STATEMENT OF WORK

(SOW)

B-1 Transient Tail Maintenance Stand

TINKER AIR FORCE BASE, OKLAHOMA

STATEMENT OF WORK #: B1T STAND – SOW

19 July 2022

1. INTRODUCTION

567 AMXS (B-1 Production) requires the fabrication, delivery and assembly of one (1) set of Transient Tail Maintenance Stands to silhouette the B-1 Bomber for use in repairing the aircraft outdoors on the flight line in Post-Dock operations at Tinker Air Force Base, Oklahoma. Contractor shall provide a complete turn-key on-site application, fabrication, inspection, testing, documentation, training, delivery, tools, equipment installation, maintenance stand assembly, labor and other incidentals necessary to provide such maintenance stands in accordance with this Statement of Work (SOW), Specification B1T STAND-SOW, attachments and supporting data as provided by the government.

Silhouette stands are work platforms (also referred to as maintenance or work stands, work stand sets, or stand sets) used in maintenance to surround the aircraft for personnel access during maintenance operations. A Transient B-1 Maintenance stand may consist of stairways, work platforms, auxiliary step platforms and ladders. A Transient B-1 Maintenance Stand is for outdoor use, and must withstand the elements (wind, rain, sun, etc.), as well as frequent travel across rough surfaces. Unlike In-Dock stands, this stand will not provide lighting, compressed shop air, and electric supply outlets for operations, as they are not needed. The maintenance stands provide access to the aircraft work areas for all of the skills needed to perform their operations while serving as fall protection.

1.1. Problem Statement

Currently there is a need for a specifically designed Transient Tail Maintenance Stand for use outside on the flight line when issues are discovered during inspections in the Post-Dock Gate. These stands will provide lean process improvement, ergonomics, OSHA compliance, ease and speed of set-up, utility distribution, easy connectivity, height adjustments, generic modular design, tool placement, or general flexibility to support complex post-FCF issue fixes that are needed to keep the aircraft flying.

1.2. Scope

The contractor shall provide fabrication, delivery, and assembly one (1) set of Transient Tail Maintenance Stands for use on the B-1 Bomber for Planned Depot Maintenance (PDM) occurring in the Post-Dock Gate on the Flight Line. This will be accomplished, in part, by reverse engineering the current Tail Maintenance Stands in 567 AMXS’s possession. The set of Transient Tail Maintenance Stands shall contain two (2) individual stands and be comparable to the existing sets: one (1) on the left side and one (1) on the right side of the fuselage, encompassing the entire fuselage aft of the nacelles. The new tail stands shall be compatible and interchangeable with the other existing tail stands in all ways not involving electricity or air supply (i.e. size, safety features, and dimension). The stand set will not have electricity or air supply points, and will need to be equipped with manual leveling jacks. The maintenance stands shall be capable of being moved frequently 1000 yards or more across rough outdoor concrete surfaces from their outdoor storage location, to the Post-Dock work area. The stand set shall be designed so as not to vibrate excessively while in transit, and the wheels (should not be solid casters) and tow apparatus used must be robust enough to handle the frequent tow work load. The stand set design shall also include hard point anchor areas where tie down straps can be attached to ensure the stands cannot be shifted by the high wind loads experienced on the flight line. The usage of the stand set shall be interchangeable with any B-1 aircraft. Contractor shall provide complete fabrication, inspection, testing, documentation, training, delivery, tools, installation/assembly, labor, and other incidentals necessary to make the maintenance stand set operational and usable. The new stands shall have all hardware recessed and sliders installed to prevent damage from collision. Railings shall be collapsible at the same locations of the existing stands to allow forklift access and to prevent contact with the aircraft. An on-site visit from the contractor will be required and the Government will be provided any assistance necessary. The proposed maintenance stands will meet as a minimum the requirements of Specification B1T STAND-SOW.

