Combined Synopsis/Solicitation

(IAW FAR 12.603)

Solicitation Number: FA8125-19-Q-A071 Explosion Proof Pressure Washer

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a request for quotation (RFQ) IAW FAR Part 13. The government intends to award a firm-fixed price (FFP) contract for explosion proof pressure washers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20161222, and Air Force Acquisition Circular (AFAC) 2017- 0127.

The Air Force Sustainment Center (AFSC/PZIMA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract, for the acquisition of material listed below.

Description of Items:

The commodity must meet the following specifications:

Fourteen (14) each Explosion Proof Pressure Washers (Sioux Model EN5.0H3000-60XP or Equivalent)

1. Hot/cold power washer

2. Shall meet a minimum of 5.0 GPM at 3000 PSI during use

3. Shall be equipped with a minimum of 10 HP motor

4. Shall have adjustable pressure

5. Shall include a minimum of three (3) wash tips for angles of 0, 15, and 25 degrees

6. Shall be a minimum of 60 Hz - Hot/Cold Pressure Washer

7. Item shall have a high temperature limit switch

8. Item shall have a pressure relief valve

9. Item shall have a high pressure rupture disc

10. Item shall have a water flow switch

11. Item shall have a minimum 50’ discharge hose

12. Shall have a Glycerin-filled pressure gauge

13. Item shall have a Detergent injector or Metering valve

14. Item shall be equipped with an Internal circuit breaker on units operating on 480 volts or less

15. Shall meet OSHA regulation 1910.303(a) standards requiring electrical equipment to be third-party certified for safety by a Nationally Recognized Testing Laboratory

16. Shall meet UL 1776, standard for safety for high-pressure cleaning machines

17. Shall meet CSA C 22.2 #68, standard for safety for commercial/industrial pressure washers and steam cleaners

18. Shall meet National Electric Code (NEC) and Canadian Electric Code (CEC)

19. Shall be Cleaning Equipment Trade Association (CETA) Performance Certified

20. Shall meet UL 1203, standard for explosion-proof and dust-ignition-proof electrical equipment.

21. Shall meet CSA C22.2 #30, standard for explosion-proof enclosures in Class I hazardous locations.

22. Shall meet CSA C22.2 #25, standard for explosion-proof enclosures in Class II, E, F, and G hazardous locations

Delivery Information:

FOB Destination to Tinker AFB, OK 73145. Shipping must be included in price. Net 30.

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.

FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

* All quotes will be evaluated only by price and adherence to the solicitation. The lowest priced quote will be evaluated for adherence on an acceptable/unacceptable basis. If the lowest priced quote is found to be in compliance with the solicitation, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not in adherence to the solicitation, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is found.

52.212-3 -- Offeror Representations and Certifications -- Commercial Item The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

52.212-4, Addendum -- (a) The Contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such supplies or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this contract. (b) The Contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty, at no additional cost to the Government. A copy of the warranty proposed shall be provided with the offer.
