Combined Synopsis/Solicitation

(IAW FAR 12.603)

Solicitation Number: FA8125-19-Q-A089 Aerospace Adhesive

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a request for quotation (RFQ) IAW FAR Part 13. The government intends to award a firm-fixed price (FFP) contract for explosion proof pressure washers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2019-03, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20190628, and Air Force Acquisition Circular (AFAC) 2018- 0525.

The Air Force Sustainment Center (AFSC/PZIMA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract, for the acquisition of material listed below.

Description of Items:

The 76th CMXG/553 CMMXS requires a one-time firm fixed price contract to include the following:

1. Forty six (46) rolls yearly of 250 DEGREE ADHESIVE FILM 3M AF 163-2K

• Rolls shall be 3M AF 163-2K thirty six (36) inches Wide x fifty (50) Yards

• Rolls shall be certified by batch to BMS 5-101 TY2 GR10

• Rolls shall be shipped with Dry Ice and minimum two (2) Temperature recorders per box

• Shipments shall include certificate of analysis to BMS 5-101 TY2 GR10

• Shipments shall include Shelf life and Date of Manufacture

• Shipments shall include copy of current SDS

• Shipments shall be half at time of award (Manufacturing time acceptable) with remaining rolls to be shipped six (6) months later.

2. Fifty four (54) rolls yearly of 3M AF30_10mil Structural Adhesive

• Rolls shall be twenty (20) inches wide X seventy two (72) Yards long

• Rolls shall be certified by batch to must be certified to the BMS 5-42v, Type II, Grade A

• Rolls shall be shipped with Dry Ice and at minimum two (2) Temperature recorders per box

• Shipments shall include certificate of analysis to BMS 5-42v testing requirements.

• Shipments shall include Shelf life and Date of Manufacture

• Shipments shall include copy of current SDS

• Shipments shall be half at time of award (Manufacturing time acceptable) with remaining rolls to be shipped six (6) months later.

Packaging information can be found in the SOW.

Delivery Information:

FOB Destination to Tinker AFB, OK 73145. Shipping must be included in price. Net 30.

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.

FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

* All quotes will be evaluated only by price and adherence to the solicitation. The lowest priced quote will be evaluated for adherence on an acceptable/unacceptable basis. If the lowest priced quote is found to be in compliance with the solicitation, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not in adherence to the solicitation, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is found.

52.212-3 -- Offeror Representations and Certifications -- Commercial Item The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

52.212-4, Addendum -- (a) The Contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such supplies or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this contract. (b) The Contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty, at no additional cost to the Government. A copy of the warranty proposed shall be provided with the offer.