The contractor will need to reverse engineering the current Aluminum CVI Tail Maintenance Stands, and field verify all dimensions and that the new stand set will match the existing stands before manufacturing. The contractor shall also provide a complete set of assembly, design, fabrication and manufacturing drawings, and any and all other drawings/drafts which would be required to design, fabricate, manufacture, and assemble future stand sets for possible Full and Open Competition procurement. The maintenance stands purchased shall be assembled on-site and accepted by the government after and acceptable test fit is completed. The contractor shall be ISO 9000 compliant. See Appendix A for figures of the Tail Maintenance Stand for rough dimensions.

1.3. Impact Statement

Without a new transient tail maintenance stand, 567 AMXS will be unable to perform the Post-Dock tasks on the B-1 Bomber in the Planned Depot Maintenance (PDM) Line and the Structured Speed Line. This would inevitably lead to the grounding of aircrafts, which would affect Aircraft Availability and disrupt the military strategic presence of the United States Air Force.

2. DOCUMENTATION

2.1. Specification. Specification B1T STAND-SOW describes the requirements and capabilities that shall be incorporated in the new B-1 Maintenance Stands.

2.2. Additional Supporting Data. The government will provide assembly drawings and any additional required supporting data, based on authorized and availability, not provided in this SOW documentation package, as requested by contractor within 30 calendar days after receipt of award.

2.3. References: All work and equipment provided under this solicitation shall follow good engineering practices as documented in accepted engineering literature, and shall satisfy as a minimum the following publications of the issue in effect on the date of request for proposal that form a part of this statement of work.

2.4 Order of Precedence. In the event of a conflict between the text of this statement of work and the references cited herein, the text of the statement of work shall take precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

2.5 Definition. Maintenance stand or work stand in this statement of work is defined as “Mobile Work Platforms” in AFOSH 91-501.

3. REQUIREMENTS

The contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials and contractor facilities in support of the requirements of this SOW.

3.1. Item Description

The following items shall be required to be purchased and delivered to Tinker AFB prior to the beginning of the installation process:

3.1.1. B1-B Transient Tail Maintenance Stand Sets

a. The B1-B Transient Tail Maintenance Stand Set shall have the following salient features and characteristics:

b. Quantity: One (1) B1-B Transient Tail Maintenance Stand Set (one (1) Left Hand (LH) stand and one (1) Right Hand (RH) stand).

c. Shall include the design, drawings, engineering, manufacturing/fabrication, on-site installation, on-site training, and operation and maintenance manuals of electronic format and hard copy.

d. Vendor shall tailor the design of this stand set off of the existing Government set, making them nearly identical.

e. Set shall include one (1) LH stand and one (1) RH stand.

f. Stand set shall silhouette the tail (aft) end of the B-1B aircraft.

g. Two (2) working levels for work and access to the bottom, side, and top of the fuselage, and assess to the horizontal stabilizers, composed of steel and/or adequate strength aluminum components to reduce weight.

h. The 1st (first) level of a stand half shall be an estimated thirty-four (34) ft. long, thirteen (13') ft. wide, five (5) ft. from the ground, and shall have a minimum load capacity of 2,500 lbs.

i. The 2nd (second) level of a stand half shall be an estimated forty-three (43) ft. long, twelve (12) ft. wide, eight (8) ft. from the 1st (first) level platform, and have a minimum load capacity of 10,000 lbs.

j. The stand shall be designed to have no deflection in the stand platforms.

k. The 2nd (second) level platform shall include of four (4) recessed fall restraint anchor points near the perimeter of the horizontal stabilizer near the afterward (AFT) back edge of the stand, and one (1) recessed fall restraint anchor point at the forward (FWD) front edge end of the stand (five (5) anchors per half).

l. OSHA compliant slip-resistant decking with one (1)" diameter perforations to prevent fluid build-up on the surface.

m. OSHA compliant articulating stairway for entry onto 1st (first) and 2nd (second) level of the stand platforms on the outboard side of each stand half.

n. An adjustable fall protection curtain, located on the forward (FWD) front edge end of the Tail Stand (level 2) to provide fall protection for a worker working on top of the nacelle area.

o. A static grounding reel per stand half with a spring-rewind reel with an alligator clip for clamping.

p. A main jacking system consisting of four (4) interconnected air powered screwjacks (eight (8) per set) with a minimum range 36" and with the casters bolted to the bottom of the jacks in a way that they can be easily removed if damaged.

