STATEMENT OF WORK
For
Bldg. 3902 Heat Exchangers Replacement
C19-016

1. SCOPE
This Statement of Work (SOW) covers the acquisition and installation of a process water heat exchanger in building 3902.
2. BACKGROUND
2.1 Current Units - The two process water heat exchangers covered by this SOW are nearing the end of their operational life and will have to be replaced to ensure continued production in this facility. The current systems in place are as follows:
A. SWEP Plate Heater Exchanger 0ESN5 Model G78.280 Serial 8548, 304 plates, 150psi test pressure, 100psi design pressure, 230 degrees F design temperature currently mounted on a Concrete Mounting Pad 108" X 42" with 62” of height available over the entire length. Unit is currently operating at the following specifications:
· PCHX Hot fluid side operating parameters are 2908 gallons per minute (gpm) with an inlet temperature of 69.5 degrees Fahrenheit and outlet of 60 degrees Fahrenheit with 18 PD-FT.
· PCHX Cold side operating parameters are 1727 gpm with an inlet of 44 degrees Fahrenheit and an outlet of 60 degrees Fahrenheit with 10 PD-FT.
B. SWEP Plate Heater Exchanger 0ESN5 Model G78.344 Serial 8547, 304 plates, 150psi test pressure, 100psi design pressure, 230 degrees F design temperature currently mounted on a Concrete Mounting Pad 120" X 42" with 62” of height available over the entire length. Unit is currently operating at the following specifications:
· FCHX Hot fluid side operating parameters are 2908 gpm with an inlet temperature of 69.5 degrees Fahrenheit and outlet of 60 degrees Fahrenheit with 16 PD-FT.
· FCHX Cold side operating parameters are 2763 gpm with an inlet of 50 degrees Fahrenheit and an outlet of 60 degrees Fahrenheit with 16 PD-FT.
2.1.1 Note: The current units are of a “cross flow” design and the inspection plates can be viewed as Attachment 3 showing the current flow and manufacturer’s specifications.
3. Requirements
3.1 Item Description – Due to chilled water feed and end item limitations new heat exchangers must meet the following criteria and guarantee a minimum of a ten (10) degree drop in coolant temperature across the heat exchanger in order to be considered acceptable. 76 CMXG Engineering has approved the following Brand and model as a replacement Heat Exchanger. This is a custom fit unit altered from the base model and any other brand and/or model must be equivalent and meet the criteria in 3.1.1.
A. WCR Plate Heat Exchanger Model: WCR-UFX60 (Custom Fit per Attachment 4)
· Frame Material: Carbon Steel
· Frame Height (H) (in): 62"
· Frame Length (L) (in): 102"
· Heat Transfer Area: 1,494.9 ft²
· 8" Studded 316 connections
· 279) 0.5 mm 316L Plates
· NBR Clip Flow gaskets
· Single-Pass Flow
· Max Number of Plates: 319
· ASME rated 150 PSI at 230°F
· Safety Shroud included
3.1.1 Any Model being submitted outside of the unit above must meet the following minimum requirements and fit on the provided concrete pads.
A. Two (2) each “Plate” style heat exchangers
· Hot fluid side flow rate of 2908 gpm minimum
· Hot fluid side minimum inlet temperature of 65 to 75 degrees
· Cold fluid side flow rate of 1700 to 2800 gpm minimum
· Cold fluid side maximum inlet temperature of 45 to 50 degrees
· 100psi design operating pressure
· 150psi peak pressure @ 230°F design pressure
· Dimension no larger than 102”L X 42”W X 62”H
3.2 Installation – Installation of the two water heat exchangers is to be included as part of the overall requirement of this purchase. The specific installation requirements are as follows:
A. Contractor shall coordinate with the Government Point of Contact (GPOC) and the Subject Matter Expert (SME) to arrange for any deliveries to the site of the installation.
B. Contractor shall have ten (10) days prior to installation to stage equipment and materials in an area designated by the SME.
C. Contractor shall arrange with the GPOC and SME the time of installation so that the building can be shut down for the work to be completed. Once the building is shut down, the Contractor shall complete all installation within three calendar days.
D. Units shall be securely fastened to the existing concrete pads E. Installation shall include new insulated water pipe from both heat exchangers up to and to include new primary isolation valves for all connections to the heat exchangers. This is to include connecting flanges and any gages within the existing piping.
· Note: If water pressure is needed for installation then isolation valves must be installed and verified by the SME prior to Chiller plant personnel leaving. This will allow the Contractor to open and isolate water supply during time that Chiller plant personnel are not available.
F. Installation shall include a leak test and final inspection that will be verified by the SME to ensure that requested work has been completed. Final inspection shall be done at time of completion of installation or at the beginning of the next business day. Any discrepancies found shall be completed immediately or if parts are needed the Contractor shall follow the SME’s instructions to return the building to a state of operation until such time that the parts can be installed.
G. During installation all debris shall be disposed of in a location designated by the SME and components removed as part of the replacement can be removed from the basement, palletized, and staged in an area designated by the SME or the GPOC prior to removal by Contractor. Once installation has been completed the Contractor shall dispose of any parts that were replaces as part of this installation.
4. GENERAL REQUIREMENTS
4.1 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 6:30am to 3:30pm until it is needed to shut off water to the units. Water shutoff may begin after 3:30pm on Friday but must be ready to pressure back up by 6:30am Monday morning. If work hours are required outside the hours stated, the Contractor shall contact the GPOC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.
These dates and hours may include Federal Holidays as required by the SME, but not base closures due to inclement weather, and furlough days, as applicable.
4.2Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
4.2.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
4.3 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
4.3.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
4.4 Welding and Hot Work Requirements: The Contractor shall obtain an AF Form 592, USAF Welding, Cutting and Brazing Permit, prior to the use of any welding, cutting or brazing equipment. The Contractor shall contact the 72nd ABW Fire & Emergency Services Division's Fire Prevention Office at 405-734-3981 regarding all work that involves welding, cutting, brazing, soldering, tar kettles, and open flame devices. The Contractor personnel who are performing the work shall keep this form with them at all times with them while at the worksite.
4.4.1 The Contractor shall meet the requirements of OSHA Standard 29 CFR 1910 Subpart Q (as applicable) and NFPA Standard 51B Standard for Fire Prevention during welding, cutting, and other hot work and as well as the AF Occupational Safety and Health (AFOSH) Standard 91-5, Welding, Cutting, and Brazing.
4.5 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.
4.6 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
4.7 Visitors Pass: The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
4.8 Foreign Nationals: The Contractor shall notify the GPOC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
4.9 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
4.10 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
