractor shall make the tool inventory checklist and tools available for random inspection by authorized government representatives.
1.11 FOD Prevention. The contractor shall perform the service in the aircraft maintenance shops. While performing contract services in or around the Aircraft Maintenance Production Shop areas at Tinker AFB, OK the Contractor shall comply with the intent of Tinker AFB’s Foreign Object Damage (FOD) and Prevention Program.
1.11.1 As a minimum, the Contractor shall practice good housekeeping at all time in all areas, ensure all tools, equipment, accessories and materials are accounted for at the end of each task, remove watches, rings, chains and other jewelry that could be dropped or become loose in FOD critical areas and practice good work habits.
1.11.2 The designated government representative will brief FOD awareness and prevention to the Contractor prior to the Contractor starting work in FOD critical areas.
1.12 Continuation of Essential DoD Contractor Services During Crisis. In a state of an emergency, if the government deems it necessary the Contractor will provide all services necessary to ensure mission accomplishment. On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above. The following requirements have been determined to be essential in accordance with, DODI 3020.37, E 2.1.1 and E2.1.3: SOW paragraphs 1.2.3 and 1.3. The Contractor shall establish and provide procedures to ensure continued support during a crisis. The Contractor shall provide the name, address, and telephone number of the Contractor performing the essential service; the name, address, and telephone number of the in-country contact for DoD activity using essential service, if overseas; the number of Contractor employees and equivalent man-years required to perform the essential service; and the number of dependents of designated-essential Contractor employees to be included in noncombatant evacuation planning, if overseas.
1.13 Security Requirement and Identification Badges. The Contractor shall provide the name of all personnel requiring entry authorization to Tinker AFB OK, for performance of services associated with this requirement. The Contractor shall have a valid driver’s license and car insurance verification.
1.13.1 The following information is necessary to coordinate entry to the base:

1.13.2 The Contractor shall contact the QAP for directions to the base if unknown. After arriving at the designated gate’s parking area, the Contractor shall telephone the QAP for further instructions to be escorted on to the base.
1.13.3 Foreign National(s). Special rules apply for foreign national(s) visiting a U.S. Government facility. Please notify the QAP before sending a Foreign National representative to perform services.
1.14 Environmental Protection & Safety. The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regarding environmental protection and occupational safety and health. In the event the laws or regulations change during the terms of this contract, the Contractor is required to comply as such laws come into effect.
1.15 Housekeeping. The Contractor shall keep the work areas clean and orderly in accordance with Occupational Safety and Health Administration (OSHA), fire and safety standards, and this SOW.
2. GOVERNMENT-FURNISHED PROPERTY AND SERVICES.
2.1 No Government Furnished Property is applicable to the performance of this contract.
2.2 The Government will provide access to the work site, existing work space around the equipment, workbenches, cabinets and existing utilities in the area where installation of the acoustical shall be performed by the Contractor.
2.3 If needed, the Government will have authorized Government personnel to operate a forklift to assist the unloading of materials and equipment from the transport vehicles.

Acoustical Baffle Material Coverage Locations:
1. Beam rows M-20 thru M-22 located North of isle walkway to North post Q-20 thru Q-22. Baffle dimensions: 157’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finish floor.
2. Beam rows M-23 thru M-28 from isle walkway to North post Q-23 thru Q-28. Baffle dimensions: 157’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finished floor.
3. Beam rows M-31 thru M-38 from isle walkway to North post Q-31 thru Q-38. Baffle dimension: 157’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finish floor.
4. Beam row M-39 from isle walkway to North post P-39. Baffle dimension: 111’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finish floor.
5. Beam row M-40 from isle walkway to North post P-40. Baffle dimension: 111’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finished floor.
6. Beam row M-40 from isle walkway to North post P-40. Baffle dimension: 111’ long x 13’ high. The acoustical baffles shall be mounted at 14’ height elevation to the white finished floor.
7. Beam rows L-24 thru L-29 from the isle walkway to South post H-24 thru H-29. Baffle dimension: 140’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finished floor.
8. Beam rows L-31 thru L-39 from the isle walkway to South post H-31 thru H-39. Baffle dimension: 140’ long x 9’ high. The acoustical baffles shall be mounted below the bottom of ceiling truss and stop at elevation 14’ above the white finished floor.
9. Header baffles row from column H-23 running East thru column H-39. Baffle dimension: 777’ long x 11’ high. The acoustical baffle shall be mounted to the bottom of the ceiling truss and stop at elevation 14’ above the finished floor.
10. Header (Fire wall) baffles row from column Q-20 running East thru column Q-40. Baffle dimension: 912’ long x19’ high. The acoustical baffles shall be mounted to the underside of roof bottom and stops at elevation 14 feet above the finished floor.