q. Ten (10)" or larger heavy duty swivel casters (Polyurethane on cast iron wheels or equivalent) for reduced noise, with swivel locks and brakes.

r. Any part of the stand that may touch the aircraft shall have rubber or equivalent padding to protect the aircraft from damage.

s. Sliders shall be included to assist in conforming to the aircraft where needed.

t. Provide two (2) slider extending rods with a hook so that the sliders can be extended and retracted.

u. Leveling and stabilizing jacks with minimum load capacity of 8,000 lbs. shall be located near each caster to provide assistance in turning each caster and stabilizing stand.

v. Stand set shall include a removable tow bar on each half (two (2) total) and there shall be attachment points on the forward and aft ends of each stand half for the removable tow bar to be able to attach to. The removable tow bars shall be able to be stowed in the upward position to eliminate trip hazards.

w. The steel components of the stands shall be painted Sherwin Williams Safety Yellow 4084 or equivalent.

x. Include a step on each half at the inboard edge of the second level along the fuselage and add red safety marking(s) to the edge of the step.

y. Guardrails shall be located where the two halves connect on the 1st (first) and 2nd (second) levels by the sliders so that the halves can be used independent of each other. Guardrails shall be OSHA compliant and removable with OSHA compliant toe boards. These guardrails able to be stowed upright on the outboard guardrails of the stand.

z. All exterior guardrails shall be OSHA compliant, foldable, and removable with OSHA compliant toe boards. The guardrails near the horizontal stabilizers shall be height adjustable to prevent contact.

aa. Install access gates with a “SAFE and NOT SAFE” sign at the bottom of each stair entrance for access to the 1st (first) and 2nd (second) levels (four gates (4) total).

ab. All design and fabrication of stands shall meet or exceed OSHA Fall Protection Standards and shall have MSDS documentation for all coating processes and hazardous materials.

ac. Each stand shall have a Certificate of Conformance (COC) signed by the appropriate authority.

ad. Vendor shall submit design for review at three stages of completion: 25%, 75%, and 100%. Government (76 AMXG/MXDEB) shall be allowed up to 10 business days after submittal for review and approval.

3.2. Task Description

The contractor shall provide engineering services and deliverables to support the following tasks:

3.2.1. Program Management

The contractor shall provide a program plan describing work task, schedule, cost and deliverables (CDRL A004). A program kickoff meeting shall be conducted after task award and prior to delivery of the program plan to ensure all parties fully understand the requirements and are ready to proceed. Additionally, Technical Interchange Meetings (TIMs) shall be convened at intervals as required by the CO. The contractor shall prepare the agenda and minutes of the TIMs as required (CDRL A002 and A003). The contractor shall prepare and deliver monthly status reports (CDRL A001).

Informal communication through face-to-face, telephone, electronic mail, and facsimiles throughout the project is encouraged and shall be supported. All communication either formal or informal shall be documented in writing and shall become a permanent portion of the next scheduled TIM minutes. Any communications either formal or informal that are not introduced as official items at the next scheduled TIM shall not be interpreted as approved by or for the government.

3.2.2. Baseline Requirements

The contractor shall provide complete fabrication, inspection, testing, documentation, training, delivery, tools, labor, and other incidentals necessary in accordance with this SOW, the assembly drawings and specification B1T STAND-SOW.

3.2.2.1. Requirements Review. The contractor shall hold a requirements review at Tinker AFB within 30 calendar days after contract award. The primary purpose of the review will be the identification of key personnel, and for final clarification of the requirements. The contractor shall prepare the agenda and technical report of this review (CDRL A002). Findings and recommendations will be incorporated into the meeting minutes (CDRL A003).

All reports or submittals by the contractor shall be submitted to the Contracting Officer (CO).

3.2.2.2. Pre-Fabrication Review (PFR). The contractor shall hold a PFR at Tinker AFB within 60 calendar days before maintenance stand fabrication. A fabrication data package and integrated master schedule shall be provided by the contractor five (5) working days prior to the PFR. The integrated master schedule shall be updated throughout the duration of the project, and shall be provided to government when requested. The contractor shall prepare the agenda and minutes for the PFR (CDRL A002 and A003).

The contractor shall address as a minimum the following:

a. Integrated Master Schedule (Fabrication Schedule)

b. Personnel Training

c. Equipment Technical Data

d. Warranty Description

e. Assembly Drawing

The fabrication shall be reviewed by the government and the CO shall provide the contractor written comments. If any change requested by the contractor and approved by the CO, the CO may require an additional submittal of the updated drawings to be submitted within 30 calendar days after review.

3.2.3. Final Verification / Limited Production

Upon completion and acceptance of the task requirement 3.1.2 of this contract, the manufacturer shall begin the fabrication and delivery of one (1) set of Transient Tail Maintenance Stands for the B-1 Bomber to Tinker AFB. The contractor shall also support government personnel with a full functional checkout/demonstration of the maintenance stands with a B-1 aircraft. This fit-check shall be performed by government personnel, with the Contractor present for consultation and documentation of this fit-check. If any discrepancies are noted, the Contractor shall document the deficiencies and corrective actions for submission to the CO for approval prior to making corrections on all applicable drawings, work stand components, and documentation. Any changes necessary (technical or non-technical) shall be requested by the government to the CO and then issued by the CO.

3.2.3.1. Fabrication

The contractor shall procure the equipment and hardware necessary to support the fabrication of the B-1 Transient Maintenance Stand. All equipment and hardware shall be off the shelf items to the fullest extent possible. The Contractor shall perform all fabrication activities at the contractor’s location and assembled on-site at Tinker AFB.

3.2.3.2. Shipment.

The contractor shall be responsible for maintenance stand preservation, packaging, loading, shipping, unloading, on-site placement and storage at Tinker AFB IAW the manufacturer’s commercial practices unless otherwise specified herein. The contractor shall provide a fully authorized representative on-site at all times during the receipt, assembly, installation, testing, and acceptance. The government shall not provide storage for intermittently shipped equipment.

3.2.3.3. Assembly.

3.2.3.3.1. General Assembly. Safety equipment shall be used during maintenance stand assembly. Safety equipment shall contain up-to-date certifications and shall be in good working condition. Remediation of any component that cannot be assembled properly as a result of errors in manufacturing or deformation due to handling or transportation shall be the responsibility of the contractor. The contractor shall immediately report any discoveries to the CO. Repair methods shall have prior approval by the government before any work is performed. The straightening of steel base fames, tubing, angles, connecting devices, casters or other components shall be done by methods approved by the original component manufacturer and shall follow industry. The contractor shall replace all items damaged beyond acceptable repair.

3.2.3.3.2. Assembly Site Limitations. The contractor shall take the following precautions on-site:

a. All assembly work shall be completed in such a manner as to minimize disruption of government activities. The contractor shall perform any on-site work that shall disrupt government activities during non-production hours and shall be coordinated and approved by the CO.

b. The contractor’s work area shall be maintained clean and orderly. Debris shall be removed and disposed of daily.

c. Material cutting shall not introduce shavings or chips in, onto or around the aircraft, aircraft access panels, or aircraft engines.

d. All phases of work shall be accomplished safely to comply with OSHA 29 CFR 1910.29, 1926.450, 1926.451, 1926.452, and AFOSH 91-501.

e. The contractor tooling shall not be stored on-site unless in a secured container. All tooling shall be removed at the end of each work shift.

f. The contractor shall be responsible for handling equipment and supplies during progress of the contract.

g. Utility requirements shall be the responsibility of the contractor. Sources of electrical power and compressed air shall be provided on an “as available” basis. The contractor shall be responsible for ensuring adequate utility supplies and hookups are available on-site prior to the time of need.

h. No welding is permitted within fifty (50) feet of an aircraft.

i. Storage of flammable materials such as paints and solvents shall be in authorized areas and approved through the CO.

j. The contractor shall comply with base requirements on handling hazardous materials. Disposal of hazardous materials shall be coordinated with the CO and performed by the contractor.

k. The contractor employees shall not wear watches, rings, or jewelry within aircraft maintenance areas. Proper personal protective equipment (safety glasses, hearing protection, hard hats, safety shoes and protective coveralls) shall be worn in and around all production areas.

3.2.3.4. Installation Requirements.

3.2.3.4.1. General. The contractor shall provide all necessary equipment necessary to support the delivery, assembly and installation of all items identified in this SOW. The contractor shall supply all necessary manpower for the on-site installations. The contractor shall coordinate the design and installation details with government and Aircraft Facilities and Engineering (76AMXG/MXDEB) prior to start. Failure to obtain appropriate coordination shall be a cause to stop all activities until proper coordination is obtained.

3.2.3.4.2. Supervision. The contractor shall provide technical supervision and shall be available on-site at all times during the installation, testing, and acceptance by the government.

a. The contractor employees must be able to gain access to Tinker Air Force Base and able to work unsupervised by Tinker personnel. Neither Production nor MXDE engineering will be available to provide contractor supervision during operations.

3.2.3.4.3. Storage. The contractor shall provide lockable storage for security of tools and equipment. The government shall not be responsible for the safety and security of contractor property and shall not assume any risk on behalf of the contractor or any sub-contractors.

3.2.3.4.4. Installation. The contractor shall be responsible for any and all equipment and personnel requirements supporting transportation of equipment during receipt, to and from any storage area, and on the installation site. The storage area may not provide weather protection and are subject to change depending on storage space available. Installation will begin no later than 5 working days after receipt of all fabrication equipment with completion being accomplished within 20 working days after start.

3.2.3.4.5. Fit and Function Tests. The contractor shall perform a complete fit and function test on and around the B-1B aircraft. This test shall be conducted in the presence of government personnel under the direction of an authorized contractor representative. Aircraft personnel, familiar with fitting work stands around the aircraft, shall be provided to perform the assembling and fitting of the work stand sections and components to the aircraft under the supervision of the contractor representative. The contractor is responsible for moving the work stand sections and components into the hangar space in the vicinity of the aircraft as designated by the aircraft production foreman.

a. The B-1 Transient Tail Maintenance Stand set will be fully functional upon completion of installation.

3.2.3.4.6. Scheduling. Upon notification to the ACO, the government will establish a storage and preassembly location. Within three (3) working days, the contractor will be notified when and where he may off-load materials on-site. All work shall be performed during normal 8-hour day shift hours (6:45 AM to 4:30 PM) Monday through Friday, and must minimize disruptions to government activities. Contractor shall perform any on-site work that will disrupt government activities during non-production hours and shall be coordinated and approved by the CO. No work will be allowed on weekends or government holidays unless coordinated and approved by the CO.

3.2.3.4.7. Acceptance Standards. Maintenance stands shall be fabricated to be compatible and interchangeable with existing maintenance stands.

3.2.3.4.8. Matching Fit. All components shall be installed in a manner to provide for expansion and contraction; prevent shearing of bolts, screws, and other fasteners; ensure rigidity of all close fitting sections and components.

3.2.4. Technical Data

3.1.4.1. Commercial Off The Shelf (COTS) Manuals. The contractor shall furnish two (2) copies each of manuals and drawings of the B-1 Transient Tail Maintenance Stand upon completion, of literature and/or catalogs for the following COTS Manuals (CDRL A012):

a. Operation Manuals shall include assembly procedures.

b. Maintenance Manuals. The contractor shall supply their recommendations for an on-going maintenance program. Program recommendations shall include recommended inspection criteria, intervals and periodic and long-term maintenance operations. Recommendations shall also include quantities and frequency of repair parts to be kept on hand for frequent repairs.

c. Inspection Manuals

d. Training Manuals

e. Spare Parts List – Contractor’s recommended spare parts list (CDRL A013).

3.1.5. Spare Parts and Proprietary Tools. The contractor shall provide a spare parts kit based on the contractor’s recommended spare parts list. Proprietary or uncommon tools required for maintenance or assembly shall be provided with the maintenance stands in the quantity of two each per maintenance stand set.

3.1.6. Warranty. The contractor shall provide a warranty period equal to the standard industry practice for the all of maintenance stands, components and tools.

4. GOVERNMENT FURNISHED EQUIPMENT / MATERIAL

4.1. Facilities. Government shall prepare area for final assembly and furnish adequate work space at installation site.

4.2. Personnel. The government shall provide aircraft personnel to assist the contractor in moving the maintenance stand sections into place around the aircraft for performance of fit and function testing, or for contractor requested exceptions when approved by the government. The contractor representative shall coordinate and supervise the movement and placement of the maintenance stand components.

4.3. Technical

4.3.1. The Government shall make available, to the selected contractor, at least one (1) copy of all referenced government regulations and technical orders. The contractor shall not reproduce any government furnished technical data without written approval from the CO.

4.3.2. Existing Drawings. The Government shall make available, to the selected contractor, one (1) top-level drawings of existing maintenance stands, if not proprietary. However, all dimensions will need to be field verified by the contractor due to possible manufacturing discrepancies and/or field modifications. These drawings shall not be modified or reproduced without prior approval by the government engineer(s) and contracting officer.

5. SITE VISITS AND CORRESPONDENCE

5.1. Site Visits. The CO is the point of contact scheduling all site visits. Visitor control is located at Pass and ID, at Air Depot and SE 29th St.

5.2. Contractor Representative: The contractor shall appoint and identify to the government a project manager who shall act as the contractor’s representative in all communications with the government throughout the overall project. The project manager shall be qualified to interpret designs and discuss solutions in all areas of the project with government representatives, particularly the using agency (76AMXG/MXDEB). The contractor’s representative shall be on-site to supervise all fabrication, assembly and testing of the equipment.

6. GENERAL INFORMATION

6.1. Quality. The contractor shall comply with all standard industry practices and procedures and manufacturer’s specifications.

6.2. Hours of Operation. The installation site shall be available to the contractor from 0645 to 1630 hours, Monday through Friday, excluding federal holidays.

6.3. Parts and Materials. The contractor shall use only new equipment, hardware, parts, and materials in performance of this statement of work, unless authorized by the Contracting Officer who shall seek technical guidance from the assigned COTR. All equipment, hardware, parts and materials shall be off-the-shelf items to the fullest extent possible.

6.4. Tool Control. The contractor shall comply with the requirements of Tinker AFB’s Tool Control Program while performing contract services in or around the flight line and maintenance production shop areas at Tinker AFB, OK.

6.4.1. The contractor shall maintain a tool inventory checklist of all tools taken to the work site on Tinker AFB, OK.

6.4.2. The contractor shall inventory every tool on their tool inventory checklist at the beginning and end of each day they are working on-site at Tinker AFB, OK and at the end of each job.

6.4.3. The contractor shall secure all tools located at the work site when the contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time.

6.4.4. The contractor shall make the tool inventory checklist and tools available for random inspection by assigned government representatives.

6.5. FOD Prevention. The contractor shall comply with the requirements of Tinker AFB’s Foreign Object Damage and Prevention Program.

6.5.1. The contractor shall practice good housekeeping at all times, in all areas and ensure all tools, equipment, and hardware is accounted for at the end of each task. The contractor personnel shall remove watches, rings, chains, and other jewelry that could be dropped or become loose.

6.5.2. The ACO shall assign government personnel to brief FOD awareness and prevention to the contractor prior to the contractor starting work in FOD critical areas. The contractor’s on-site project manager shall be responsible for briefing their work force, on Tinker AFB FOD prevention requirements, before each work shift.

6.6. Environmental Protection and Safety.

6.6.1. Environmental Protection. The contractor shall ensure none of their activities on Tinker AFB emit material, fumes or compounds that are hazardous to the ecological systems of Tinker AFB and its surrounding communities. If during this project the Base Environmental Management office determines ecological hazards are being emitted then the contractor shall immediately cease operations until approved mitigation measure are employed. Approval of all mitigation measure shall be at the discretion of the Base Environmental Management and Bioenvironmental offices.

6.6.1.1. Environmental Restrictions. The following materials, substances and compounds are strictly forbidden from use on Tinker AFB and shall not be brought on the installation by the contractor, their direct workers and their subordinate contractors and workers.

6.6.1.2. Lead: Lead and lead-based compounds including lead-based paints are strictly forbidden.

6.6.1.3. Mercury. Mercury, mercury compounds and free mercury are strictly forbidden.

6.6.1.4. Asbestos. Asbestos or asbestos containing materials are strictly forbidden.

6.6.1.5. Ozone Depleting Compounds. All class 1 ozone depleting compounds (ODCs) or any use during manufacture is strictly forbidden.

6.6.2. Bioenvironmental Protection. The contractor shall ensure all activates do not subject worker to bioenvironmental hazards including excessive noise, production of dust particles, toxic fumes, inadequate lighting, inadequate ventilation and excessive heat.

6.6.3. Safety. The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regarding environmental protection. In the event environmental laws or regulations change during the term of this contract, the contractor shall comply with such laws when enacted. The contractor shall comply with all safety practices posted in the assigned work area.

8. SPECIAL REQUIREMENTS

8.1. Security. The contractor shall comply with existing government procedures for obtaining contractor credentials to work on-site, and government procedures for contractor access to government legacy data systems. While inside DoD facilities, the contractor shall wear government-approved identification badges on their outer garment in the chest area. DoD facilities are defined as any space open or covered that is directly owned by or leased to the Department of Defense for the United States of America.

8.2. Base Location. The contractor and contractor representatives shall contact the government representative, assigned by the ACO, for directions to the base. After arriving at the designated entry gate, the contractor shall telephone the assigned government representative for further instructions or to be escorted on to the base.

8.3. Foreign Nationals. A foreign national is defined as any person who does not pose a legal certificate of citizenship in the United States of America. The contractor shall notify the ACO of foreign nationals prior to allowing them entry to any DoD facility. Special rules shall apply to foreign nationals and shall be explained to the contractor once such individuals have been identified to the ACO.

8.4. Safety Requirements. The contractor shall comply with Industrial Safety Requirements provided in Appendix C of this PWS.

8.5. Travel. The contractor shall travel, as required, to complete this effort.

8.6. Quality Assurance. The contractor shall establish, document, and maintain a quality system certified to the International Organization for Standardization (ISO) 9001 regulation. This certification is required as a means of ensuring quality control for services under this contract. The contractor shall submit a copy of their ISO 9001 certification to the government prior to beginning work.

8.7. Other Information. The contractor may be required to directly interface with competitive system development and/or upgrade source selection sensitive information. The contractor shall accomplish non-disclosure agreements prior to any access to competition-sensitive or proprietary data, information, or documents.

8.8. Periods of Performance. Period of performance is 12 months through fabrication and installation of any production maintenance stand set.

SECTION I - GENERAL REQUIREMENTS

A. Safety Program Requirements. The contractor shall implement a safety program that ensures protection of Government personnel and property. The program shall consist of, as a minimum:

1. Mishap notification/reporting as defined in Section I.B. below.

2. A Safety Program that addresses, as a minimum, the subjects listed in Safety Program Elements, Section II and to be used during performance of the work described in THE CONTRACT.

B. Mishap Notification.

1. The contractor shall notify the procuring Safety Office or a designated Government Representative (GR) within one (1) hour of all mishaps or incidents. A written report of the mishap/incident shall be sent within three calendar days to the GR, who shall forward it to the Procuring Safety Office. For information not available at the time of initial written report, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.

2. Mishap notifications shall contain, as a minimum, the following information:

a.Contract, Contract Number, Name and Title of Person(s) Reporting
b.Date, Time and exact location of accident/incident
c.Brief Narrative of accident/incident (Events leading to accident/incident)
d.Cause of accident/incident, if known
e.Estimated cost of accident/incident (material and labor to repair/replace)
f.Nomenclature of equipment and personnel involved in accident/incident
g.Corrective actions (taken or proposed)
h.Other pertinent information

3. If requested by the designated government representative, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.

C. The safety provisions of this contract, shall apply to any subcontracts/subcontractors.

Safety requirements listed herein that do not concern contractor’s operations or services shall be considered self-deleting as mutually agreed by the contractor and the procuring office.
